The UNICEF Partnership Office for Relations with EU Institutions in Brussels is looking for a highly motivated and qualified Communication professional for a 1-year consultancy.

The consultancy will provide key deliverables supporting UNICEF’s communication on the impact of the UNICEF-European Union partnership; developing engaging multimedia content to further enhance UNICEF’s work with the European Union; and identifying opportunities to engage with key EU policy and decision makers through digital outreach.

Under the supervision of the Advocacy and Communications Manager, and working with the Donor Communications Officer, the selected candidate will support the UNICEF Brussels Office in generating advocacy and communication products on child rights with EU institutions and the general public through social media channels and the UNICEF EU Office website. This work requires working closely with UNICEF offices in EU Member States (Country Offices and National Committees) and around the world, and developing partnerships with the European Commission, the European External Action Service and the European Parliament.

Communication activities are key to support advocacy and increase UNICEF’s brand and credibility in the EU, as well as contributing to amplifying the visibility of UNICEF Country and Regional Offices in terms of their EU communications obligations.

How can you make a difference?

The UNICEF Brussels Office is seeking a Digital Communication Consultant that will support the work of the Advocacy& Comms Section in developing and implementing a wide range of specific digital communication activities to strengthen UNICEF’s partnership with the EU. The consultant will be focusing on key advocacy international days and events throughout the year of their appointment.

Responsabilities

The consultancy will have two main responsibilities:

  • Support the UNICEF Brussels Office, in the development of multimedia content and messaging aimed at strengthening the EU-UNICEF partnership for social media and website.
  • Identify and disseminate content from UNICEF’s country and regional offices to further promote the impact of EU-funded Programmes implemented by UNICEF.

Expected Results and Duties

1. Digital Communication on the EU-UNICEF Partnership (September 2023- August 2024)

The UNICEF Brussels Office has a work plan comprised of communication activities, including media, on children’s rights targeting EU media outlets and the EU public.

Duties & Tasks

  • Digital media and campaign development: Work together with the Donor Communications Officer to maintain the UNICEF EU Office webpage & develop the office’s social media channels by increasing followership, editing and disseminating relevant content; developing paid marketing strategies, strengthening digital audience engagement through the development of innovative, digital activities.
  • Under the guidance of the Advocacy and Communications Advisor, engage with key policy and decision makers via social media channels to push forward UNICEF Brussels’ advocacy messaging.
  • Along with the Donor Communications Officer, work on the development and implementation of new social media channels for the UNICEF Brussels office. Identify innovative new opportunities to capitalize on, within the digital space.
  • Lead on the monitoring and performance reporting of social media posts and website content to align with UNICEF Brussels advocacy strategy and associated work plan, including context; objectives; target audiences; messages and media mix; resources; specific actions, activities and products; monitoring and evaluation of impact.
  • Support UNICEF Country Offices to deliver on their obligations on communications and visibility regarding social media and webpages publications highlighting EU funding to UNICEF Programmes, by drafting copy to be used on UNICEF Brussels’ own channels
  • Maintain close collaboration with HQ Communication Division and communication colleagues from the UNICEF offices in EU member state for effective overall coordination on key digital moments

2. Production of social media packages during key upcoming dates

These are some key dates already identified but additional similar opportunities might emerge:

- Innocenti Report Card on child poverty (17th October 2023 TBC)

  • Maintain close collaboration with UNICEF Innocenti office to disseminate results and information from the report card.
  • Support country offices to promote key messaging and draft posts to be released on UNICEF Brussels platforms.
  • Create content for UNICEF Brussels platforms, delivered by country offices, to advocate key messaging from the report card.

- World Children’s Day (20th November 2023)

  • Collaborate with UNICEF HQ digital team on content planning.
  • Collate appropriate content and adapt with UNICEF Brussels messaging; and publish on platforms (both social media and website).
  • Follow up with reporting on impact of digital content.

- Launch of the European Parliament elections Manifesto (20th November 2023)

  • Draft messaging around European Parliament elections for social media with key UNICEF priorities at the forefront.
  • Follow up with reporting on impact of digital content.

- Union for the Mediterranean Ministerial meetings (17 Nov 2023)

  • Collaborate with UNICEF HQ team on content planning.
  • Collate appropriate content and adapt with UNICEF Brussels messaging, and publish on platforms (both social media and website).
  • Follow up with reporting on impact of digital content.

- European Humanitarian Forum (March 2024)

  • Collaborate with UNICEF HQ team on content planning.
  • Collate appropriate content and adapt with UNICEF Brussels messaging; and publish on platforms (both social media and website).
  • Follow up with reporting on impact of digital content.

- Launch of European Parliament elections campaign (April-June 2024)

  • Collaborate with UNICEF HQ team on content planning.
  • Collate appropriate content and adapt with UNICEF Brussels messaging, and publish on platforms (both social media and website).
  • Follow up with reporting on the impact of digital content.

Small social media package (estimated 2 working days) including:

  • Collaborate with UNICEF team on content planning.
  • Collate appropriate content in limited quantity and light UNICEF Brussels messaging;
  • Publish on platforms (both social media and website).
  • Follow up with reporting on impact of digital content.

Punctual posting (estimated in 0,5 working days)

  • Post on social media reactively to European Union/key decision makers posts.
  • Schedule regular social media posts from the packages produced.

Duty Station: Brussels

The consultant can either be based in the UNICEF Brussels Office or telework from home if they are not based in Belgium.

For teleworking, location requirements include having an excellent internet connection and adequate hardware/software for digital interaction.

Regardless of location, working in the same time zone as Brussels (CEST/CET) is mandatory.

Reporting

The consultant will report to the Advocacy and Communications Advisor of the UNICEF Office for Relations with the EU institutions in Brussels.

Timeframe

Start date: 1 September 2023 End date: 1 August 2024

This position requires flexibility depending on the planning and opportunities, estimated for around 80 working days.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in International Relations/Development, Communication, Journalism, Public Relations or related fields. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • At least five years of progressively responsible and relevant professional work experience in digital communication.
  • Excellent writing, communication and presentation skills in English and another UN language (working knowledge of French an asset).
  • Demonstrated understanding and experience in creating successful, engaging and interactive digital campaigns and social media packages at national and/or global levels for various audiences, incl. young audiences (the 13 – 17 years old)
  • Engagement on topics related to child rights, preferably towards EU institutions and/or familiarity with the work of UNICEF an asset.
  • Knowledge of the EU institutions and their dynamics, with practical experience working for them or with them an asset.
  • Demonstrated ability to propose and lead initiatives with a variety of stakeholders, managing challenging deadlines with a cooperative and team spirit.
  • Ability to work independently and to tight deadlines.
  • Ability to work harmoniously in an international environment.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
