You have:
- A Master's degree in Economics or related area is required.
- A minimum of 6 years of experience in productive sector analysis and the development of Non-Profit Organization programme proposals, concept notes, or project documents in Lebanon is required.
- Demonstrated skills in gathering and synthesizing information from various sources, as well as the ability to effectively communicate findings through presentations and reports is required.
- Experience in conducting consultations with partners including government entities, civil society organizations (CSOs), international financial institutions (IFIs), the private sector, and Participating United Nations Organizations (PUNOs) is desirable.
- Demonstrated experience in econometric modelling, and producing high-quality programme proposals is desirable.
- Proven work experience with international organizations is desirable.
- Extensive experience in inclusive economic development, analysis of economic competitiveness, analysis of exports and imports, and job creation and livelihood programs/tools is desirable.
- Fluency in Arabic and English is required.

Result of Service
The consultant's service will be the development of comprehensive joint programme proposals that contribute to the future programming and support for Lebanon’s productive sectors. These proposals will be designed to enhance economic opportunities, employment, and gender equality, in line with the strategic priorities of the PUNOs and key partners while ensuring activities are relevant to the current context, fit for purpose and account for lessons learned and recommendations from previous work. The proposals will serve as a foundation for the UN's coordinated approach to productive sector development in Lebanon, ensuring that joint programmes are aligned with the SDGs and cross-cutting themes such as human rights, gender equality, and inclusivity. The resulting proposals will be used by the UN and potentially other development partners to shape future interventions aimed at fostering sustainable economic growth, empowering local stakeholders, and promoting inclusive economic recovery. Through these proposals, the UN will build on the successes of the PSDP 2020-2023 and leverage its partnerships to address Lebanon’s development challenges.

Duties and Responsibilities
Background: The UN aims to build on the successes of Productive Sectors Development Programme (PSDP) 2020 – 2023 implemented by FAO, ILO, UNDP, UNIDO, UN Women, and UNICEF adopting a comprehensive and coordinated approach to support productive sectors in Lebanon. Through a joint vision for supporting productive sectors development, the UN aims to ensure coordination, enhance synergies, promote complementarities, and leverage partnerships with relevant national and international actors to strengthen impact. The joint vision will be implemented through a series of joint programmes that bring together relevant Participating UN organizations (PUNOs), based on their comparative advantages and expertise. The vision including active joint programmes will be coordinated as a one UN approach by the six PUNOs with the RCO. Through this consultancy, the PSDP seeks to engage a consultant to develop joint programme proposals aimed at enhancing economic opportunities and employment, and gender equality in collaboration with relevant stakeholders. The consultant will contribute to shaping future programming and support for productive sectors in Lebanon. Duties and Responsibilities: The consultant will be responsible for developing comprehensive Joint Programme Proposals, aligned with the strategic priorities of the involved agencies and partners. This will include conducting a thorough desk review of existing PSDP 2020-2023 programme documents and products (evaluation and narrative reports) and engaging in consultations with PUNOs and partners to gather inputs, ensure alignment and ownership. The consultant will draft two proposals by incorporating the objectives, expected outcomes, and activities of the PUNOs under the joint vision, ensuring alignment with SDGs and cross-cutting themes such as gender equality, human rights, and inclusivity. All documents will be provided in electronic copy. The electronic copy can be provided via e-mail, if the nature and size of the files make it possible. Otherwise, the electronic copy will be provided on USB. All deliverables and related documents will be provided in English. Deliverable 1: consultation with PUNOs to identify relevant outcomes, outputs, activities and other elements required for the development of a programme proposal Deliverable 2: Submission of two draft programme proposals with relevant information Deliverable 3: Consultation with partners including government entities, civil society organizations (CSOs), international financial institutions (IFIs), the private sector, and Participating United Nations Organizations (PUNOs) . In addition, drafting final versions of the two programme proposals revised based on partners consultations.
Qualifications/special skills
A Master’s degree in Economics or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 6 years of experience in productive sector analysis and the development of Non-Profit Organization programme proposals, concept notes, or project documents in Lebanon is required. Demonstrated skills in gathering and synthesizing information from various sources, as well as the ability to effectively communicate findings through presentations and reports is required. Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic and English is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
