COVID-19 has changed the way we’ve delivered and continue to deliver our campaigns & results for children. Digital is no longer optional. UNICEF globally has both seen and acknowledged this reality through various digital-led transformation projects including the Supporter Engagement Initiative & Integrated Digital Strategy Pilot (to which Malaysia is a pilot country).

With changing trends in information consumption, dwindling traditional media space, and new normal introduced due to a global pandemic, reaching and engaging supporters digitally will be more important a channel than ever in helping us attain collective goals in the new country programme. Whether we are advocating, highlighting programmatic issues, appealing to donors or seeking to effect behavioral change, it is no longer optional whether or not we digitize the way we communicate.

In statistics accumulated by Hootsuite and WeAreSocial, Malaysians ranked no 4 in the list of social media penetration at 81%, and internet penetration of 83% as of Jan 2020. Malaysians are online more than ever, an average of 7 hours per day, and continued dependence on smartphones for day-to-day living has created an opportunity to reach them where they are consuming content. There will be a need to be mobile-first in our communications.

However, it is not without challenges. These include:

  • Social media algorithms and technology that change overnight, frequently and without notice that require constant new testing & agility;
  • Congested digital space. Whilst traditional media was the playground of only professional content creators/brands; the internet is open to anyone to create content and increases the competition for viewership
  • More sophisticated audience. With the increased availability of information, audiences are savvier and more discerning. It is no longer enough to state a fact or relay information as is. There is a higher need for emotive content that builds connections and forges meaningful user journeys.
  • Increased reliance internally on digital due to pandemic limitations stretching current capacity to breaking point.

The specific objectives of this consultancy are:

Social Media Integrated Communications Support

  • Assist with day-to-day scheduling and posting of social media messages from different sections as needed
  • Scraping analytic reports for monthly review by Digital Communications Officer (NOB) to test and report on campaign efficacy to individual sections within the office
  • Providing support to other sections for live sessions for social media platforms as needed
  • Responding to general queries on social media PM
  • Keeping abreast of trends and updates in the world of social media and providing input and ideas during brainstorming sessions.
  • To assist the Digital Communications Officer (NOB) to advise the Representative on the use of his personal social media account in accordance with local contexts and sensitivities.

Digital Influencer and Ambassador Support

  • Assist communications section to identify new influencers at micro or macro level
  • Assist Media Officer in digital campaigns involving the use of National Ambassadors & Advocates
  • Provide feedback on collaterals/assets produced by influencers/ GWA/ Youth Advocates

Social media asset creation

  • Assist in creation of social media infographics and graphics (use of Canva is acceptable) as needed, together with Digital Communications Officer (NOB)
  • Provide assistance and feedback on collaterals created by other sections
  • Copywriting of social media posts where necessary based on platform requirements and trends

Support for enhanced integrated digital communications

  • Supporting the Digital Integrated Strategy Process and improving our score over time through enhanced cooperation with other sections in the office for digital (from a comms perspective)
  • Supporting the Digital Communications Officer (NOB) is ensuring digital communications are streamlined, brand compliant, and optimised for the benefit of all sections.

Mode of Consultancy

  • The consultancy will include a mix of office-based and working remotely based on government regulations and UNICEF policy.
  • When not under government directions on movement due to the pandemic, the consultant will be required to meet with the Digital Officer and Media Officer once per week at minimum to discuss weekly deliverables and be present as and when required for events.

To qualify as an advocate for every child you will have…

  • A Bachelors university degree in Communication, digital and social media, digital content creation, public relations and digital marketing OR in lieu of such degree, 3 years experience in social media management, digital, creative content or communications.
  • A minimum of one year professional experience in one or more of the following areas required: social media management, digital marketing, digital content management or creation, or other relevant areas. (remuneration will commensurate with experience).
  • Fluency in English and Bahasa Malaysia is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

  • Knowledge of social media content creation and management
  • Strong writing skills
  • Savvy with social media platforms
  • Knowledge of basic graphic design (Canva accepted but Photoshop/Indesign an asset)
  • Understanding of Google Analytics, and social media analytics
  • Ability to contribute ideas on the improvement of UNICEF’s digital presence
  • Ability to take initiative and to work with minimum supervision

Other Benefits

  • 1.5 days for each full month of service, with a minimum contract duration of one calendar month and may be used for sick leave purposes

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
