Gender-based violence (GBV)[1] is one of the most widespread human rights abuses. Globally, one in three women will be raped, beaten, coerced into sex or otherwise abused in her lifetime. Though women and girls are overwhelmingly the targets of GBV, men and boys can also be subject to sexual violence, especially if they are perceived to be acting outside the prescribed social norms for males. The situation of women and children in Bhutan is no different. The Study on Violence against Women and Girls in Bhutan, 2017 highlighted that more than two in every five women experienced one or more forms of partner violence in their lifetime. The 2016 Study on Violence Against Children and Young People also highlighted that more than 60 percent of children reported having experienced some form of violence once in their lifetime. Both studies highlighted that most survivors did not report cases of violence or seek support, and rarely received assistance. Since, February 2020 and due to COVID-19 Pandemic, there has been an increase of cases related to domestic violence and GBV in general.

The Royal Government of Bhutan (RGoB) has made considerable progress in promoting and protecting the rights of women and children. In the last few years, the RGoB enacted the Child Care and Protection Act of Bhutan 2011 (CCPA), the Child Adoption Act 2012 and the Domestic Violence Prevention Act of Bhutan 2013 (DVPA), for which the National Commission for Women and Children (NCWC) has been designated as the Competent Authority. The Rules and Regulations for the three came into effect from 1 January 2015. The CCPA sets the framework for care and protection of children in conflict with the law and children in difficult circumstances in building a comprehensive child protection system in Bhutan. The CAA holds the best interests of the child as its core purpose and the rules and regulations mandate the Competent Authority to conduct post adoption evaluations to ensure the wellbeing of the children who are adopted. The Domestic Violence Prevention Rules and Regulations of Bhutan specify standards and requirements regarding the roles and responsibilities of other implementing partners in dealing with cases of domestic violence. The Standard Operating Procedures for Prevention and Response to GBV has been developed and currently this is being reviewed to make it relevant for emergency situations also. Using the SOP, roll out trainings for front liners in all 20 districts are being conducted in 2020 and training for specialized service providers will take place soon.


[1] GVB is an umbrella term for any harmful act that is perpetrated against a person’s will and is based on socially ascribed (i.e. gender) differences between males and females. It includes acts that inflict physical, sexual or mental harm or suffering, threats of such actions, coercion and other deprivations of liberty. How can you make a difference?

With the SOP on prevention and response to GBV in place from 2019, there is a need to have a harmonized and full fledge case management system to support survivors of GBV. Currently, in Bhutan there are two GBV case management agencies- the National Commission for Women and Children and RENEW (CSO) and they manage the cases based on their respective agencies’ procedures which may not always be in line with the best practices and international standards.

The purpose of this consultancy is to therefore, develop a harmonized GBV case management procedures in line with the current and recently developed SOP on GBV, a training package and referral system to support individual client care for survivors using the Interagency Gender-Based Violence Case Management Guidelines, other global best practices, SOP on GBV Prevention and Response and other relevant national legislations and SOPs. This should include:

  • Assess current individual client care approaches and staff capacities for conducting case management for GBV survivors; and draft recommendations on appropriate scope of service, client selection criteria, and staff support requirements
  • Review the current GBV case management system in place and develop additional necessary tools.
  • Adapting GBV response mechanisms to the COVID-19 pandemic with practical steps that support GBV practitioners in an efficient, more effective and ethical way of delivering services.

The consultancy will also include the development of a training package and a remote training (ToT) of case workers, case managers, case coordinators and other relevant stakeholders on GBV case management and additional tools, including practical exercises involving complex case scenarios.

Expected Deliverables

  • Harmonized GBV case management tools and referral system developed including, but not limited to risk assessment checklist, safety planning form and additional monitoring and evaluation tools for service assurance.
  • Development of a training package and relevant tools such as PPTs, handouts, exercises. etc.
  • A remote (ToT) training for case workers and managers on the Gender-Based Violence Case Management system and tools developed.

Key tasks:

  1. Review of existing provisions, procedures and documents (national/international) on gender-based violence, that have relevance in developing the case management system and related tools;
  2. Interview, consult and hold focus group discussions virtually with key stakeholders to assess gaps, needs, challenges and opportunities to strengthen the current case management system, capacities of case workers/managers/service providers to meet the needs of GBV survivors and women/children at risk of GBV and improve the current referral and case management system;
  3. Develop comprehensive training package for case workers, case managers, case coordinators and other relevant stakeholders on GBV case management and additional tools;
  4. Develop basic M&E tools to assess the knowledge (pre-post) following the trainings; also develop a tool for assessing knowleodge/capacity after roll out;
  5. Deliver the remote training (ToT) to case workers, case managers, case coordinators and other relevant stakeholders;

To qualify as an advocate for every child you will have…

  • Qualifications or Specialised Knowledge/Experience Required:

    The consultant should possess:

    1. Advanced degree in a relevant field (such as social work, psychology or social sciences);
    2. At least 5 years of experience in the area of GBV prevention and response;
    3. Proven experience in GBV/Violence against Children (VAC) programming and developing gender-responsive and survivor-centered Standard Operating Procedures in developing countries;
    4. Experience working in the case management stream of violence against women and children;
    5. Relevant experience in developing and delivering training curricula, modules and materials on GBV would be an advantage
    6. Excellent verbal and written communication skills in English
