SSA for Digital Health Platform (DHP) To be attached to the Stellis requisition

  1. Background

Please briefly describe why the work is needed and the context.

The DHP is an open-source modular system for use by health service providers, users, community health providers and health managers. Accessed through four web-based portals, the health providers portal captures and records interactions with clients from entry to exit of a facility, enabling users to collect, analyse and interpret clinical information easily, capturing the patient details from registration to the point where the patient exits, thus its comprehensive nature. The personal user portal gives health seekers 24-hour access to their health information and allows them to capture personal health monitoring records. The health providers portal, rooted in the building blocks of health systems, captures details on health facilities including infrastructure, service delivery, health workforce, information systems, access to essential medicines, financing, and leadership/governance of the facilities. It is in this portal that evidence-based information is gathered to dive informed decisions on health systems strengthening. Finally, the community statistics portal, capturing household registrations, death and birth registers to track understand and compare statistics to make informed decisions.

The digital health platform has evolved over time and continues to undergo transformation to further enhance functionality and adaptability to serve its intended purpose in Namibia. Following lessons learned from piloting at Windhoek Central Hospital in Namibia, the need to hasten the development and completion of a fully scoped and stable ehealth product is necessary to prepare for development to other health facilities and sustain the implementation on roll out.

As the project stakeholders prepare to rapidly rollout the Digital Health Platform, the services of a national consultant who will achieve the objectives and deliver the described tasks below.

  1. Deliverables

    Outline clear tasks and deliverables, to be carried out in the framework of the background described above.

These need to be time-bound and specific.

  • Software development including software testing and version control
  • Lead a team of software developers on the eHealth System
  • Collect and document software requirements from the subject matter experts.
  • Develop and document software application logic and database designs for each module undertaken as per the software requirements available.
  • Implement software designs (by means of coding) using ASP.NET Core MVC with Entity Framework (code first approach) and the repository coding pattern.
  • Improve, design, test and deploy the eHealth System
  • Collaborate with front-end system users at health facilities, MoHSS staff and relevant outside stakeholders
  • Work closely with senior stakeholders to understand business requirements and help translate these into technical requirements for the development team.
  • Develop user and developers guides for the system
  • Design, build and configure applications to meet business process and application requirements.
  • Assist in code testing and quality control guided by the coding standards and guidelines of the project
  • Capacity building of the development team ensuring adherence to software development quality standards, plan and document technical specifications for system features or system design

Deliverables

  • Completed development and stabilised the DHP instance of Namibia
  • Adapted Digital Adaptation Kits of Family planning and antenatal care into the DHP
  • Report of built capacity of the developers basing on the DHP coding guidelines and standards
  • Tested, evaluated and deployed final stable version of the DHP
  • Technical documentation on DHP development and use

Educational Qualifications

Essential: A Bachelor’s degree in Computer Science, Software Engineering, Informatics, Business Computing majoring in programming.

Experience

Essential: A minimum of 10 years’ experience as a software developer.

Skills/Knowledge

  • Excellent software development skills in web-related technologies including HTML, CSS, Bootstrap, JavaScript, ASP .Net Core, C#, SQL Server, PostgreSQL, AJAX, JSON.
  • Experience with the ASP.NET core framework, SQL Server and design/architectural patterns (Model-View-Controller (MVC))
  • Experience and understanding of Agile technologies
  • Strong software architectural skills including writing reusable and testable code
  • Strong database administration and management skills
  • Experience in Basic Linux server administration, design patterns, solid design principles, razer pagers, non-relational database, source control using GIT or AZURE DevOps as an added advantage
  • Excellent time management and organizational skills.
  • Experience working in a team environment
  • Ability to work in a fast-paced, deadline-oriented environment
  • Strong analytical and problem-solving skills
  • A good mentor and coach.
  • Proven success as a technical team leader
  • Ability to communicate effectively both verbally and written.
