Job description

Public-Private Partnerships (PPPs) play a priority role for the Government of the Republic of Madagascar in achieving its ambitious development objectives, including the development of renewable energies. The objective of the Economic Development Board of Madagascar (EDBM) is to support private investment in all areas of Madagascar's development as a "One-Stop-Shop". With the project "Promotion de l’Electrification Rurale par les Energies Renouvelables", the GIZ aims to help public and private actors promote investments in renewable energies. In this context, the project cooperates closely with the EDBM. Through your technical contribution and your "outside perspective", you help the EDBM to overcome development obstacles and advise private actors on investment opportunities in the energy sector in Madagascar.

Your tasks

  • Capacity building within the EDBM on the opportunities and risks of investments in renewable energy projects in Madagascar
  • Support for the identification of investment opportunities and the evaluation of project proposals for the development of renewable energies
  • Preparation of the database available for the assessment of investment potential in the energy sector
  • Advice on the legal, fiscal and regulatory specificities of PPPs and energy legislation in Madagascar
  • Advice on the design of an active public-private dialogue between public and private actors in the field of renewable energies

Your profile

  • A graduate degree in economics, law, political science or engineering, preferably in the field of energy
  • Several years of professional experience in investment promotion, associative or chamber work, preferably in the field of renewable energies
  • Proven and reliable expertise in consulting
  • Experience abroad and experience working in intercultural contexts
  • Team spirit and interconnected thinking combined with the talent to think conceptually and analytically
  • A structured work style with a high level of self-organisation and creativity
  • Business fluent in French and German or English

GIZ's Development Service is looking forward to applications of candidates with a professional qualification and / or university degree and at least two years of professional experience. In addition you hold the German nationality or the nationality of a member state of the European Union.

Willingness to travel on a regular basis is required.
