Org. Setting and Reporting

The Digital Hub Operational Manager reports to the Deputy Director of UNRWA Affairs (Programme) in Lebanon Field Office and receives strategic direction from the Chief Information Officer and the Director of Digital Impact, Technology and Innovation Department-HQA.

Responsibilities

  • Provides managerial, operational, and technical leadership to UNRWA Youth Digital Hub, including strengthening the capacity of UNRWA youth programme staff and strengthening the capacity of Digital centers to better serve Palestine refugees youth populations. - Focuses on youth digital workforce development programming in UNRWA Lebanon. This includes working directly with both Palestine refugees’ teens and youth, and helping to deliver UNRWA upskills digital education, digital job placement, and mentoring programs. Is responsible for building and maintaining crucial relationships with UNRWA schools and TVET, as well as partners, digital partners, and local and global businesses to support Work-Based Learning opportunities. - In line with UNRWA relevant innovation and digital policies, and under the direction of the Head of Field Programme Support Office, takes the lead in the development of and compliance to Digital Hub policy, strategy and procedures for youth skills and upskills development and work across UNRWA Lebanon Digital Hub/s. - Collaborates with businesses, community, education programme personnel, and families to actively promote the Digital Hub programmes. - Facilitates the placement of teens and youth into the digital global workforce and follows up on their progress with employers. - Identifies upskilling opportunities based on job market evolutions and identifies, manages and collaborates with vendors and partners to ensure efficient delivery. - Acts as a “Business Development Manager” to grow the Digital Hub operations with the view to help more Palestine refugees. - Performs other duties as may be assigned by the supervisor.

Education

An advanced university degree (master’s degree or equivalent) from an accredited educational institution in IT, Human Resources Management, Organizational Development, Business Administration, Public Administration, Education, or a closely related field.

Work Experience

A minimum of seven years of progressively responsible and relevant professional experience in leading and implementing comprehensive upskilling/digital programmes, or relevant experience in the digital economy is required. Job Placement in the digital economy: Track record of establishing and maintaining partnerships with local and/or global digital employers and/ or the digital market is required. Job Placement in the digital economy: Experience with the use of micro-tasking platforms would be is desirable. Experience in outreach and recruitment of participants, with a focus on inclusivity and diversity via a variety of online and offline platforms is desirable. Ability to manage programme operations, budget, and resources effectively is desirable. Strong record-keeping skills with the ability to maintain accurate and detailed records of programme activities is desirable. Experience in facilitating and supporting assessments and gathering feedback from programme participants and employers is desirable. Proficiency in preparing and submitting regular reports, including quantitative and qualitative data inputs for grants and reports is desirable. Knowledge of the mandate and mission of UNRWA as well as the cultural, political and social environment in which it operates is desirable. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required.
