Background

Zimbabwe has made significant gains in her response to the HIV epidemic through provision of innovative client centred HIV prevention, treatment and care services. Health care workers have been capacitated to provide combination HIV prevention services with the broader aim of ensuring that clients are aware of their HIV status and those that test HIV negative are provided with the appropriate knowledge and services to remain HIV negative, particularly those at substantial risk of HIV infection. Similar for clients who test HIV positive, they are immediately linked to care and treatment services at the earliest time possible.

The above-stated approaches have contributed to Zimbabwe getting closer than ever to global HIV epidemic control targets and has now met the second and third 90-90-90 targets, achieving the overall target for 2020 by exceeding 73% of Viral Load Suppression (VLS) among all adults living with HIV.

As the nation is now at the cusp of epidemic control, there is dire need to strengthen the gains achieved through provision of integrated HIV and related SRH services, particularly for clients who are negative but at high risk of HIV infection and also linking them strategically to appropriate HIV prevention services. There is therefore need to develop a minimum package of services that is tailor-made to the needs of each client group, which outlines the specific type and nature of services they are supposed to receive from the community level up to health facility level when they interact with Health Care Workers (HCWs). This minimum package of services should be in line with the Ministry of Health and Child Care’s (MoHCC’s) Health Sector HIV and STI Strategy: 2021 – 2025, the Comprehensive National HIV Communications Strategy: 2019 – 2025 as well as other key documents such as the Operational and Service Delivery Manual (OSDM).

To support development of this minimum package of services, the MoHCC is therefore seeking a suitable candidate to work in collaboration with the HIV Prevention Programmes focal persons in leading the development and finalization of the minimum package of HIV Prevention Services.Objectives

Overall Objective:

To develop a comprehensive minimum package of HIV prevention services for specific population groups with the objective of ensuring that clients are provided integrated information and services according to their needs.

Specific Objectives:

  1. To develop the roadmap outlining the proposed process of developing the minimum package of HIV prevention services for different client groups
  2. To lead the consultative processes, including meetings with stakeholders and beneficiaries (communities) of developing the minimum package of HIV Prevention services
  3. To conduct a literature review of related research work published and grey literature and services pertaining to the development and implementation of a minimum package of HIV Prevention services for various client groups
  4. To write, design and present to the MoHCC the final package of services

Duties and Responsibilities

Scope of Work

The work will cover the following:

  • Identification of key target audiences for the package of services.
  • Outlining the minimum package of HIV Prevention services for each audience (clients), including the appropriate integrated messages, integrated interventions and the practical ways of delivering these interventions
  • Leading the Pre-testing and prototype testing of the minimum package of HIV Prevention services for various client groups
  • To ensure the linkage between package of services and information given at facility level with package of information given at community level by community health workers
  • Expected Outputs and Deliverables
  1. Inception Report (1 week after signing contract) detailing the methodology to be employed and a gap analysis of the current approaches in provision of HIV prevention services to clients
  2. A well written and structured as well as designed document outlining the minimum package of comprehensive HIV prevention services for specific client groups and how they are to be delivered
  3. A process report on the consultancy highlighting achievements, lessons learned, challenges and recommendations for future exercises.

Institutional Arrangement

The National HIV Prevention Coordinator will directly supervise the Contractor.

Duration of the Work

The work is expected to take 30 working days

MOHCC will is expected to review outputs, give comments, certify approval/acceptance of outputs

Duty Station

The Contractor will be stationed in Harare for the duration of the work and will be providing progress updates according to the above timelines

Desirable

  • International and local public health experience is an added advantage

Scope of Price Proposal and Schedule of Payments

Evaluation Criteria

Candidates will be evaluated using a combined scoring method with the qualifications and methodology weighted at 70% and the price offer weighted at 30%. Only candidates obtaining a minimum of 49% (out of 70%) points on the technical qualifications part will be considered for the Financial Evaluation.

Criteria for evaluation of qualifications and methodology (70 points maximum):

Relevance of education to the consultancy - 10 points

Demonstrable experience in developing similar prevention packages in regionally or internationally - 20 points

Sound understanding of prevailing trends of issues in HIV Programming - (10 points)

Experience in communication, documentation and in developing prevention packages or Advocacy Plans - 30 points

Rating the Technical Proposal (TP):

TP Rating = (Total Score Obtained by the Offer / Max. Obtainable Score for TP) x 100

Rating the Financial Proposal (FP):

FP Rating = (Lowest Priced Offer / Price of the Offer Being Reviewed) x 100 = 30/30 x 100 = 100%

Total Combined Score:

(TP Rating) x (Weight of TP, e.g. 70%) + (FP Rating) x (Weight of FP, e.g., 30%)

Recommended Presentation of Offer

For purposes of generating Offers whose contents are uniformly presented and to facilitate their comparative analysis, it is best to recommend the preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation. The following documents may be requested:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but may be omitted for support services [Note: this is optional for support services];
  4. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Criteria for Selection of the Best Offer

This section should indicate all the criteria which shall serve as basis for evaluating offers, which may be done in either of the following manner:

  1. Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%; or
  2. Lowest price method – where the award will be made to the qualified/responsive individual who offered the lowest price.

Option (a) is ideal for intellectual services where the methodology or approach to the work may differ from one individual to another and directly impacts the quality of the result. Option (b) is ideal for standard type of services where there are not many possible ways of undertaking/performing the work.

If Option (a) is chosen, the key criteria for rating the qualification and methodology must be stated together with their equivalent percentage weight, so that Offerors can craft their offer appropriately.

Required Skills and Experience

  • A Public Health or Social Sciences degree
  • A Master’s degree in Public Health or Social Sciences will be an added advantage.
  • At least 10 years or more experience in providing solutions to public health sector at pubic and/or private sector levels
  • Extensive knowledge and experience in combination HIV prevention programming.
