In Latin America and the Caribbean, UNICEF has a regional office (LAC‐RO) based in Panama and 24 country offices (CO) operating in 36 countries and territories. More than ever before, and for the first time across the entire region, the new dynamics generated by COVID‐19 and the post‐pandemic situation have raised high levels of reputational risk that can affect UNICEF’s mission in a highly polarized environment.

In the COVID‐19 context, there has also been an increased demand for digital engagement in LAC. There is historical momentum to position UNICEF as a relevant and reliable source of information/tools/experience for children and youth and unlock the potential for digital growth across the region. In line with the Regional Digital Strategy, the Digital Communication Officer will contribute to increasing its digital footprint, setting up early warning mechanisms to anticipate and mitigate reputational risks, and enhancing the digital capacity of all 24 Country Offices.

The Digital Communication Officer will also lead the Parenting Hub project under the supervision and support of the Communication Specialist, managing the specific site, producing, and creating web and social media content, supporting the creation and implementation of a regional campaign and managing the partnership with the donor.

How can you make a difference?

The Communication section has an ambitious digital, social media and web strategy to implement and secure UNICEF's digital presence in Latin America and the Caribbean due to the high demand for digital growth from the Regional Office and the support to Country offices.

The Digital Communication Officer is responsible for setting up early warning mechanisms to anticipate and mitigate reputational risks, overseeing and producing content for various social media channels, and monitoring performance and digital marketing plans.

He/she will lead the Parenting Hub project and manage the communication component of the partnership with the main donor of the Parenting Hub, monitoring the performance of the specific site, producing, adapting, and creating engaging web and social media content.

Additionally, with the support of the digital team, the Digital Communication Officer will help build the capacity of the 24 country offices in the region and enhance both the Regional Office and the Country Office's digital and social media presence to strengthen its advocacy goals around crucial issues.

Key functions, accountabilities and related duties and tasks

Overall: support to unlock the potential for digital growth across the region in increased followers, voice, reach and engagement.

1. For the regional office: Early warning systems, including risk assessment and Digital Listening tools, are systematically established; the Impact of RO’s online platforms and social networks are regularly measured and analyzed to ensure maximum impact and continuous improvement of regional communication efforts; reports using qualitative and quantitative indicators are timely developed; social media campaigns across all platforms, are timely planned, developed, executed and coordinated; support to regional and global priority programmes is effectively provided.

  • To assist in planning, developing, implementing, and coordinating social media campaigns across all platforms, including conducting risk assessments, monitoring and evaluating, and supporting regional and global priority programmes.
  • To assist in setting up early warning systems and Digital Listening tools, as well as to monitor and analyze the impact of RO’s online platforms and social networks and make timely reports using qualitative and quantitative indicators.
  • Oversee, maintain and systematically grow UNICEF LAC‐RO’s online community across all platforms.
  • To support other teams, divisions, and Country Offices in developing joint social media activities.

2. For the Parenting Hub Project: Lead, as project manager, the implementation of the Parenting Hub digital content strategy, ensuring goals around reach and engagement are met. At the same time, the Digital Communication Officer will act as a communication focal point within the partnership with Kimberly Clark and will ensure creative communication concepts and content for partner engagement are delivered.

  • Help develop and/or supervise the production of bi‐monthly Social Media Packs and newsletters featuring engaging content with the aim of increasing traffic and promoting new Parenting Hub content.
  • Research, write, edit and produce engaging and practical content for UNICEF Parenting that responds to the needs of parents and caregivers.
  • Collaborate with internal partners as part of the editorial process, including Programme review and fact check, to ensure content is factual accurate and in line with UNICEF´s global policies.
  • Identify and work with GWA or influencers to create and/or amplify engaging content.
  • In coordination with LACRO’s Digital team, oversee the implementation of the Parenting Hub marketing plan, including specific budget allocations for Google and Social Media Ads.
  • In coordination with LACRO’s digital team, support and contribute of Search Engine Optimization (SEO) workflows and ensure and monitor organic search traffic through ongoing audits and keyword research, tracking keyword positions and optimizing content in Drupal platform.
  • Build and implement a Communication Plan, with the support of the Communication Specialist, to steward and foster the relationship with the donor, finding new opportunities in media and other partners.
  • In coordination with ECD and PFP sections, produce and edit key messages to feed communication efforts under the partnership and actively contribute to the joint communication plan agreed with the partner.
  • Ensure the quality control and the editorial line previously established for the Parenting Hub are correctly implemented across all content creation.
  • Identify key dates throughout the year to create and promote new content by involving different programmatic areas, including Nutrition, Adolescent Health, Mental Health, Social Policy, and Gender.
  • Identify and curate content from the different Country Offices and HQ.
  • Coordinate any multimedia production at Country Offices level supporting the Parenting Hub.

3. For the Country Offices:

  • In coordination with the Regional Communication Team, to provide technical assistance and capacity building to Country Offices in their digital and social media strategies as needed.
  • To contribute to improving Country Offices’ social media and digital knowledge, sharing information with the latest specialized news, documentation, lessons learned from RO or Country Offices’ digital experiences, organizing online conferences with experts in the field, etc.
  • To provide technical assistance to Country Offices in their digital strategies as needed, especially in enhancing their digital storytelling and measuring qualitative and quantitative of their goals for voice, reach and engagement.

To qualify as an advocate for every child you will have…

  • University degree in Communications, Journalism, Public Relations or a related field.
  • A minimum of two years of relevant professional experience in communication, print and broadcast media, or interactive digital media.
  • Two years of experience in social media and web campaign development and exposure, preferably in a regional or country office level.  Experienced in creating digital and social media content and audience trends.
  • Experience in managing complex campaigns or initiatives is desirable.
  • Experience using Drupal or other CMS.
  • Experience using Google Analytics, Meta Business Ads, Google Ads, etc.
  • Prior content strategy/management experience working with a global organization, especially working on projects of similar scale, involving multiple users and groups.
  • Ability to shape, develop, draft, implement and optimize social media strategies on various platforms.
  • Good written and verbal communication.
  • Comfortable with tight deadlines and working under pressure.
  • Innovative and proactive solution‐oriented approach.
  • Capability to explain in a manner that makes technical information understandable to non‐technical individuals.
  • Knowledge of communications around Early Child Development is highly desirable.
  • Knowledge of the United Nations or other international aid or NGOs highly desirable.
  • Fluency in Spanish and English is required.
