Result of Service Economic consultancy to deliver two policy research studies on sustainable development for Jamaica

Work Location Jamaica

Expected duration 6 months

Duties and Responsibilities The Consultant shall be responsible for delivering 2 studies:

1. Exploring innovative financing mechanism and solutions potential for Jamaica.

The purpose of this study is to: o To explore Jamaica’s experience of development innovative financing mechanisms and solutions for accessing greater volumes of financing, enhancing the efficiency of existing and new innovative financing and to enhance the effectiveness of innovative financing. o What are the key obstacles both financing Economic Transformation and Resilience building for Jamaica; what are the key obstacles for developing new innovative financing mechanisms and solutions for Jamaica. o Do there exist important institutional and regulatory gaps that impede the development of innovative financing at local, regional, and global levels? In what other areas might there exist capacity and capability gaps - technological, regulatory, institutional, human – and potential solutions to address these? o Are there new partnerships or economic/development actors that could promote and facilitate the development of innovative financing for development? o What potential measures can be taken to aid the development of innovative financing, preferably non-debt financing, over the short, medium, and longer term.

2. Options for advancing non-traditional economies for prosperity and resilience in Jamaica, notably creative, circular, fugal as well as blue and green economies. The purpose of this study is to: o Survey the plans and progress that has been made on key economic systems and SDGs to assess whether they fully recognize the interconnections and linkages between economic systems and between SDGs. o To outline where there are potential positive spillover effects between systems and SDGs as well as negative spillovers. o Outline where the obstacles and opportunities are for designing and developing interventions that cross-cut systems and SDGs to deliver on multiple goals. o Outline where new partnerships and capacity building are necessary to promote and facilitate the design and the development of new multi-targeted policy and investments. o Explore whether there are institutional and regulatory gaps to facilitate and expedite the delivery of economic transformation and the SDGs. o Outline options for the short, medium, and longer term for the development of policy prescriptions for government, development partners and DFI/IFIs to expedite the delivery of economic transformation as well as Agenda 2030 and the SDG through multi-targeted interventions.

Qualifications/special skills Academic Qualifications: A PhD or Advanced (Master’s) Degree with at least 5 years of applied experience in economics, productivity and growth analysis, sustainable development, economic statistics and methods, or any other related field. Excellent oral and written English communication skills. Experience: - Minimum 5 years of experience in development of strategies for sustainable development and economic transformation. - Experience of working with government officials and institutions - Experience of innovative financing mechanisms and solutions - Having documentation/report writing ability. Language: English
