Org. Setting and Reporting The position is located in the United Nations Development Operations Coordination Office, in New York.

In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DOCO) as a stand-alone coordination office within the United Nations Secretariat. The new DOCO assumes managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG).

The incumbent reports to the Chief of the Partnerships Section in the Policy and Programming Branch. The Partnerships Section covers thematic and coordination issues related to engagement with UN entities, particularly those within the UNSDG, other departments in the UN in particular with DPPA, DPO and OCHA on issues related to cross-pillar work, and the UN Office on Partnerships; the private sector, in particular in collaboration with the Global Compact; and civil society, in particular global networks focused on support to Agenda2030.

Responsibilities Within delegated authority, the Development Coordination Officer, Prevention and Peacebuilding is entrusted with the following duties:

•Provides policy, technical and operational advice and support on advancing sustainable development coordination in peacebuilding contexts and ensuring linkages to conflict prevention and peacebuilding policies and tools. •Forges and maintains cross-pillar partnerships with UN departments and entities working closely on peacebuilding policy and country support (to RCs, UNCTs and Missions), in particular but not limited to DPPA and PBSO, UNDP, the Joint Programme on Conflict Prevention, DPO, EOSG/UNOCC and OHCHR. •Maintains close engagement with the DPPA -UNDP Joint conflict prevention programme’s regional peace and development specialist and (PDAs) peace and development advisors. •Provides policy support to countries rolling out their new Cooperation Frameworks to integrate prevention and risk mitigation analysis and approaches, in close collaboration with regional DCO strategic Planners, PDAs, DPPA Regional Desks and PBSO. Produces timely and quality analytical products on cross-pillar Human Development and Peace (HDP) nexus matters, with a particular emphasis on the Peacebuilding component. •Provides policy, technical and operational support on how to integrate risk assessment and management methodologies into sustainable development coordination and strategic planning, in particular into CCA and UNSDCF processes. Includes working closely •Works closely with DCO Regional Offices to support Resident Coordinators and UNCTs in peacebuilding settings, and supports those countries and Regional Offices in liaising with relevant HQ functions (such as ITFs and IATFs). •Oversees and implements the joint DCO- PBSO workplan including serving as DCO focal point to the PBF, the UN-WB partnership group and Humanitarian Development and Peace Partnership facility of PBSO. Provides thematic support to the United Nations Sustainable Development Group (UNSDG) and other strategic support groups as requested. •Represent DCO on related interagency working groups and networks including, the Global Focal Point on Rule of law, UN Security Sector Reforms working group and on the Climate Security Mechanism interagency network. •Engages with UN entities systemwide and DCO’s inter-agency programming section to contribute to peacebuilding-related policy guidance for sustainable development coordination (CCA, UNSDCF) and support to RCs, Resident Coordinators Offices (RCOs) and UNCTs working in complex settings, ensuring an effective policy-practice feedback loop on peacebuilding and HDP nexus matters. •Fosters and nourishes strategic partnerships to contribute to policy development and specific country support to contribute to effective integration of peacebuilding and conflict prevention into sustainable development strategic planning. •Contributes DCO inputs into system-wide leadership and capacity building events as well as knowledge platforms (yammer and sharepoint) for the development coordination system (RCs, DCO and UN partners) •Keeps abreast of latest emerging trends and innovative approaches in focus area. •Prepares policy position papers on sustaining peace, peacebuilding and conflict prevention issues, and drafts DCO’s contributions to other UN entity policy documents and reports on related matters, including country-specific products. •Leads and/or participates in complex projects, including peacebuilding or other missions. •Serves as the primary focal point on specific topics or policy-related issues including but not limited to peacebuilding, sustaining peace, conflict prevention, multi-dimensional risk assessment; keeps abreast of latest developments, liaises with other peacebuilding organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues. •Serves as DCO focal point for the tripartite UN-EU-WB partnership on the Post Disaster Needs Assessment (PDNA), Covid Response Needs Assessment (CRNA) and the Recovery and Peacebuilding Assessments (RPBA) •Organizes and participates in working groups, RC leadership retreats, inductions, meetings, conferences, consultations with other agencies and partners on peacebuilding-related matters. •Contribute to planning and preparation of unit budget and work programme. •Provides leadership and work direction to assigned work team, and/or mentees and supervises the work of junior officers. •Performs other related duties, as required.

Competencies - Professionalism: Knowledge of wide range of humanitarian assistance, emergency relief and related human rights issues. Conceptual and strategic analytical capacity, to include ability to analyze and articulate the humanitarian dimension of complex issues that require a coordinated UN response. Demonstrated problem-solving skills and judgment in applying technical expertise to resolve a wide range of complex issues/problems. Knowledge of region or country of assignment, including the political, economic and social dimensions. Ability to negotiate and to influence others to reach agreement. Ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery). Knowledge of institutional mandates, policies and guidelines pertaining to humanitarian affairs and knowledge of the institutions of the UN system. Ability to relate humanitarian affairs issues and perspectives, including gender issues, to political, economic, social and human rights programmes in affected country/region.     Education Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in conflict analysis and post-conflict peace building is required. A minimum of two years of experience in the management of emergency response to crisis is required. A minimum of two years of experience in conflict prevention is required. Experience working on the nexus of peace, development and humanitarian affairs is desirable. Experience in managing a sizeable multicultural team at country, regional and global levels is desirable. Experience in the United Nations system or a comparable international organization is desirable. Experience at the headquarters of a development cooperation organization is desirable. Field experience in development cooperation is desirable. Experience with inter-agency or interorganizational collaboration in the development sector is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
