Result of Service The consultant will coordinate the work of DCC in Tajikistan through close engagement of the DCC leadership and the Government in DCCs operations. His/her primary responsibility is to ensure that the DCC structure is maintained through effective coordination, exploring synergies and complementarities for joint efforts and alignment of donor priorities with the Government’s long-term development objectives. The consultant will ensure the achievement of the anticipated outcomes to the required standard of time, quality and cost. Under the direct supervision of DCC Chair and overall guidance of UNRC Office, the consultant will be responsible for overall coordination and management of DCC.

Expected duration 12 months 1 May 2022- 30 April 2023

Duties and Responsibilities Development partner assistance plays a significant role in the development of Tajikistan, which will require significant inputs from development partners to pursue its poverty reduction and economic development, and continue reforms and capacity-building. Development partners work with the Government of Tajikistan (GoT) to support priorities expressed in the National Development Strategy of the Republic of Tajikistan (NDS) for the period until 2030 and the mid-term Development Program of the Republic of Tajikistan (MTDP) for 2021-2025. In addition, the development partners have committed to improving aid effectiveness, in accordance with the Paris Declaration, Accra Agenda and Busan Partnership for Effective Development Cooperation. With an overall objective to strengthen aid effectiveness in Tajikistan, the Development Coordination Council (DCC) was established to facilitate information exchange and collaboration within the development community, as well as to foster dialogue on shared priorities with the GoT. Since 2010, the DCC has intensified efforts to improve donor coordination and interaction with the government, working closely with the Ministry of Economic Development and Trade, Executive Office of the President and others. The DCC has a formal role and is linked to the National Development Council and since 2021 the UNRC has Chaired the DCC. UN RCO is hiring a Development Partner Coordination Consultant to ensure timely and efficient implementation of the DCC Secretariat function and support the UNRC in the role of DCC Chair.

Qualifications/special skills Skills: Strong analytical, communication and negotiation skills; Academic Qualifications: Postgraduate degree or equivalent in development, economics, agricultural economics, law or in a discipline relevant to the sectors addressed by the DCC. Experience: A minimum of 10 years of experience in the design, monitoring and coordination of development programmes implemented in Tajikistan;

Working experience in coordinating development programmes in at least three of the followings sectors: - Public administration and governance; - Private sector-led growth; - Development of human potential; - Energy independence; - Food security and nutrition; and, - Transport connectivity.

Deep understanding of the challenges and prospects of aid and development coordination issues in Tajikistan;

Experience of working with the high level Government and donor officials is a must.

Experience in planning and conducting development related research would be an advantage;

Experience of working with the UN, international organizations, government institutions and/or civil society; Language: Excellent command of English, Tajik and Russian, both spoken and written;
