Digital technologies play a key role in fulfilling UNESCO’s mandate and delivering its program. New digital technologies are being implemented across the Organization to support and enable the strategic transformation agenda. The Bureau of Digital Business Solutions (DBS) is a key enabler in this implementation. DBS serves as the Secretariat for the Organization’s digital transformation governance, facilitating the development and evolution of the One-UNESCO Digital Strategy. A critical part of this strategy and overall digital governance is the UNESCORE Programme, aiming to redesign core information systems and: i) Streamline core work processes for speed, efficiencies, and results; ii) Standardize data management for improved capture, reporting, analytics, institutional memory, and transparency; ii) Strengthen accountability at all levels of the Organization. The objectives and outputs of the Bureau are highly service oriented, requiring business engagement, customer focus and innovative digital solutions, such as the new UNESCORE platform. New ways of working are needed to provide both effectiveness and efficiency in solution delivery, built on best-in-class user experience design principles and digital/IT architectures. Located in the Office of the Director DBS/CITO and under the direct supervision of the Chief Information and Technology Officer (CITO), the UNESCORE Digital Governance and Communications Officer will play a critical role in establishing and maintaining the frameworks and processes necessary to ensure that the UNESCORE Programme is delivered successfully, aligns with organizational goals, and complies with the established digital governance framework. The function will also operate the secretariat function for the broader digital governance secretariat, including all related communications and stakeholder relationships, given the tight linkages between the UNESCORE Programme and other objectives of the digital strategy. Long Description ---------------- In particular the incumbent will be expected to perform the following activities: 1. Act as the primary liaison between the 3 Tiers (operational, management and strategic) of digital governance and the UNESCORE Programme specific governance, and internally plan and coordinate the governance programme, ensuring the smooth implementation of the UNESCORE Programme. Track the Bureau’s obligations across various digital governance Tiers and the UNESCORE Programme governance bodies. Advise the CITO on progress, challenges, or requirements. 2. Follow up on the development and governance of related digital business systems, processes, and technology support services to facilitate the fulfillment of DBS’ commitments. Maintain a detailed understanding of digital technology developments that impact the Bureau and Organization. 3. Strategically engage, communicate, and follow up with key internal and external stakeholders and business users about the UNESCORE Programme. Substantively participate in meetings, conferences, and seminars. 4. Build and maintain constructive working relationships within the Bureau and across the Organization, including with staff, Member State representatives (where needed), senior managers, external partners and advisors, and other stakeholders to progress and support the functions and projects of the Bureau. 5. Prepare and present a range of written material, preferably in multiple languages, for a wide audience including reports, correspondence, GB papers, briefings, instructions, guidelines, speeches, compliance and enforcement submissions, and other documentation. Respond to queries and present recommendations and analysis at internal and external fora. 6. REQUIRED QUALIFICATIONS ----------------------- ***Education*** - Advanced university degree (Master’s degree or equivalent) in business administration, Digital Technology, Communiation/Information and/or social sciences or a related field. ***Work Experience*** - Minimum of four (4) years of progressively responsible and relevant professional experience in an IT governance and/or related role, of which preferably two (2) years acquired at the international level. - Experience in developing and/or implementing digital technology plans, policies, and procedures, as well as coordinating and executing governance projects that meet the objectives of excellence in a business environment. ***Skills and Competencies*** - Extensive experience managing key internal and external stakeholders with the ability to influence decisions in delegated situations and achieve desired outcomes. - Extensive experience working in a client-facing role. - Experience operating with minimal supervision and exercising independent exercising judgment to complete tasks and achieve objectives. - Good understanding of IT context and tools and their linkage to business processes. ***Languages*** - Excellent knowledge (written and spoken) of English or French, and good knowledge of the other.
