Org. Setting and Reporting The position is located in the UN Resident Coordinator Office (RCO) which provides leadership to the UN Sub-regional Team for Barbados and the Eastern Caribbean and the UN's programming work, as outlined in the UN Multi-Country Sustainable Development Framework (MSDF) which covers the period 2017 – 2021. The RC has a team composed of national and international staff, forming the RC Multi-Country Office (RCO) for Barbados and the Eastern Caribbean, based in Barbados. The RCO oversees 10 Small Island Developing States (namely Anguilla, Antigua and Barbuda, British Virgin Islands, Commonwealth of Dominica, Grenada, Montserrat, Saint Lucia, Saint Kitts and Nevis, and Saint Vincent and Grenadines). Resident and non-resident UN entities are signatories to the UNMSDF and members of the UN Sub-regional Team for Barbados and the Eastern Caribbean.

The RCO fulfils ten core coordination functions, namely strategic analysis and planning; oversight of the UN country programming cycle; representation of and support of UN Secretariat and UN agencies (incl. non-resident agencies); support to national coordination systems and processes; development and management of shared operational support services; crisis management preparedness and response; external communication and advocacy; human rights and development; joint resource mobilisation and fund management; and general UNCT oversight and coordination.

UN's support includes regional and country focused programmes in the areas of Climate Change, Disaster Resilience and Environmental Protection; Gender Equality; Inclusive Growth, Equitably Basic Services; Governance and Community Engagement; and Human Rights. Most UN technical advisory assistance is provided from the office in Barbados.

The Development Coordination Officer – Partnership with Sub-Regional Institutions will be based in the Multi-Country Office in Barbados and reports directly to the UN RC for Barbados and the Eastern Caribbean. The work includes substantive collaboration with the team across the islands as well as other UN colleagues and national partners on the Islands. Tasks include but is not limited to support for strategic engagement with partners and regional institutions such as the Organization of Eastern Caribbean States, coordination and partnership to advance Agenda 2030, and the SDGs in line with the diverse national priorities and other functions as may be delegated by the RC.

Responsibilities Within delegated authority, the Development Coordination Officer – Partnership with Sub-Regional Institutions will be responsible for the following:

•Support and advise the Resident Coordinator in building stronger synergies with intergovernmental regional and sub-regional organizations, such as the following institutions based in Barbados and the Eastern Caribbean countries: Organization of Eastern Caribbean States (OECS), Caribbean Development Bank (CDB), Regional Security System, and other CARICOM associate institutions (Caribbean Disaster Emergency Management Agency, Caricom Development Fund, Caricom Single Market Economy secretariat, Caribbean Examinations Council). •Coordinates and maintains effective dialogue and coordination mechanism with the designated regional counterparts, DCO Regional Director and Resident Coordinators from the Caribbean region, to facilitate a strengthened and positioned UN in relevant regional development processes leading to the identification of new areas of collaboration and ample stakeholder participation.

1-Strategic planning and integrated programming for development cooperation of the UN system to accelerate progress towards the SDGs: •Facilitate sub-regional organisations access to United Nations regional assets. •Facilitate and ensure the development of sub-regional agenda for development cooperation between regional institutions and the UN development system. •Support and facilitate the inter-agency and region-specific coordination mechanisms on data and statistics in support of countries and territories serviced by the MCO. •Fosters UN development system joined-up, cross-border cooperation in service of Small Island Development States (SIDS) challenges and facilitate UN system support to regional integration processes. •Support the preparation of regional positions in support of regional level participation in United Nations-led processes, such as the high-level political forum on sustainable development, SAMOA Pathways review, UNFCCC Conference of Parties on Climate Change, sessions of the Human Rights Council, disaster-risk reduction and development finance. •Lead the efforts to facilitate knowledge exchanges; provide cross-peer learning in preparation for intergovernmental processes; •Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities on UN Sustainable Development Cooperation Frameworks and MAPS (Mainstreaming, Acceleration and Policy Support) and similar processes, provide technical and advisory support on Financing for Development options, instruments, and modalities to the RC and the UNCT •Lead and support a comprehensive UN coordination for disaster risk management and humanitarian response across the region. •Provides strategic inputs to ensure consistent and coordinated approaches among UN agencies, funds and programmes on issues such as financing for development, climate change, disaster risk reduction.

2-Partnerships building with subregional institutions •Develop and provides strategic guidance and support to the RC and the UN sub-regional Team for Barbados and the Eastern Caribbean in the development and implementation of locally tailored regional level partnerships and resource mobilization with subregional institutions. •Supports the coordination UN system engagement with sub-regional organisations including the formulation and monitoring of cross-boundary initiatives to respond to shared development challenges. •In collaboration with the Partnership and Development finance officer, plans and facilitates liaison and coordination with UN entities at regional and HQ levels, to help package and define UN business strategies, including differentiated value propositions, to attract regional partners; •Oversees the monitoring of donor agreements, contributions and reporting calendar to ensure timely submission of donor reports.

•3-Knowledge management and capacity development activities outside and inside the UN development system •Provides strategic support to Resident Coordinator on substantive engagement and policy analysis in relation to United Nations Sustainable Development Group (UNSDG). •Coordinates the efforts in the policy developments, including the review and analysis of issues and trends, preparation of regional evaluations or other research activities and studies. •Contributes to knowledge management based on the application of lessons learned from practice to future policy development. •Lead in the preparation of regional knowledge products that enhances the UNDS support to regional institutions •Coordinates and conducts policy research and analyses in support of UNSDG strategic priorities and work plans and to enhance the UN system-wide contribution to the Sustainable Development Goals. •Contributes to UNDCO quality assurance reviews and results reporting. •Leads and ensure an updated sub-regional level analysis and support the planning, implementation and monitoring of the UN programming with sub-regional institutions in response to regional development challenges and priorities aligned to the MSDF. •Performs other related duties, as required.

Education Advanced university degree (Master's degree or equivalent) in business administration, management, finance, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in project or programme management and policy-oriented work in a broad range of sustainable development issues is required. A minimum of two years of experience in strategic planning within a development context is required. Knowledge of SIDS development challenges. Experience in strategic partnership development is desirable. Experience in results-based management is desirable. Experience in partnership development with regional institutions is desirable Experience in managing a sizeable multicultural team at country, regional and global level is desirable. Experience at the Headquarters level of a development cooperation agency is desirable. Experience in development planning and policy formulation in development cooperation is desirable. Experience with inter-agency or inter-organizational collaboration in the development sector is desirable.

Languages English and French are the working languages of the UN Secretariat. For this post, English is required. Knowledge of another UN official language is an advantage
