How can you make a difference?

Since the beginning of COVID-19 pandemic, UNICEF, both globally and locally, developed communication materials and guidelines in order to support governments, individuals, parents, teachers and health workers in better coping with the pandemic. For the general audience, the communication purpose was to bring upfront correct information regarding prevention and coping measures, in order to uphold the general wellbeing of children and adolescents.

Since April 2020, Facebook joined global efforts to minimize the effects of the pandemic and created the COVID-19 information center which include the messages of relevant and authorized organizations. In Romania the authorized organizations are: The Ministry of Health, UNICEF, WHO and CNCAV.

As part of this effort, Facebook also offered ad credits to UNICEF offices around the world, as a part of a global partnership, with the purpose of launching and implementing routine immunization and COVID-19 related campaigns.

UNICEF Romania benefits from Facebook ads and in the period 15 May – 31 December 2021 and will develop a series of campaigns to promote COVID-19 and routine immunization, in order to build trust and increase acceptance of these vaccines, especially targeting adolescents aged 16-18 and parents of adolescents with ages between 12 and 18.

UNICEF is looking for a digital campaign consultant to support the development and implementation of these campaigns by:

  • Developing the strategy and planning of the campaigns on Facebook and Instagram
  • Develop the messages and visual campaign products
  • Implement, monitor and optimize the campaigns.

Specific tasks of the consultant:

  • Develop a channel-based digital marketing plan considering Facebook and Instagram specifics and relevance
  • Develop relevant messages and campaign products for the targeted audience
  • Implement the campaigns in UNICEF own Business Manager
  • Weekly monitor and share reports with UNICEF Romania and UNICEF HQ
  • Provide close out reports at the end of each campaign with key learnings
  • Share quarterly reports on communication KPIs for the Risk Communication and Community Engagement and HAC for the regional and global COVID-19 response updates
  • Provide monthly Social Listening reports on: Immunization, COVID-19, Child Protection, Education.
  • Knowledge transfer for the new Communication Associate on digital campaigns and KPIs

Monitoring and evaluation of implemented activities

  • 4% Engagement rate of the target audiences in the ads run
  • Through brand up lift studies, increase of trust in COVID-19 vaccines and routine immunization of minimum 2% comparing to control group
  • quarterly HAC and RCCE reports sent
  • monthly social listening reports sent

To qualify as an advocate for every child you will have…

  • University degree in Social Sciences, International Relations, Business Management or other relevant disciplines
  • At least 2 years’ experience in designing, developing, implementing, monitoring and evaluating online campaigns.
  • Previous experience in public health communication campaigns.
  • Ability to meet deadlines and work under pressure and availability throughout the period of the contract.
  • Experience with international organizations, UN Agencies is an asset.
  • Excellent skills in English and Romanian.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
