ORGANIZATIONAL CONTEXT

These roles are likely found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). Job holders are likely to report to the relevant Director or more senior Programme post. Job holders are likely to manage a complex portfolio of activities that may include formulation and direct management or coordination of programmes at CO level or formulation of substantial parts of WFP-wide policies and provision of technical advice at RB or HQ level. As such job holders will be expected to have an extensive breadth of programme and policy knowledge/experience including strong technical abilities in an area of expertise and ability to credibly influence strategic, policy and operational discussions. Job holders usually manage a large team or excel in a specific area.

JOB PURPOSE

The Consultant will support the implementation, scale-up and adequate integration of the risk finance strategy into WFP projects, programmes, and technological innovation initiatives within LAC, with specific support to Guatemala.

KEY ACCOUNTABILITIES (not all-inclusive)

Guatemala Country Office

  1. Contribute to formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field. Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ, RBP and field operations.
  2. Manage the implementation of the microinsurance project and a strategy to scale risk finance approaches up in the context of the holistic risk financing strategy of Guatemala, particularly:
  3. Manage the implementation of the Anticipatory Actions (AA) pilot project with the integration of Forecast Index Insurance initiative under the risk finance strategy for Guatemala.
  4. Integrate the Risk Finance initiative into a digital and technological innovation strategy promoted by WFP and partners.
  5. Build and integrate a Climate Services strategy within Activity 4 – Resilience
  6. Administrative and financial tasks

STANDARD MINIMUM QUALIFICATIONS

  • Degree in Development studies, Agricultural studies, Economics, Environmental Resources Management, Computer Engineering, or other relevant fields.
  • Fluency (level C) in both English and Spanish

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Previous experience in insurance, financial inclusion, disaster management, climate change, environmental protection, risk financing, innovation, or development projects

DESIRABLES

  • Excellent analysis and computer skills, capacity to analyse and consolidate quantitative and qualitative data,
  • Other UN languages.
  • Strong interpersonal skills and ability to work in a team environment.
  • Ability to work well under pressure and adhere to tight deadlines.

TERMS AND CONDITIONS

A Service Contract level 11 is offered for a duration of twelve months with probability of extension based on funding availability and good performance.
