You have:

  • Master’s degree or bachelor’s degree in Education, Public Administration, International Relations, Development Studies or Development Economics
  • Many years experience in the areas of labour market interventions
  • Experience working in a similar field in any African country or a similar context
  • Willingness to work and reside in Kigali-Rwanda with some occasional visits to public employment service centers
  • Willingness to abide by the principles and regulations of GIZ and RDB
  • Knowledge on the use of MS Office applications
  • Very conversant and fluent in English, knowledge in French is an advantage
  • Willingness to travel on a regular basis is required

Job description

“Skills Development for Economic Transformation (SD4T)” in Rwanda is part of the priority area “Sustainable Economic Development” of the Rwandan-German Development Cooperation. The project aims to create jobs and strengthen the competitiveness of Micro, Small and Medium-sized Enterprises (MSMEs) and cooperatives in the light manufacturing according to the principles of inclusivity, productivity and environmental sustainability. Rwanda Development Board (RDB) is a government agency mandated to accelerate Rwanda’s economic development through enabling private sector growth. The institution is also responsible for working in the areas of Investment Promotion and Negotiation, Export & Special Economic Zone Development, Tourism and Conservation, Private Sector Skills Development and Labour Markets interventions (LMI).

Your tasks

  • Provide advise on the development and implementation of new strategies and services for the Public Employment Service centers (PESCs) under the Chief Skills Office (CSO)
  • Support the development of the accreditation framework for Private Recruitment Agencies (PRAs) and the coordination mechanism for both PESCs and PRAs
  • Support the CSO to coordinate a regular exchange and joint monitoring of respective activities with local stakeholders that are active in LMI
  • Identify Capacity building opportunities for PESCs staff and support the implementation of relevant activities
  • Promote linkages between SD4T interventions and CSO in the light manufacturing sector

Your profile

  • A master’s degree or bachelor’s degree in Education, Public Administration, International Relations, Development Studies and or Development Economics
  • Many years experience in the areas of labour market interventions
  • Experience working in a similar field in any African country or a similar context with some familiarity on how either public or Private employment service centers operate
  • Willingness to work and reside in Kigali-Rwanda with some occasional visits to the Public Employment Service Centers (PESCs) in Musanze and Huye districts upon the request of RDB
  • Willingness to always abide by the principles and regulations of GIZ and RDB while implementing the different activities and representing the SD4T programme within the different partner institution
  • Knowledge on the use of MS Office (Word, Excel, Outlook, Teams etc.)
  • Very conversant and fluent in English. Knowledge in French is an advantage
