Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realization of following strategic goals:Mainstreaming gender in governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

Violence against women in the Palestinian society is a reality that has a long rooted social, legal and political background. It reflects a structural discrimination in the power relations between males and females. Even though it is a pervasive phenomenon, it is widely considered a taboo issue that should be addressed within the family boundaries. The most recent prevalence dataof 2019 by the Palestinian Central Bureau of Statistics (PCBS) shows that 24% of ever married women in West Bank and 38% in Gaza Strip have experienced violence from the spouse at least one time during the last 12 months of the survey date. More specifically, 18% have been exposed to physical violence, 57% to psychological violence, 9% to sexual violence, 41% to economic violence and 33% to social violence. Violence against women has been recognized by the 2030 Agenda for Sustainable Development as one of the most widespread and systematic human rights violations and an impediment to achieving gender equality and sustainable development.

The (PCBS) National Violence Survey is one of the very few specialized quantitative surveys. It provides a national data on the rate of violence committed against individuals within households and the community at large. The 2019 National Violence Survey included data on different variables, including amongst others, the place of residency, including: locality, region and governorate, age category, including: adults, children and elderly people, sex, social status and disability. It aimed at providing data for different statistical indicators from various socio- geographical perspectives. It also took into consideration the interrelation aspects between different variables, such as: the sex and age category, the sex and the place of residency, and others.

Capitalizing on the importance ofthe findings of the 2019 National Violence Survey, particularly in informing and guiding national policies and programmes, and acknowledging the need for a more detailed oriented and in- depth analysis for these findings, UN Women in partnership with the PCBS, is planning to prepare an analytical detailed mixed qualitative and quantitative report on the Survey’s findings. The report will utilize the Survey’s tables, figures and charts, to further study and scrutinize the findings from gender and human rights perspectives. Itwill also look into the findings from the SDGs perspectives and indicators, notably SDG 5 on achieving gender equality and empowering all women and girls, and SDG 16 on promoting peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.

Objective of the assignment:

The main objective of the assignment is to develop an analytical comprehensive report on the data and findings of the PCBS National Violence Survey of 2019. The report should address all categories that have been targeted by the National Violence Survey’s questionnaire through the use of tables, figures and graphs in a descriptive and analytical manner from a human rights perspective including gender, at the national level (West Bank and Gaza), locality (rural, urban and camp) and governorate.

The development of the report will include the production of both qualitative and quantitate analysis for related statistical indicators while examining the interrelation and possible correlation between different variables related to the prevalence of violence that individuals face in the Palestinian community. The report development need to build descriptive and analytical approaches, addressing several statistical indicators and findings from different social perspectives, while drawing special focus on the furthest left behind groups, including – but not limited to women, children, elderly, persons with disability and rural women who are victims and survivors of violence. In line with this, the analysis will be built on a victim- centered and human rights approaches in accordance with international related frameworks, taking into consideration Sustainable Development Goals 5 “Gender Equality” and 16 “Peace and Justice” targets and indicators.

More specifically, the following are the assignment’s specific objectives:

  1. To develop detailed tables on the main data and findings of the 2019 National Violence Survey, covering specific indicators from specific social aspects, including demographic aspect, sex and age disaggregation, social status and disability among others.
  2. To provide qualitative analysis for the main data and findings, examining possible interrelations and causality relation between specific indicators.
  3. To develop a comprehensive detailed analytical report on the data and findings of the 2019 Survey from a human rights perspective with focus on gender, in accordance with SDGs 5 and 16 related targets and indicators.
  4. To provide policy level recommendations on key potential reform areas, including at the level of national policies and national programming and budgeting.

    The detailed analysis will focus on the following target groups:

  • Currently married or ever married women aged (18-64) years.
  • Unmarried male and female individuals
  • Male and female children under 18 years
  • Currently married or ever married men aged (18-64) years.
  • Couples
  • Elderly persons aged 65 years and above
  • Elderly women aged 65 years and above
  • Men with disabilities
  • Women with disabilities
  • Children with disabilities

Those categories need to include a detailed analysis of sub groups such as teenagers and youth, among others based on the analytical need, while ensuring that they are addressed based on homogenous units by age. In cases where types of violence cannot be addressed in the analysis as a whole unit, the analysis needs to focus on a specific group, and to thoroughly analyze the multidimensional geographic aspect in order to identify the pockets of violence and the individuals that are most exposed to violence and the perpetrators group/s.

