Result of Service Under the direct supervision of DCC Chair and overall guidance of UNRC Office, the consultant will be responsible for overall coordination and management of DCC as follows: 1. Management functions: - Develop annual DCC work plans and budgets. Closely monitor timely implementation of agreed interventions and ensure timely delivery of allocated funds; - Develop regular programme and financial reports for DCC and development partners/USAID funding the DCC Secretariat; - Oversee the work experts and consultants engaged by DCC; 2. Professional services: - Provide technical advisory support to DCC leadership (Chair and Deputy Chair) and members on DCC’s work and coordination efforts with the Government; - Substantively contribute to defining strategic directions for DCCs engagement; - Advise and provide substantive technical inputs in developing concepts, proposals and else strategic and analytical documents and materials relevant for DCC’s work for financial sustainability of DCC; - Participate in monitoring of DCC progress against established work plans through review of reports and documents on the progress made, identifying bottlenecks and proposing recommendations and/or alternative management options/solutions; - Contribute to increased aid coordination among development partners, its alignment with national strategies and the budget allocation process; 3. Knowledge management: - Develop and disseminate widely DCC related strategies and concepts, including guidelines, manuals and procedures; - Lead on research projects and studies on effectiveness of assistance provided to Tajikistan, local and regional governance dynamics and other issues benefiting joint programmes. Contribute to research on geographical and institutional mapping of Development Partners’ activities in Tajikistan.

Expected duration 11 months

Duties and Responsibilities The consultant will coordinate the work of DCC in Tajikistan through close engagement of the DCC leadership and the Government in DCCs operations. His/her primary responsibility is to ensure that the DCC structure is maintained through effective coordination, exploring synergies and complementarities for joint efforts and alignment of donor priorities with the Government’s long-term development objectives. The consultant will ensure the achievement of the anticipated outcomes to the required standard of time, quality and cost.

Qualifications/special skills Postgraduate degree or equivalent in development, economics, agricultural economics, law or in a discipline relevant to the sectors addressed by the DCC is required. -A minimum of 10 years of experience in the design, monitoring and coordination of development programmes implemented in Tajikistan is required; - Working experience in coordinating development programmes in at least three of the followings sectors is required: Public administration and governance; Private sector-led growth; Development of human potential; Energy independence; Food security and nutrition; and, Transport connectivity. - Deep understanding of the challenges and prospects of aid and development coordination issues in Tajikistan is required; - Experience of working with the high level Government and donor officials is required; - Experience in planning and conducting development related research would be an advantage is required; - Experience of working with the UN, international organizations, government institutions and/or civil society is required.

Languages Fluency in English, Tajik and Russian is required.
