This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. Equity accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

Under the supervision of the Chief of Communication, the National UN Volunteer will undertake the following functions:

• Assist in the planning, implementation, monitoring and evaluation of an advocacy and communication strategy to promote respect for children’s and women’s rights, and support UNICEF's mission in the country. • Lead in moderating social media platforms, engage with UNICEF's social media audience, and respond to online queries. Follow up and monitor very closely COVID-19 and COVID-19 vaccination related content. • Social media listening on COVID-19 vaccination. • Conduct social media analysis for UNICEF Lao PDR platforms, measure audience engagement and contribute to building UNICEF’s social media fan base through assessment of key audiences, content planning, content management, search engine optimization, analytics and assessment of effectiveness of platforms and content; and help produce monthly reports. • Assist in editing/re-writing human interest stories and blogs contributed by non-communication staff with a focus on COVID-19 vaccination but also covering other key issues. • Assist in producing graphic design content for social media, such as fact graphs, info graphs, and other documents that require simple design such as brochures, banners, rollups, etc.
• Assist Communication Section team members in events, launches, campaigns, and other key communication activities. • Support translation from English to Lao and vice-versa of content for social media platforms and other communication products. • Help in the development and implementation of campaigns such as #VaccinateLaos and #SafelyBackToSchool. • Help organise advocacy events to promote vaccine equality including COVAX donated vaccines arrivals, handover ceremonies, etc.

Vientiane, Lao PDR is a family duty station and is relatively safe. As part of the appointment process, the UNV is required to complete the B-SAFE training and submit the certificate. UNICEF's Emergency Operations Centre (OPSCEN) in New York is 24hours/7 days a week in contact with all UNICEF offices all over the world. In addition, the office works closely with UNDSS (United Nations Department of Safety and Security) Office in Lao PDR. UNICEF Operations Manager is the security Focal Point. A security badge will be provided to the UNV and a full security briefing will be offered at the time of joining the office.

Due to COVID-19, currently, UNICEF Lao PDR has activated its Business Continuity Plan (BCP). While programme delivery continues with the disruption kept to a minimum extent, most staff are teleworking but turns are being organised for certain staff members to go and work in the office. All staff and their dependents received necessary personal protective equipment, including masks and gloves and are briefed on staff safety measures. Regular all staff meetings take place to ensure the continuity of emergency response and regular programming.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
