WFP MANDATE AND INTERVENTIONS IN MALI In Mali, WFP supports government efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening the resilience of communities and supporting sustainable development efforts. In collaboration with state institutions, non-governmental organizations (NGOs) and partners of the United Nations system, WFP organizes cash or in-kind transfers to meet the food needs of families affected by conflicts or hazards , provides school meals that promote girls and boys access to education, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and access at the market.

WFP also provides the air transport service, providing humanitarian and development actors with safe, reliable and economical transport to the regions of Mopti, Gao, Menaka, Timbuktu and Kayes, which provides access to the most vulnerable populations.The world's largest humanitarian agency also supports the government and its partners, through food and nutrition security analyzes, the provision of logistics services, information and communication technologies.

STANDARD MINIMUM QUALIFICATIONS

Education: Relevant university degree (media, journalism, communications, international relations, history, human rights and/or humanitarian law degree) Experience: At least three years of relevant experience in communications, media relations, information management, journalism in an international organization and/or a UN agency. Knowledge & Skills: Demonstrated knowledge and familiarity with social media platforms, video editing, infographics, social media monitoring tools, etc. Knowledge and application of multimedia production software (Final Cut Pro X and Adobe Premiere Pro, Photoshop, Indesign, Illustrator, After effects or equivalent). Languages: Proficiency in English and French. Other languages highly desirable

ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) is the United Nations’ frontline agency involved in saving lives during emergencies and changing lives for millions through sustainable development. WFP activities in Mali are aligned with national priorities, supporting the Government and various technical and financial partners to deliver appropriate responses to hunger and malnutrition. As of January 2020, WFP Mali will begin implementing a 5-year Country Strategic Plan (2020-2024) aligned to the Mali 2025 vision, the Resilience Priority Document and the National Food and Nutrition Security Policy with the overall objective to feeding people caught in conflict and disasters and laying the foundations for a better future. The Country Office is recruiting a Local Communications consultant to be based in Bamako, Mali, working under the direct supervision of the Head of Communications. The locally recruited consultant will help lead digital communication with relevant stakeholders and produce material for external audiences, formulating and implementing digital communication strategies, highlighting WFP Mali successes and achievements, and maximizing the visibility of WFP’s mission and mandate in the country.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Head of Communications and Advocacy Unit, the incumbent will: 1. Coordinate the development of an annual digital communications strategy to support the Mali Country Strategic Plan. 2. Implement country-specific communication work plans designed to maintain and enhance the visibility and reputation of WFP in Mali and support fundraising activities, ensuring alignment with overall communications and WFP strategies. Contribute to organizing events to support the office's fundraising activities and supporting other initiatives when required. 3. Plan, manage and evaluate communications campaigns that favourably impact the public's views, opinion leaders and donors to raise WFP's profile and support fundraising activities (liaising with Regional Bureau and HQ Communication Advisers for effective overall coordination). 4. Review existing material, design and produce a communication package, including key documentation, props and templates for brand building, awareness-raising, advocacy, thought leadership and resource mobilization efforts targeting external audiences (government, communities, donors, other UN agencies, NGOs, and WFP units). 5. In coordination with the head of communications and the communications associate, manage the regular flow of news/information about WFP's work in Mali to the media, ensuring reputational risks are identified and addressed. 6. Track and analyze traditional and online media to identify trends and/or issues and propose solutions and ideas to improve the effectiveness of communication strategy and activities. 7. Work with the Communications Associate to define and implement a social media plan which leverages social media content, platforms, networks and partners to enhance coverage and support of WFP's activities in Mali in liaison with RB and HQ teams

FUNCTIONAL CAPABILITIES

• A digital communication strategy (facebook and Twitter) is revised incorporating new Key performance indicators; • A social media editorial calendar is developed and fed with relevant content; • A donor visibility plan is developed, implemented and regularly updated; • Social media channels (Facebook and twitter) are managed on a day to day basis; • Reports of social media activities and website statistics are provided on a monthly basis; • A digital communication monitoring and evaluation system is developed and implemented.
