Result of Service An Aruba Government (and potentially the Governments of Curacao and Sint Maarten) that is empowered with the knowledge, resources and tools to build awareness on the SDGs among general and targeted audiences; to promote its accomplishments on the Goals to those audiences; and to build excitement in those audiences, facilitating their more-active participation in and contributions to the implementation of the SDGs.

Duties and Responsibilities Under the guidance of the Development Coordination Officer (Communications and Advocacy)at the RCO in Port of Spain, the consultant is expected to:

- Conduct an assessment of the current public relations landscape within the Government of Aruba to identify the key communication challenges and opportunities to enhance SDG-related messaging on national policies, projects and plans for sustainable development. This assessment should comprise of interviews, focus group surveys, and a review of the National Development Strategy to determine communications resources (human, technical and financial), current communications approaches in key government ministries, departments and commissions, and key development projects being undertaken by government and partners, such as the UN. - Using the aforementioned assessment, develop a communication strategy that will streamline and create an enabling environment for communication efforts across the government, allowing it to integrate SDG-related messaging on national development into its regular communications outputs. - Develop a corollary investment plan that identifies potential and sustainable sources of funding for SDG-related communications products, including development partners, IFIs and private sector partners - Develop a capacity building training plan for Aruba’s government ministers and PR specialists that strengthens their knowledge of the SDGs, highlights the benefits of SDG-related communications on national development work and identifies mechanisms for including this messaging in communications outputs and media interviews. - Develop a Monitoring and Evaluation framework to measure the Strategy’s effectiveness, and to provide feedback for future refinements to the Strategy.

Qualifications/special skills An advanced university degree (Master’s degree or equivalent and higher) in communication, journalism, public relations or a related field. At least 10 years of experience in developing and implementing communication strategies (preferably related to sustainable development in small island developing states)

Languages Reporting and communications with RCO will occur in English, but the languages of the target audience are Dutch and Papiamento.
