Background

UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. The UNICEF staff and experts/consultants should act in accordance with the UN Code of Conduct and UNICEF Mission. UNICEF advocacy priority is to protect the most vulnerable children from the impact of COVID-19–both from the virus itself and the response put in place by Kazakhstan Government. As Kazakhstan pursues critical public health measures to slow the spread of COVID-19, UNICEF calls for urgent national and local action to protect child rights. UNICEF leads UN agencies’ risk communication and community engagement efforts by ensuring that key audiences have the life-saving information they need to protect themselves and others from the virus and to reduce its impact on health, social life, and the economy through online outreach and community engagement. UNICEF aims to reach with COVID-19 key messages the most vulnerable groups and general public to reduce human-to-human transmissions and mitigate the impact of the outbreak. UNICEF works to prevent and combat social stigma, reduce the anxiety among population and highlight positive personal experience and encouraging human interest stories. Partnering with other international organisations UNICEF ensures high-quality visibility and recognition of all donor in partner projects.

How can you make a difference?

An individual contractor is needed with expertise, skills and knowledge in the area of public relations, communication, digital communication, social media management, digital campaigns evaluation, multimedia content evaluation. He/she will be responsible for implementing and running a specific digital campaign on UNICEF COVID-19 RCCE response and donors digital recognition.

Purpose of the Assignment

The Communication Section, UNICEF Kazakhstan Country Office (KCO) is seeking a qualified individual to contribute to the implementation of the Country Office’s Risk Communication and Community Engagement activities in the digital sphere for 3.5 months. The involved individual contractor will contribute to realization of the COVID-19 communication response plan with a special focus on digital campaigns, donor recognition (USAID and ECHO) and visibility. The Digital Communication Assistant will be focused on provision of technical support in multimedia content production, social media analytics, development of digital engagement, and contribution to donor reports.

Key deliverables: • In collaboration with Communication Specialist plan, create, edit and/or author marketing communication and multimedia content, including videos, visuals and other promotional materials necessary for digital campaigns during COVID-19 pandemic • In collaboration with Communication Specialist update and monitor on the day-to-day basis the Country Office’s social media content plan, ensuring it is aligned with country, regionwide and global priorities. • Assist in preparing a COVID-19 content plan to contribute to the achievement of project goals and grow online presence in social media • Run analytics for all COVID-19 social marketing campaigns. Track the established KPIs • Maintain and develop engagement on the UNICEF official social media accounts (monitoring and response to direct messages/comments) • Regular come up with ideas for engaging COVID-19 social media content, especially those that include amplifying the voices of children and youth, working with relevant colleagues to assess feasibility. • Design and implement paid social media campaigns to achieve project goals • Collect the content and produce a special quarterly newsletter for partners • Assist in translation and proof-reading of documents • Contribute to USAID and ECHO donor reports with results of digital campaigns • Advise on the recent trends in social media management and apply innovative approach upon supervisor approval • Monitor user engagement through Hootsuite and website usage through Google Analytics and suggest content optimization • Compile monthly social media reports and present them to internal stakeholders • Identify new digital tools and best practices and how these can be most effectively applied to deepen engagement with supporters. • Keep track of efforts and activities of other UN agencies, non-profits and competitors. • In collaboration with the Communication Specialist, undertake an assessment of local digital influencers and relevant online groups

To qualify as an advocate for every child you will have… • Bachelor’s degree in journalism, interactive telecommunications, PR, communication, international relations, political science • Undergraduate degree in development or communication related field, such as journalism, interactive telecommunications, PR, communication, international relations, political science • At least 3 years of clerical, support, administrative experience preferable in the area of public relations, communication, digital communication, social media management, digital campaigns evaluation, multimedia content evaluation • Demonstrated competency in creating and managing multimedia content for social media and website, including video and photo-editing skills and access to special software: Adobe Photoshop; Sony Vegas, MovAvi or other video-editing platforms • Knowledge of social media monitoring technology and knowledge on how to use social media measurement and listening tools • Adept at using a wide range of social media platforms, including Facebook, Instagram, Youtube, Twitter • Knowledge of Drupal or similar Content Management System is an asset • Fluency in English and Russian languages (written and spoken) is a must • Strong Kazakh-language writing skills are mandatory • Competencies: - Communication; - Working with people; - Drive for results; - Technical competencies: 1) Creation and management of multimedia content for social media and website, including video and photo-editing skills and access to special software: Adobe Photoshop; Sony Vegas, MovAvi or other video-editing platforms 2) Social media monitoring technology, measurement and listening tools 3) Advanced using of Facebook, Instagram, Youtube, Twitter - Functional competencies: 1) Analyzing.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. • Payment upon completion of each deliverable according to schedule
