Org. Setting and Reporting The position is located in the United Nations Resident Coordination Office (RCO) in Suva and reports to UN Resident Coordinator (RC).

Responsibilities Working under the direct supervision of UNRC, the Strategic Planner will provide technical support to the RCO, the Pacific Humanitarian Team (PHT) and the UNCT in supporting overall coordination efforts for recovery from the Tsunami and Volcanic damages.

Specific tasks will include: - Conduct regular context analysis and mapping of existing Humanitarian-Development/Recovery initiatives, success stories, shortcomings, etc. - Engage with key stakeholders (UN, ADB, World Bank, CROP agencies, INGOs, LNGOs, authorities and key donors) to better conceptualize the Tonga Humanitarian-Development/Recovery initiatives based on existing data and inputs from stakeholders and the existing planning frameworks (CCA/UNSDCF/HRP and other localized response frameworks); - Jointly with the UNCT/PCT, identify programmatic entry points and possible options forward aimed at bridging the humanitarian/development-recovery initiatives and align strategic planning and programming frameworks to ensure greater complementarity and coherence between humanitarian, and development/recovery efforts to achieve collective outcomes and reduce needs, risks, and vulnerabilities; - Provide strategic advice to the UN Resident and Humanitarian Coordinator on humanitarian-development/recovery issues, including policy and programme integration, and inter-agency planning and coordination; - As part of UN’s key role for Sustainable Development Goals and the Humanitarian-Development/Recovery initiatives, explore options for the pooling of data collection, analysis, and dissemination by the UNCT/PHT. - Explore financing mechanisms and opportunities to strengthen the humanitarian-development/recovery initiatives; - Explore activities to which a continuum of humanitarian and development/recovery initiatives can jointly be carried out to address the short-term emergency needs, as well as systematically address the medium/longer-term solutions in specific sectors;

  • Perform all other duties related to Tonga response assigned by UN RC.

Institutional Arrangement - The Strategic Planner will be based in Tonga and will work closely with the host government, development partners and the local UN team, in coordination with RC/UNCT/PHT.

  • ¿ Communication – Excellent communication and training (spoken and written) skills including the ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily understood by non-information management practitioners. ¿ Teamwork – Works collaboratively with colleagues to achieve organizational goals; places team agenda before personal agenda; supports and acts in accordance with final group decision.

    Education An Advanced university degree (Master's degree or equivalent degree) in international relations, development studies, social sciences, public policy, or other relevant fields. A combination of relevant academic background (at least a first level university degree id est bachelor’s degree or equivalent) and extensive relevant professional experience in humanitarian response, inter-agency coordination or development assistance may be accepted in lieu of advanced university degree.

    Work Experience ¿ At least 7 years’ experience in positions of increasing responsibility for the coordination of early recovery, transition planning, stabilization, humanitarian affairs, coordination of development assistance, and implementation of development policies and strategies in a governmental, multilateral, or civil society organization context is required.

    ¿ Proven technical and managerial knowledge and leadership in developing strategies and humanitarian coordination, and supporting development processes, including in fragile countries by working with a variety of humanitarian and long-term development actors is desirable.

    ¿ Previous work in an RCO, OCHA or other coordination function desirable.

    ¿ Knowledge of United Nations rules, policies, procedures, and practices, as well as the programming mechanisms of the United Nations and its partners, particularly in crisis and post-crisis situations, as well as a functional understanding of the international humanitarian and development architectures is desirable.

    ¿ Excellent communication and analytical skills (written, verbal, interpersonal and intercultural) is desirable.

    Languages English and French are the working languages of the UN Secretariat. For this position, fluency in English is required.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
