Org. Setting and Reporting The operational activities of the United Nations (UN) in Gabon are coordinated by the Resident Coordinator (RC) who is assisted by the Resident Coordinator’s Office (RCO). The RC coordinates leads and coordinates the work of the UN Country Team composed of the heads of resident and non-resident UN agencies in Gabon.

The UNCT is currently formulating the new UN-Gabon Sustainable Development Cooperation Framework (UNSDCF) in Gabon in dialogue with all relevant partners (government, civil society, development partners and private sector. The new UNSDCF which will start in 2023 is articulated based on the results of the Common Country Assessment (2021) and the findings of the independent evaluation of the UNDAF (2018-2022).

In this framework and in line with the reform of the UN development system, which seeks to enhance the coordination and alignment of support provided by different agencies to national development priorities, RCO Gabon is recruiting a Development Coordination Officer in charge of Partnerships and Development Financing. The post is located in the RCO in Libreville and reports to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader.

Responsibilities Within delegated authority, the Development Coordination Officer, Partnerships & Development Finance will be responsible of the following duties:

1. Provides substantive support for strategic planning and coordination of UNCT initiatives and partnerships.

  • Assists with the planning, facilitation and coordination of UN activities for the development and monitoring of and reporting on progress and results of the UNSDCF and UN joint programmes;
  • Leads in the development and implementation of the UN Partnership Strategy in alignment with and support of the UNSDCF in the country, including by giving dedicated priority to the implementation of the Leaving No-One Behind (LNOB) concept;
  • Monitors and assesses the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments;
  • Provides substantive support to the RC/UNCT in identifying risks and opportunities related to specific partnerships, and suggests mitigation measures as relevant;
  • Provides inputs on due diligence processes of potential investment and partnership opportunities, in accordance with UN regulations and procedures;
  • Provides substantive support to the RC/UNCT to develop and implement locally-tailored new and innovative partnerships and resource mobilization strategies and initiatives with a strong focus on LNOB;
  • Contributes to dialogues with partners to improve development assistance policies and practice especially from the LNOB perspective;
  • Plans and facilitates liaison and coordination with UN entities at country, regional and HQ levels, to help package and define UN business strategies, including differentiated value propositions to attract partners, both traditional and non-traditional.

2. Participates in joint resource mobilization for the UNSDCF and UN joint programmes:

  • Provides substantive support to RC/UNCT to define financing needs and identify innovative sources of funding, develop and implement locally-tailored resource mobilization strategies and initiatives, and collect and analyze programmatic and financial data to measure progress and success against specific indicators and targets;
  • Identifies, monitors and analyzes resource mobilization partnerships and relationships, including those with high net worth to map financing and partnership opportunities that help maximize return on investments;
  • Plans and facilitates the design, formulation, implementation, monitoring and reporting of UN joint programmes and programming processes for use in joint resource mobilization and financing, including serving as a focal point for UNSDCF Results Groups;
  • Provides substantive support for the production and distribution of marketing materials to raise awareness about opportunities for working with the UN on SDG investment and other relevant topics;
  • Contributes to building the UN image via events, media and public relations opportunities targeted to the diverse partners, in close collaboration with the UN Communications Group.

3. Provides substantive support on costing, resource estimation and financing of national and joint plans and programmes for accelerating the achievement of the SDGs

  • Provides substantive support on costing national and joint plans and programmes including by identifying traditional and non-traditional financing for development options, instruments, access modalities bearing UNSDCF priorities in mind;
  • Analyzes trends and provides advice on new and innovative financing mechanisms to mobilize funding for the acceleration of progress toward the goals of the UNSDCF and the SDGs;
  • Provides inputs for briefing papers and discussion points on issues related to strategic planning, costing, resource mobilization, financing for development and partnerships for consideration by RC/UNCT;
  • Plans and facilitates engagements with external stakeholders - including national and decentralized government authorities, international financial institutions, development partners, civil society and the private sector on resource mobilization and financing for SDG acceleration;
  • Supports the design and execution of innovative strategies and proposals to strengthen the UNCT engagement in generating greater financial and technical resources in support of the SDGs;
  • Assists in the establishment and management of the country-based SDG Fund, in close collaboration with UN Multi-Partner Trust Fund Office (where relevant).

4. Supports data collection and analysis, knowledge management and advocacy, and capacity development.

  • Defines programmatic and financial data needs for the costing of joint plans and programmes, resource estimations, financing and resource mobilization initiatives and the monitoring and evaluation of the UN Partnership and financing strategies.
  • Plans and facilitates the development, maintenance and sharing of knowledge and intelligence, to ensure the RC/UNCT are informed and strategically positioned for advocacy and efforts to effectively generate and harness opportunities to meet resource mobilization targets;
  • Designs, coordinates and implements initiatives to develop the capacity of national counterparts in government and civil society as well as in UN system on costing, financing and resource mobilization, including with focus on equity and LNOB;
  • Contributes to information sharing and experience exchanges within and beyond knowledge networks and communities of practice at national, regional and global levels;
  • Provides substantive support for the discovery, evaluation and selection of partnership opportunities at the sourcing and origination stages.

Education Advanced university degree (Master’s or Doctorate degree, or equivalent) in Development, Economics, Political or Social Science, Finance or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in providing strategic support to partnerships, resource mobilization or financing, project/programme management and coordination in the context of development cooperation or related area is required.

Experience in resource estimates, costing of national and joint strategic plans/programmes and in resource tracking, preferably with a UN agency, national institution or international organization, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French (both oral and written) is required. Knowledge of the English language is desirable. Knowledge of another official United Nations language is an advantage.

"Fluency" equals a rating of "fluent" in all four areas (read, write, speak, understand) and "knowledge of" equals a rating of "Confident" in two of the four areas.

Assessment Evaluation of qualified candidates will include a written assessment exercise which will be followed by a competency-based interview.

Special Notice Appointment against this post is for a period of one year. Extension of appointment is subject to satisfactory performance.

THIS POSITION IS OPEN TO NATIONALS OF GABON ONLY. National Professional Officer category shall be of the nationality of the country where this position is located and will be recruited in the country or within commuting distance of the office. If no suitable local candidate is identified, GABON nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to traveling and relocating to Gabon in the event of an employment offer.
