As UNICEF Lao PDR seeks to expand its communication reach, there is an increasing need to bolster digital and social media channels. The country office aims to advocate more effectively for child rights, maternal and child health, education, and other areas critical to the welfare of children in Lao PDR.

The National Digital Communication UNV Specialist will support UNICEF Lao PDR in expanding its digital presence and increasing engagement levels across various platforms. Under the guidance and supervision of the Chief of Communications, the UNV will develop, manage, and evaluate digital strategies and content aligned with UNICEF's policies and mission.

Key Responsibilities:

  1. Digital Strategy Development: • Work with the Chief of Communications to devise a comprehensive digital communication strategy aligned with UNICEF Lao PDR's advocacy goals. • Contribute to visibility strategy for EU supported programmes in education and nutrition • Support strategy development for SBC-related digital campaigns in the areas of immunization and parenting

  2. Content Creation & Management: • Generate digital content that is engaging, timely, and reflects UNICEF's mission and objectives. • Generate content for programme areas such as education, nutrition, SBC, immunization and nutrition.

  3. Monitoring & Reporting: • Monitor social media channels and website analytics, producing monthly reports on performance metrics. • Donor monitoring and reporting: ensure a systematic strategy is in place to ensure all donors are tagged and linked in posts, and ensure regular reporting as required by donors

  4. Campaigns and Special Initiatives: • Lead digital campaigns and other public advocacy initiatives, coordinating with UNICEF’s global and regional offices as necessary.

  5. Capacity Building: • Train UNICEF staff on digital media best practices and guidelines.

Specific monthly tasks include:

Adapting Content and Community Growth: • Adapt compelling content for digital platforms, focusing on growing UNICEF Lao PDR's digital community and deepening engagement across all platforms. Website Management: • Regularly update both English and Lao versions of the UNICEF Lao PDR website with content supplied by the Chief of Communications or other designated officers. • Provide monthly analytics report. Social Media:
• Develop a social media engagement strategy that aligns with UNICEF Lao PDR’s programme and advocacy priorities, as well as global advocacy and communication priorities, in close collaboration with the Chief of Communications. • Actively manage all social media profiles, posting new content and stories and responding to public comments, in consultation with Communication and Programme teams. • Execute digital campaigns focusing on children’s rights and issues, adapting UNICEF's global and regional content to the Lao context. • Collaborate with the UNICEF Regional Office to share Lao PDR-specific stories and content. • Submit monthly reports on social media performance metrics. Graphic Design and Multimedia Production: • Design and edit a range of digital communication products, including text-image compositions, videos, audio clips, and infographics for digital platforms. • Coordinate with external graphic designers and agencies as necessary to create visuals and infographics that are brand-aligned. Team Support and Event Coverage: • Assist Representative in their weekly social media activities. • Provide requisite communication support for other public advocacy activities, such as campaigns, events, and launches. This includes capturing photos and videos at these events. Reporting: • Prepare monthly deliverables reports, detailing work completed, analytics, and any challenges faced.

digital communications, particularly in a humanitarian or development context. • Exceptional social media and creative skills • Strong collaboration and coordination abilities, particularly in multi-disciplinary teams. • Excellent written and oral communication skills in English; proficiency in the Lao language is an advantage. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in child rights, volunteerism as a mechanism for durable development, and the UN system.
