Background ---------- The Ocean Teacher Global Academy (OTGA) project of UNESCO’s International Oceanographic Data and Information Exchange of the Intergovernmental Oceanographic Commission (IOC-IODE) aims at developing a global training network to increase national capacity in coastal and marine knowledge and expertise. In 2020 The Training Centre at the Agency for Meteorological, Climatological and Geophysical of Indonesia (BMKG) serves as an OTGA STC for Tsunamis (STC-Indonesia, BMKG). The Indian Ocean Tsunami Information Centre of UNESCO-IOC will be supporting the BMKG Training Center to in developing training course on UNESCO-IOC Tsunami Ready as part of the STCs of OTGA. UNESCO-IOC Tsunami Ready is an international performance-based community preparedness with indicators to reduce tsunami-related risks to individuals and communities. The main goal of UNESCO IOC Tsunami Ready is to improve coastal community preparedness for tsunamis and minimize the loss of life, livelihoods and property. This is achieved through a collaborative effort to meet a standard level of tsunami preparedness by fulfilling of a set of established indicators. The Tsunami Ready program is implemented as a voluntary, performance-based community-centred initiative that promotes the understanding of the readiness concept as an active collaboration among national and local warning and emergency management agencies, government authorities, scientists, community leaders, and the public. Implementing this performance-based Tsunami Ready initiative could lead to a community receiving international the recognition for fulfilling the UNESCO-IOC Tsunami Ready indicators. **OVERVIEW** ------------ Parent Sector : Intergovernmental Oceanographic Commission (IOC) Duty Station: Jakarta Job Family: Natural Sciences Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 10-MAR-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- The purpose of this assignment is to develop content for three training modules; (i) Tsunami Ready for Decision Makers, focusing on training Government Officials i.e. from National or Local Disaster Management Offices, National Tsunami Warning Centres and Focal Points; (ii) Tsunami Ready for Community, focusing on training for Community leaders, Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), Academics and Scientists, Community members, Private, Business, Utility, and Tourisms sectors; and (iii) Tsunami Ready for Disaster Risk Reduction Facilitators for Disaster risk reduction workers and volunteers who are interested in assisting the community in capacity building for tsunami preparedness, etc. Under the authority of the Director of UNESCO Jakarta Office, and direct supervision of the Professional Officer of DRRTIU/IOTIC and in coordination with Head of UNESCO-IOC Tsunami Unit, the Consultant shall develop the contents for the Tsunami Ready Training Modules in the Ocean Teacher Moodle training platform. Specifically, the individual consultant shall: Long Description ---------------- 1. Develop the workplan, including module development steps, references to be used, and the working schedule (within 25-30 working days in 2 ½ months) and submit it to UNESCO not later than 5 April 2021. 2. Develop Tsunami Ready training modules content under the Ocean Teacher Global Academy platform covering (but not limited to): 1. Introduction to Tsunami Ready (hours content to be decided, the module should consist of: - What is UNESCO-IOC Tsunami Ready Program and Recognition, and the benefit and challenges of implementing Tsunami Ready - Examples of Tsunami Ready Community, Lessons learnt, and Good practices in Caribbean, Pacific, Indian Ocean, and Mediterranean / North Atlantic - UNESCO-IOC Tsunami Ready indicators (without going into details) - UNESCO-IOC National Tsunami Ready Board: Purpose, Structure, Roles, and Responsibility - UNESCO-IOC Recognition Application Process - Recognizing the Community 2. UNESCO-IOC Tsunami Ready Indicators (hours content to be decided), Requirement / pre-requisite: Introduction to Tsunami Ready and the module consists of: - Elaboration of each UNESCO-IOC Tsunami Ready indicator - Examples of UNESCO-IOC Tsunami Ready indicators from the Caribbean, Pacific, Indian Ocean, and Mediterranean/North Atlantic 3. Implementing Tsunami Ready (hours content to be decided). Requirement / pre-requisite: Introduction to Tsunami Ready and UNESCO-IOC Tsunami Ready Indicators. The module should consist of: - Steps in Piloting Tsunami Ready in the community (planning, organizing, and implementing) - Resource and capacity needed to pilot Tsunami Ready in community - Checklist for Tsunami Ready 4. Facilitating Tsunami Ready (hours content to be decided). Requirement: Knowledge about tsunami hazard; Experience in working on DRR, Experience in community engagement. Pre-requisite: OTGA Tsunami Awareness course, Introduction to Tsunami Ready, UNESCO-IOC Tsunami Ready Indicators, and Implementing Tsunami Ready. The module should consist of: - Participatory Approach Methodology - Guides and strategies on working with the community for each of the Indicators - Tools and templates to be used in facilitating each of the Indicators - Resources and references to facilitate building Tsunami Ready capacity in communities 3. Submit the first draft of the training modules to UNESCO for review by 30 April 2021 4. Submit the final draft of the structure and content of the Tsunami Ready training modules to UNESCO for approval by 30 May 2021 Output and deliverables ----------------------- 1. The working language of the assignment is English. As final deliverables the consultant shall submit: - Tsunami Ready training modules for Ocean Teacher Global Academy Platform in Microsoft document format and Moodle format. - Additional materials, references, resources, and/or links to use in the Tsunami Ready training 2. The consultant will have access to UNESCO IOC, ITIC, IOTIC, CTIC, NEAMTIC information. 3. The consultant will be able to obtain expertise and support from a Training Course Development Team and experts of BMKG Training Centre as the Indonesia OTGA Specialized Training Center for Tsunamis. 4. The consultant will be able to obtain additional technical expertise, guidance, and advice from UNESCO-IOC Tsunami Ready experts from the UNESCO IOC, ITIC, IOTIC, CTIC, NEAMTIC as well as Working Group Chairs of the different ICGs that engage with Tsunami Ready in their regions. Long Description ---------------- The individual consultant will primarily work remotely during the assignment. The consultant will be responsible for: - his/her own logistics e.g., office space, administrative and secretarial support, telecommunications and internet, the printing of documentation, etc. and - the preparation of the materials. Any contents provided by the individual consultant must comply with international copyright laws. Skills and competence • At least 5 years’ experience managing, developing, and design of training courses for international audiences, preferably in an online learning environment; • Demonstrable experience with the training topics mentioned above. • Fluent in English (speaking and writing) **DESIRABLE QUALIFICATIONS** ---------------------------- • Experience in the use of webinars as part of online training courses • Experience with using the Moodle platform for development of online training modules; • Experience in implementing community-based projects • Experience working in an international environment, or with organizations providing international e-learning training. **BENEFITS AND ENTITLEMENTS** ----------------------------- IX.
