Despite rapid economic growth in South Asia and remarkable improvements in children's socio-economic rights, massive disparities still prevent millions of children from living in dignity, reaching their full potential, and, making choices about their futures. This situation has been further exacerbated by the COVID-19 pandemic. To efficiently and effectively drive results for children and adolescents in the region, UNICEF ROSA continues to take a strategic advocacy and communication approach to keep national governments, donors, partners, media and the general population abreast of and engaged with key priority issues facing children in the region, such as newborn survival, stunting, out-of-school children, child marriage, hygiene, immunization, polio, and others. Further, we seek to win their support to drive positive change for children in the region.

Advocacy and Communication are at the center of UNICEF’s mandate. We advocate to decision-makers for ‘the protection of children's rights, to help meet their basic needs, and to expand their opportunities to reach their full potential. We communicate to key public and private audiences to build support for the cause of children. UNICEF has made tremendous progress in capitalizing on the rising popularity of digital platforms to continue winning support to drive positive change for children in the region.

South Asia is where the next billion internet users are expected from. In order to respond to the digital potential of the region and the 2022-2025 Strategic Plan’s digital-first ambition, it is paramount for South Asia to build agile digital teams in a rapidly changing region where UNICEF’s influence is waning.

In recognition of the growing importance of the Digital Communications function in South Asia and to ensure that UNICEF continues to be a leading voice for children in an increasingly digital-first and disruptive world, ROSA requires a Digital Communication Specialist (P3).

How can you make a difference?

The Digital Communication Specialist oversees the Digital Unit and is responsible for team management, performance, recruitment, risk management, contracting, and budgeting.

1. Key functions, accountabilities, and related duties/tasks:

A. Digital strategy development & implementation

  • Lead the development of an overall regional digital strategy, with SMART outcomes, compelling calls to action, and a clear theory of change.
  • Drive the development and implementation of social media campaign strategies that deliver compelling “digital-first” communications and engage target audiences on UNICEF’s regional and global advocacy priorities.
  • Strengthen the reach and engagement of ROSA’s social media channels, particularly among identified key target audiences such as youth and decision-makers
  • Develop and expand the social media presence of the UNICEF Regional Director for South Asia, tracking performance and identifying new opportunities to increase reach and engagement.
  • Develop and maintain regular contact with regional youth initiatives to integrate youth target audience engagement as part of broader social media strategies, as relevant.
  • Work closely with ROSA program sections and country offices on the implementation of digital influencer and partnership outreach strategies aimed at expanding UNICEF’s reach and engagement with new audiences.
  • Utilize social media channels to drive an agile response to relevant breaking news/events, emerging issues, and opportunities to position UNICEF’s mandate in international media.
  • Lead the development and execution of paid social media marketing strategies for ROSA social media channels.
  • Provide technical support to ensure that a set of digital communication performance indicators is identified and adjusted as necessary, and these communication indicators are incorporated into the ROSA Annual Management Plan and Annual Work Plan.
  • Generate timely and accurate monitoring and evaluation reports to ensure communications objectives are met and strategies are effective.

B. Digital content creation and quality control

  • Lead the research, planning, and development of high-quality, high-impact, creative, and engaging content (graphics, audio-visuals, animations, and others) on key issues for the different digital platforms operated by ROSA and UNICEF country offices.
  • Transform technical content into the public and social media-friendly language to increase engagement from various sets of audiences.
  • Adapt content produced by UNICEF HQ into engaging, regionally relevant content
  • Serve as quality control to ensure all content meets UNICEF’s quality standards and branding.

C. Management

  • Support in the strategic planning of the ROSA Digital Unit, including team management and performance assessments, recruitment, risk management, contracting, budgeting, and work planning.
  • Manage additional external consultants as needed.
  • Lead budget planning, expenditure, and invoicing for ROSA’s digital channels.

D. Capacity building and support

  • Support and advise ROSA program sections and UNICEF Country Offices on social media strategies.
  • Conduct training sessions on social media engagement initiatives and best practices.
  • Develop and update best practice guidance and resources.

E. Coordination and Collaboration:

  • Foster strong collaboration with UNICEF country offices and the UNICEF Division of communication to amplify regional campaigns and content on multiple platforms.
  • As needed, collaborate with UN agencies and UNICEF partners and stakeholders on social media messaging and cross-posting.

F. Others:

  • Undertake other key responsibilities as required

To qualify as an advocate for every child you will have…

  • An advanced university degree in Communication, Journalism, Public Relations, Marketing, or a related field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 5 years of progressively responsible and relevant professional work experience in communication, digital marketing, broadcast, and/or new media, of which at least four years of direct experience managing social media channels with significant followings.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.

Additional required qualifications, skills, experience, and expertise

  • Demonstrated track record of developing successful, compelling social media campaigns that achieve strong engagement among multiple target audiences.
  • Proven ability to write engaging, flawless social media copy on tight deadlines.
  • Strong creative disposition and demonstrated ability to stay ahead of the curve in terms of digital trends.
  • Prior content strategy/management experience within a global organization addressing multiple target audiences, including decision-makers and youth. Prior experience with UNICEF or the United Nations is an asset.
  • Strong interpersonal skills in being able to develop and maintain effective working relations with a diverse range of stakeholders.
  • Ability to work independently, be proactive, and possess strong organizational skills, with good attention to detail.
  • Previous experience managing a team is an asset.
  • Developing country work experience and/or familiarity with emergencies is considered an asset.
