Description of task

Within the delegated authority and under the supervision of Regional Manager for Inclusive Digital Economies (IDE) Asia or his/her designated mandated representative(s), the UN Volunteer Digital Finance Specialist will:

(1) Conduct the digital finance ecosystem assessment using UNCDF’s Inclusive Digital Economies Score (IDES) and engage with public and private sector partners to start addressing key market constraints identified through IDEs and set priorities to build an inclusive digital economy in Cambodia.

  • Pilot IDES with the government of Cambodia to set priorities and track progress of their digital transformation
  • Develop long-term relationship with key stakeholders of Cambodia’s digital ecosystem:
    • Private sector (e.g.):
    • Entrepreneurs and start-ups
    • Accelerators and incubators
    • Larger companies, such as telecommunication companies
    • Public sector (e.g.):
    • National Bank of Cambodia
    • Key Ministries involved in the promotion and development of a digital economy
    • National Institute of Statistics
    • Development partners
    • Academia
  • Analyse the current digital ecosystem to identify market failures and strengths that can create large-scale lasting benefits for UNCDF’s target groups
  • Engage with private and public sector key stakeholders and identify ways to address those market failures

(2) Develop UNCDF strategy on “Leaving no one behind in the digital era” for Cambodia

  • Based on IDES, develop the draft Cambodia national strategy “Leaving no one behind in the digital era” including a wide spectrum on the digital ecosystem
  • Align the strategy to the broad priorities of the Government of Cambodia on topics related to the digital ecosystem
  • Adapt to the strategy with an agile, flexible and original approach that takes into account the unpredictable situation of the current COVID-19 health crisis.

(3) Build strong partnerships to mobilize resources and implement the digital strategy:

  • Map potential donors for UNCDF in Cambodia
  • Draft a strong resources mobilisation strategy for Cambodia
  • Present the digital strategy to government, potential donors and other partners and identify resource mobilisation opportunities in Cambodia to support the implantation of the digital strategy
  • Draft concept notes and proposals to be submitted to perspective donors

4) Provide support to the Regional Innovation Fund

  • Implement upcoming Innovation Fund round, ongoing and past rounds

  • Support the selection process of partners, including due-diligence and elaborate needed documents to be presented to UNCDF Investment Committee for decision making

  • Monitor grantee implementation, keeping abreast of delays and barriers to implementation, and undertaking problem solving to ensure grantees remain on track
  • Draft quarterly and annual reports on the progress, achievements, implementation status and delays of grantees from past and present rounds
  • Support M&E by ensuring that quarterly, annual and milestone reports are received on a timely basis; by participating in quarterly calls with grantees and by providing analysis of beneficiary numbers and grantees’ results
  • Provide technical assistance to partners, including mentorship, to overcome implementation challenges, quality ensure the reports received and verify grant claims for grant disbursement
  • Develop presentations and prepare data for external communications and dissemination
  • Prepare business analysis case studies and blogs based on based on projects implementation and enabling or challenging market factors.

Educational additional comments

She/he will have a Master’s in business administration, finance, economics, international relations or similar studies.

Experience remark

  • Minimum 3 years of work experience supporting the development of digital finance and/or digital solutions in South East Asia – in Cambodia a plus - is mandatory;
  • Minimum 2 years of experience working with grants oversight or investments brokering in Asia – in Cambodia a plus;
  • Demonstrated knowledge and wide network within the FinTech, start-up businesses, Agri-tech, Insurance-tech markets in Asia, in Cambodia a plus;
  • Demonstrated knowledge of the MSME sector and due diligence processes;
  • Demonstrated experience in resource mobilization and in the design and development of high-quality knowledge management products is considered an asset;
  • Interest in the UN system and general knowledge of development issues is an advantage.
