Social and digital media are critical to the success of UNICEF supported communication change strategies and public advocacy efforts. These efforts build on an increase in use of digital and social media to inform, inspire and engage audiences to support change for children. To support this work, the UNICEF country office in Skopje is looking to engage a Digital Media Consultant who will work in office and be responsible for maintaining the UNICEF office presence on a social media (Facebook, Twitter, YouTube, and Instagram); and developing digital content and ongoing maintenance of www.unicef.mk.

How can you make a difference?

Working under the supervision of the Communication Officer and in close collaboration with other members of the Communication team and Programme and Operations colleagues, the consultant will be required to maintain UNICEF digital and social media channels, identify and create engaging content around issues related to UNICEF’s mandate and engage followers in a dynamic, interactive and meaningful way. The consultant will also support and contribute to the creation and coordination of digital media strategies and campaigns, digital marketing, and monitoring and analysis. More specifically the consultant will:

MAJOR DUTIES AND RESPONSIBILIES

  • Maintain the country office website through a content management system (Drupal) ensuring key deadlines are met for the dissemination of time-sensitive content and work to continuously improve the site’s structure and content.
  • Research, create and manage relevant, high-quality, creative and engaging content for social media channels. Further, the consultant will turn technical content into general public and social media-friendly language to increase engagement from various sets of audiences.
  • Monitor, listen and respond to followers in a dynamic and interactive way while cultivating meaningful engagement and managing risks.
  • Prepare and maintain a web and social media fortnightly calendar; including preparing content for the website and social media accounts; write and gather editorial content (text, images, audio, video, etc) from UNICEF communication and programme colleagues and partner organizations, global WeShare platform and adapt for web and social media.
  • Design, create and manage promotions and social paid campaigns, including media buying plans for social media, as well as scheduling social media paid campaigns using Meta Business Suite as required.
  • Measure and analyse the impact of the country offices online platforms and social networks and produce monthly (or more often if needed) analytic reports.
  • Identify new digital tools and best practices to deepen engagement with supporters, through monitoring trends in digital and social media tools and tactics, applications, audiences, emerging trends and strategy especially in North Macedonia. Assess and report risks and threats to appropriate management.
  • Provide technical advice on digital media and capacity building to stakeholders and UNICEF staff as required.
  • Provide communication assistance to during events and other programme activities

Minimum Qualifications required:

BA in Communication, public relations, behaviour and social science, social marketing, Business, Journalism, Communication, Media, Fine Arts, English

Knowledge/Expertise/Skills required:

  • At least 2 years of extensive experience in integrating social-media platforms (Facebook, Twitter, Google, YouTube, Instagram, etc.) and knowledge of their respective participants and how each platform can be deployed in different scenarios.
  • Proficient in content strategy, development and editing. Proven knowledge and experience of producing and planning content for social media channels to reach and engage broad audiences.
  • Proven knowledge and experience using social media for development messaging as well as excellent online user-friendly writing skills for digital platforms both in Macedonian and English. Knowledge of Albanian is an asset.
  • Experience social media marketing and using Meta Business Suite
  • Working knowledge of SEO, Google Analytics, social media analytical tools and management platforms like Hootsuite, etc.
  • Good working knowledge of Adobe Photoshop and/or Adobe Lightroom; and knowledge of basic audio and video editing (e.g. Adobe Premiere, Moviemaker, Final Cut Pro) an asset.
  • Excellent interpersonal and communication skills.
  • Ability to work within tight timeline.
  • High ethical standards and understanding of sensitivities relating to children is highly desirable.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Documents required for application:

Qualified candidates are requested to upload a 1) cover letter; 2) resume/cv; 3) two-page portfolio with links to websites and social media channels managed, and 4) their proposed fees (gross monthly rate in Macedonian denars understanding the consultant will be responsible to cover personal income tax and other contributions such as health and pension insurance).

Selection Criteria:

All applicants will be screened against qualifications and requirements. Candidates who fully meeting all the requirements will be further evaluated based on the criteria below.

1. Technical Criteria – max 70% of total evaluation (max 70 points) - Education (10 points), Experience (20 points), Portfolio (15 points) and Demonstrated competencies (25 points) noting candidates who’s application is scored with minimum 27 points (education, experience and portfolio) will be invited to the written test and/or interview to assess demonstrated competencies. Only candidates who obtained at least 49 points from the technical part, will be qualified for considering for financial proposal evaluation.

2. Financial Criteria - 30 % of total evaluation (max. 30 points): Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
