Org. Setting and Reporting With the 2030 Agenda for Sustainable Development at its core, and in response to General Assembly Resolution 71/243 on the Quadrennial Comprehensive Policy Review of operational activities for development of the UN system, the United Nations Secretary- General's report on "Repositioning the United Nations development system to deliver on the 2030 Agenda" put forward a comprehensive proposal on further improvements to the resident coordination system to ensure more coherent, accountable and effective support to the 2030 Agenda. This was further reinforced by General Assembly resolution 72/729 of 1 June 2018. A reinvigorated Resident Coordinator system is at the centre of a repositioned United Nations development system to respond to needs of the 2030 Agenda and to work towards achieving the Sustainable Development Goals (SDGs), including Resident Coordinator offices adequately staffed with experts in coordination, strategic planning, economic analysis, monitoring and evaluation, strategic partnerships and communications.

The position is located in the United Nations Development Coordinator's Office (DCO) in Kosovo and reports to the Senior Development Coordination Officer, Strategic Planning and DCO Team Leader.

*All references to Kosovo should be understood in context of UNSCR 1244 (1999).

Responsibilities Within delegated authority, the Development Coordination Officer will be responsible of the following duties:

1.Provides substantive advice on innovative SDG policies and analysis to DC and UNKT, as well as to counterparts in government and other relevant partners. - In line with the Common Kosovo Analysis/ Cooperation Framework 2021-2025, provides strategic direction and develops recommendations to facilitate decision-making by the DC/UNKT to position the UN in Kosovo to advance the objectives of UN development system reform; - Identifies issues and proposes recommendations for the UNKT on how UN country-level operations can be optimized and better respond to sustainable development needs and emerging trends in Kosovo; - In support of the Teamleader and the DC, supports the initiation, establishment and coordination of effective working relationships with local and international public and private partners to promote the UNKT's joint value proposition; - Elicits, evaluates and consolidates policy options proposed by UNKT members, ensuring an integrated approach to the UN's policy advice to counterparts. - Researches, develops and presents policy papers, guidance notes and other knowledge based- tools and directs discussion to help influence and advance policy dialogue on achieving the SDGs; - Coordinates the preparation of UN flagship reports, including the analysis of data and ensures the provision of evidence to build the case for policies and interventions on SDGs.

2.Coordinates the development by the UNKT of new generation of SDG programmes with a strong investment orientation and focus on acceleration towards achieving the SDGs. - Identifies and analyzes issues that impact multiple SDGs and their targets and proposes 'accelerator interventions' that can help unlock and accelerate progress towards sustainable development across multiple areas; - Contributes to the UN joint programming process to strengthen the formulation of a new generation of UN joint programmes that are aligned with the SDGs and the National Development Plan, oriented towards investment, and have impact at Kosovo level; - Leverages UNKT's Resource Mobilisation Strategy to explore pooled funding opportunities; - Assists Cooperation Framework result groups in the implementation of joint workplans to ensure SDG- relevant and SDG-responsive UN operational activities for development.

3.Supports implementation of the Kosovo National Development Plan - Supports and facilitates assessments and other analytical work to inform the elaboration of joint strategies and programmatic approaches in identified priority areas to achieve complementarity and synergy across stakeholders; - Identifies and facilitates linkages between the NDP and other frameworks/responses in the country.

4.Plans and directs SDG knowledge generation and management. - Researches, analyzes and presents best practices and lessons learned from implementation of UNKT projects and programmes, with a view to advising the DC and UNKT on actions to strengthen the policy orientation of the UN; - Monitors and analyzes best practices and successful models implemented by the UN in Kosovo and suggests options for developing these into bankable SDG investment policies and programmes; - Provides advice on global/corporate guidelines, tools and other materials related to sustainable development policy.

Ability to conduct independent research and analysis on sustainable development topics, determine suitability, validity and accuracy of data provided by different sources.     Education Advanced university degree (Master's degree or equivalent degree) in business or public administration, sustainable development, social sciences, education or related area. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in data analytics, business analytics or data science programs is an advantage.

    Work Experience A minimum of seven years of progressively responsible experience and track record in project/ programme management in the context of development cooperation or related area is required.

    Experience developing and maintaining multi stakeholder partnerships in a development context is required.

    Experience in development planning and policy formulation in a development cooperation context is required.

    Experience in preparing project or programme proposals is required.

    Experience in the United Nations system or a comparable organization is desirable.

    A minimum of two (2) years or more of experience in data analytics or related area is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English, Albanian and Serbian is required. Knowledge of another official United Nations language is an advantage.

NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.

Assessment Evaluation of qualified candidates for this position may include a substantive assessment, such as a written test, which will be followed by a competency-based interview by phone or teleconference.

Special Notice This is a Temporary Job Opening. This position is temporarily available through 31 December 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
