Office/Unit/Project Description

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Crisis Bureau (CB) guides UNDP’s corporate crisis-related strategies and vision for crisis prevention, response and recovery and lead corporate support in response to crisis. To fulfil its mandate, the CB is committed to investing in developing reliable capacities that can be rapidly deployed to COs.

Within the CB, support to country operations is coordinated by the Country Support Management Team (CSMT), working closely with other teams within the GPN. The overall goal of the CSMT is to ensure strong, coherent, and coordinated support to country offices (COs), as it relates to crisis and fragility, within the full spectrum of the GPN’s service offer. The CSMT steers the effective interaction of GPN Teams, Regional Bureau/Regional Hub and CO counterparts for integrated country support. It ensures that UNDP corporate support is provided before, during and after crises. It also supports and coordinates the GPN crisis response capacity and takes the lead in a UNDP-wide approach to strengthen UNDP capacity in preventing, preparing for, responding to, and recovering from crisis.

In the face of new and complex challenges posed by pandemics, and in response to increasing frequency of disaster events and crisis worldwide, the CSMT has developed transformational solutions by which countries can harness flexible support solutions and technology to enhance their analytical capacities as well as the impact of programmes in complex context. Two of these solutions are the Crisis Academy and the SURGE Data Hub, focusing on Integrated Digital Assessments.

Institutional Arrangement

The Digital Assessments Project Manager will work under the direct supervision of the Programme specialist, CSMT.

Travel:

a) UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Duties and Responsibilities

Scope of Work

Under the supervision of the Programme Specialist, CSMT and in close collaboration Crisis Academy manager, the Digital Assessment Project Manager will ensure technical support for the design and implementation of the digital assessments at country level, within the framework of the SURGE Data Hub (SDH) and will provide substantive inputs in the design and implementation of the learning and knowledge exchange opportunities developed within the framework of the Crisis Academy.

  1. Information Management and digital assessments coordination
  • Support UNDP country offices to analyse and link the assessment data with recovery policy and programmatic activities in the aftermath of crisis;
  • Assist in preparing the data reports to handover data, methodology, logistics arrangement to the government and any other national or international partner involved in the digital assessment at the country office level;
  • Work on integrating datasets coming from different countries, and sources using the latest techniques and standards;
  • Coordinate steps in the digital assessment (methodology, Secondary Data Review, data analysis framework, data collection/ cleaning, analysis) and integrate in the assessment team contributing with technical expertise (e.g. livelihoods, governance, community infrastructure, gender, etc.)
  • Conduct access and context analysis, and integrate Secondary Data Review (SDR) information into the digital assessment
  • Develop the data collection tools and train enumerators; Carry out briefing and de-briefing of enumerators; Coordinate the data collection process, including progress tracking and troubleshooting
  • Identify relevant policy and programme level findings and recommendations from the data analysis and visualization platform (e.g. recovery, immediate assistance, etc.)
  • Produce concise and sharp reports in various formats (e.g. presentation, infographics, one or two pagers, etc.) targeting stakeholders. If required, write the assessment report together with the assessment team members.
  • Support design of data collection tools, especially for mobile data collection, sampling frameworks, data storage systems, and analytical products;
  • Monitor quality of data collected, perform data cleaning activities, log any changes to the dataset on the cleaning log, ensure regular updates on data quality;
  • Support analysis/ generating data visualization products, including dashboards, infographics, and maps, especially using Power BI/Tableau and test and propose implementation in the concrete plan of implementation other data visualization tools;
  • Perform GIS/ Satellite imagery analysis, identify map information needs, ensure accurate linkages between spatial databases and assessment data; production of GIS-based information products;
  • Coordinate with Regional Hubs and Country Offices to outreach and deploy systems for the assessment.
  • Lead in identification of new technologies, test and advise on new tools to be adopted to improve current and future activities
  1. Manage the work of the SURGE Data Hub team
  • Coordinate the work of other IMOs and economists, statisticians in the SDH, manage time and task allocation, and ensure harmonious coordination with other teams in the CSMT, Crisis Bureau and beyond
  • Coordinate the SDH team’s workflows using SCRUM and Agile (or similar) methodology
  • Keep constant communication with SDH members and mitigate project risks in a proactive manner;
  • Lead on formulating a research agenda and maintain communication with partners on technical issues such as ML/AI/satellite imagery and remote sensing, chatbots and multi-indicator system integration, to better explain and orient measures to be taken for the recovery process;
  • Develop the new versions of data collection, digital assessments, NLP, Social Media Analysis tools and systems;

    ****Training and learning****

  • Develop training modules on digital assessments, Big Data, Social Media Analysis, Remote sensing using GIS technology and deliver training using remote and in person tools;
  • Identify partnerships, relevant learning opportunities and develop a learning curriculum for the SDH community;
  • Coordinate with partners and develop relevant modules together for the community of SDH
  • Coordinate with the Crisis Academy team to design and delivery engaging online (and in person) learning opportunities and actively engage in the online campus community to facilitate and share knowledge.

Required Skills and Experience

Minimum Qualifications of the Successful IPSA

Min. Academic Education

  • Advance degree (master’s degree or equivalent) in Information Technology, Computer Science, Statistics, Information Management Systems, Business Administration or a related discipline.

Min. years of relevant Work experience

  • Minimum of 5 years of experience on information management, database design and management required.
  • Minimum of 5 years working on project management, at large scale projects, in international level playing team leading role and/or project coordination position, required.
  • Minimum 3 years of experience in face to face or remote training, at VET, Higher Education Institutions, or international organisation knowledge management required.
  • Work experience in large scale assessment design, implementation, data analysis and visualization required.

Additional Desired Technical skills and competencies

• Extensive knowledge of Microsoft 365 platform in a variety of tools: Teams, Power Bi, Power Query, deep knowledge on Excel/Tabular and data elaboration, SharePoint, PowerApps and Work-Flows, Microsoft SQL/Azure, or similar, required

• Data analytics and visualization using PowerBi, Tableau, Google Data Studio, Stata, SPSS, or similar, required

• Knowledge of Big-Data classification, association and ML/AI techniques used for sentiment analyses, text mining and analyses, is an asset
