Org. Setting and Reporting The position is physically located in the UN Development Coordination Office’s Regional Office for Arab States in Amman, but is a virtually part of the United Nations Resident Coordinator’s Office (RCO) in Yemen. 70% of the staff member’s work will be to support Yemen-specific efforts, reporting to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader in Sana’a, while 30% of the work will be in support of UN Development Coordination Office’s Regional Office for Arab States, reporting to the Regional Director through the Regional Office for Arab State’s Senior Coordination Officer

Responsibilities Within delegated authority, the Development Coordination Officer /Economist will be responsible of the following duties:

Summary of Functions 1.Plans, facilitates and consolidates evidence-based economic analysis in support of a shared understanding by the UN Country Team (UNCT) of socio-economic development trends, including the impact of the protracted crisis in Yemen, the influence of the regional economic dynamics, the impact of the economic measures to which the country and the Arab region is subject, challenges and opportunities for programmatic engagement to address some of these trends; 2.Provides substantive advice on innovative socio-economic policies (in the context of the Yemen’s humanitarian crisis and the global Agenda 2030) to the UN Resident and Humanitarian Coordinator (UN RC/HC) and UNCT in Yemen plus UNCT’s in the Arab region, as well as to national counterparts and other relevant partners; 3.Coordinates the development by the UNCTs of a new generation of programmes with a strong orientation and focus on investing in resilience and early recovery, to pave the way for future efforts towards achieving the SDGs; 4.Plans and directs relevant knowledge generation and management.

Description of Functions:

1.Plans, facilitates and consolidates evidence-based economic analysis in support of a shared understanding by the UN Country Team (UNCT) of socio-economic development trends, including the impact of the protracted crisis in Yemen, the influence of the regional economic dynamics, the impact of the economic measures to which the country and the Arab region is subject, challenges and opportunities for programmatic engagement to address some of these trends.

•Researches, analyzes, consolidates and presents socio-economic data, related to the SDG areas and the main sectors of impact of the crisis in Yemen, as well as information on emerging best practices in resilience and early recovery investments, sustainable development, paying special attention to gender and capacity development, and proposes policy options to the UN RC/HC and the UNCT in Yemen as well as UNCTs in the Arab region; •Identifies and analyzes issues that impact multiple socio-economic sectors and proposes resilience and early recovery interventions that can help prepare future activities towards sustainable development across multiple areas; •Assesses and highlights sustainable development trade-offs and risk factors related to the current regional and country context, as well as indicators to monitor the socio-economic impact to COVID-19 and the UN’s response, in order to suggest appropriate measures; •Collects and analyzes data on UN country level operations in support of the implementation of the main planning instruments and the 2030 Agenda, identifies gaps and proposes follow-up actions; •Researches, develops and presents policy papers, guidance notes and other knowledge based-tools and directs discussion in country-level forums to help influence and advance dialogue on addressing some of the key challenges towards the achievement of the SDGs; •Coordinates the preparation of UN flagship reports, including the analysis of data and ensures the provision of evidence to build the case for policies and interventions at local and country level; •Monitors regional and global economic trends and issues, analyzes their implications for the country socio-economic context, including the impact of the economic measures applied to Yemen and the Arab region in general, and recommends additional issues for consideration.

2.Provides substantive advice on innovative socio-economic policies (in the context of the Yemen humanitarian crisis and the global Agenda 2030) to the UN Resident and Humanitarian Coordinator (UN RC/HC) and UNCT in Yemen plus UNCTs in the Arab region as well as to national counterparts and other relevant partners.

•Guides substantive support to the UN RC/HC and UNCT on socio-economic related issues, particularly on resilience and early recovery approaches, to prepare the ground for the achievement of the SDGs, including through Mainstreaming, Acceleration and Policy Support (MAPS) and similar processes, and evaluates and highlights potential trade-offs between sectors and different interventions; •Identifies issues and proposes recommendations for the UNCTs on how UN country-level operations can be optimized, to mitigate the context specific risks monitored by the UNCT Risk Management Working Group, and better respond to communities’ needs and emerging trends in country; •Elicits, evaluates and consolidates policy options proposed by UNCT members, ensuring an integrated approach to the UN’s policy advice to national counterparts in government and other external partners,

3.Coordinates the development by the UNCT of a new generation of programmes with a strong orientation and focus on investing in resilience and early recovery, to pave the way for future efforts towards achieving the SDGs.

•Actively engages and informs the development and implementation of the UN Sustainable Development Cooperation Framework (UNSDCF) to ensure that the UN’s country-level operational activities effectively support the implementation of the 2030 Agenda in country, as relevant to the Yemen context, as well as within the Arab region as appropriate; •Provides substantive support to programme formulation and revision throughout the UNSDCF cycle, based on sound socio-economic analysis; •Contributes to the UN joint programming process to strengthen the formulation of a new generation of UN joint programmes that are oriented towards investment in resilience, and have impact at the local and national level; •Assists UNSDCF pillar groups in Yemen in the implementation of joint workplans to ensure relevant and responsive UN operational activities to the context; •Proposes recommendations to enhance UN support to multi-stakeholder processes to increase the impact of UN assistance in Yemen.

4.Plans and directs relevant knowledge generation and management.

•Plans, facilitates and contributes to local, regional and global communities of practice and knowledge networks and promotes collaboration, peer support, innovation good practices, lessons learned, needs, and opportunities in the area of sustainable development; •Researches, analyzes and presents best practices and lessons learned from implementation of UNCT projects and programmes, with a view to advising the UN RC/HC and UNCTs on actions to strengthen the programmatic approaches and policy orientation of the UN; •Monitors and analyzes best practices and successful models implemented by the UN in country and suggests options for scaling these up and expand programme impact; •Provides advice on global/corporate guidelines, tools and other materials related to sustainable development socio-economic policies.

    Education Advanced university degree (Master’s degree or equivalent degree) in economics, sustainable development, public policy, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in economic analysis, resilience and early recovery policy development or project/programme management in the context of crisis countries or related contexts is required Programme, policy and/or research familiarity with countries under economic measures (unilateral coercive measures, economic and trade sanctions, banking system sanctions) is desirable

    Languages English and French are the two working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language would be an asset.
