Since the escalation of the conflict in Ukraine in February 2022, over 2.1 million refugees from Ukraine have entered Bulgaria. As of mid-December 2023, the Government of Bulgaria has granted Temporary Protection to more than 173,400 refugees fleeing Ukraine, with the majority being women and children. An estimated 52,000 Ukrainian refugees remain within the country as of mid-December 2023. Additionally, Bulgaria, as an external EU border, plays a strategic role in refugee protection within Europe.
In 2022, Bulgaria's State Agency for Refugees (SAR) registered over 20,400 asylum seekers, primarily from Syria and Afghanistan. As of the end of October 2023, more than 19,000 asylum applications have been received by SAR, surpassing the numbers for the same period last year. SAR operates six reception centers for the registration, Refugee Status Determination procedures, and accommodation of asylum seekers. Amid an increase in arrivals of Afghan and Syrian asylum seekers since 2022, UNHCR supports Bulgaria's Government to ensure policies and legislation align with international and EU standards. UNHCR promotes a comprehensive refugee response grounded in a multi-stakeholder, whole-of-society approach.
The Digital Engagement – strategic social media monitoring and social listening for UNHCR Bulgaria aim to enhance awareness of digital discourse surrounding refugees, asylum, irregular migration, hate speech, and disinformation. Utilizing advanced tools on prominent social media platforms, the initiative seeks early detection of emerging trends, sentiments, and potential issues. This approach enables UNHCR Bulgaria to respond promptly to misinformation, analyze public perceptions, and inform strategic communications and advocacy efforts. By continuously monitoring and analyzing data and conversations, the initiative ensures that UNHCR stays attuned to the evolving digital landscape, fostering a positive public discourse, and strengthening collaboration with important stakeholders and influencers.
The initiative aims to employs real-time tracking, sentiment analysis, and thematic categorization to generate actionable insights for UNHCR Bulgaria's communication and advocacy strategies. The monitoring is an ongoing process, providing continuous insights to adapt and refine UNHCR Bulgaria's communication strategies in response to the dynamic digital environment.
Selected volunteers will have a chance to learn more about UNHCR’s digital communications and strategic public advocacy, refugee protection in Bulgaria, and communications dynamics related to refugees in Bulgaria, while supporting the team at first hand.
We expect the selected online volunteer(s) to start with this task by 15 January for three months.
- Social Media Monitoring: Regularly monitor social media platforms in Bulgaria for content related to refugees, including cohesion-related themes, hate speech, and content suitable for amplification by UNHCR. Keep a keen eye on discussions and trends on Twitter, Instagram, and Facebook.
- Internet Media Surveillance: Monitor online media sources in Bulgaria for refugee-related content, staying informed about the latest developments.
- Influencer Identification and Analysis: Identify influencers in the social and humanitarian sectors, analyzing their content, and providing recommendations on engaging with these influencers.
Content Suggestions: Weekly submission of five suggestions, including the drafting of social media content in Bulgarian tailored for UNHCR Bulgaria. This includes copy for Facebook and Twitter, ensuring alignment with UNHCR's messaging goals.
Bulgarian Drafting Skills: Proficient in writing in Bulgarian to effectively communicate on social media platforms.
- Relevant Background: Experience in communications, advocacy, campaigns, journalism, social sciences, or related fields.
- Familiarity with Refugee or Humanitarian Work: Understanding of refugee-related issues and the humanitarian context.