The detailed report will highlight the following statistical indicators:

  • Forms and types of violence and their relation to education, type of work, age groups, economic status, marital status, disability status, and sex during the past 12 months preceding the survey.
  • Conditions surrounding the household and risk factors.
  • Women’s opinions and tendencies regarding physical violence against women, including marital physical violence against women based on various demographic and social differences.
  • Men’s opinions and tendencies regarding physical violence against women, including marital physical violence against women based on various demographic and social differences.
  • When possible, the relation between victims and abusers (in sexual violence cases)
  • Violence imposed on individuals like abuse and beating, which explains and sheds light on violence in the community outside the household.
  • Individual’s tendencies (sex- disaggregated) towards asking for help and their knowledge of centers and institutions that provide services to survivors of violence, including protection and sheltering services in the locality or the places they live in.
  • The perpetrators for each segment.
  • Cyber violence and violence through different social media.
  • Cyber violence against women, including sexual harassment, blackmailing and other forms of cyber- violence.
  • Cyber violence against children, including harassment, bullying and pedophilia, among others.
  • Cyber violence against youth, including sexual harassment, political harassment, blackmailing and other forms of cyber-violence.
  • Sexual abuse and harassment that individuals (sex- disaggregated) were exposed to before the age of 18.
  • Sexual abuse and harassment that individuals (sex- disaggregated) were exposed to after the age of 18 Places and occurrence of violence, including sexual violence
  • Abuse, in all of its types and forms that elderly individuals are exposed to.

Duties and Responsibilities

Under the overall guidance of the UN Women Special Representative in the State of Palestine, the direct supervision of UN Women Programme Coordinator, and working in close cooperation and coordination with UN Women and PCBS technical focal points, the selected consultant will undertake the following:

1. Develop an inception report that includes the work plan and methodology and share it with UN Women and the PCBS for review and approval, following the below tasks:

  • Based on the guidance of UN Women and PCBS, form a technical reference group for the assignment, and set a meeting with UN Women and the PCBS reference group to present the assignment’s objectives, methods and tools that will be used, and the main deliverables.
  • Based on the meetings and consultations with UN Women and the PCBS, develop a methodology and a detailed work plan and share with UN Women and the PCBS reference group for feedback and approval. The workplan should include the main objectives of the assignment, methodology, deliverables, time frame and initial outline of the report. The methodology should notably consider the following:
  1. Literature review of national, regional and international references and data on domestic violence, community violence and violence against women, including findings and data analysis of previous related surveys. Data on the prevalence of violence in the context of COVID 19 pandemic needs to be elaborated at the national, regional and global levels referencing recent data and statistics as attainable and applicable.
  2. As part of the literature review, prepare a framework on concepts related to violence and an overview of international references and literature review on domestic and community violence based on international theories and concepts, including international and MENA region comparisons in both languages; Arabic and English
  3. Prepare a chapter on the main results of the 2019 National Violence Survey with texts, summary tables and graphs wherever required, similar to the chapter of the preliminary results of the 2019 National Violence Survey, while highlighting the indicators related to the SDG 5 and 16, in both languages; Arabic and English.
  4. Collective and bilateral meetings, consultations, and interviews with the PCBS National Violence Survey researchers and Team Leader, and technical people from concerned stakeholders and institutions, including UN Women, other UN agencies as needed, CSOs, governmental institutions, and experts in the field.
  5. Ensure a participatory approach, throughout all phases of the work with UN Women and PCBS reference group and others as requested by UN Women and PCBS.

2. Develop a draft analytical report on the main findings and results of the 2019 National Violence Survey and submit to UN Women and the PCBS for review and inputs. As part of developing the draft analytical consultant will be responsible for the following:

  • Maintain full coordination and cooperation with the PCBS in relation to the indicators and data that will be extracted from the 2019 Survey, including the examination of the possibility of publishing these data based on the variance.
  • Based on inputs provided by UN Women and the PCBS’s reference group, amend the report and submit an amended version for the stakeholder review and validation.
  • Facilitate a consultation / validation workshop with concerned stakeholders, including CSOs, UN agencies, INGOs, and governmental organizations, as advised and required by UN Women and PCBS.

3. Submit a final analytical report for approval based on the inputs provided by stakeholders in the consultation and validation workshop. The consultant will amend the report and submit for the final review and approval of UN Women and the PCBS.

4. Reporting on the assignment:

  • Submit a progress (mid-assignment) report for discussion with UN Women and PCBS reference group on achievements, challenges and recommendations to ensure the successful completion of the assignment. The date and timing of this discussion will be decided upon jointly with the reference group.
  • Submit a final report that includes a description of the assignment’s objectives, the methodology that was used, related activities and interventions, main achievements, main challenges, lessons learned and recommendations. The final report will include all annexes relevant to the assignment including lists of persons interviewed, workshops conducted, materials consulted, tools, MoMs, among others, as relevant and required.

Time Frame:

The assignment is expected to start on 1 December 2020 and to end on 15 April 2021.

Deliverables:

  1. An approved inception report. Expected delivery date is end of December 2020.
  2. An approved draft analytical report. Expected delivery date is end of March 2021
  3. A final approved detailed analytical report and a final approved narrative report on the assignment. Expected delivery date is mid-April 2021.

All deliverables under the assignment need to be submitted in proofread English and Arabic languages

  • At least 8 years professional experience in the field of statistical analysis, particularly in the area of gender, domestic violence or violence against women.
  • Minimum 10 years of professional experience in research in the area of domestic violence, gender equality and women’s rights.
  • At least 2 previous assignments related to preparing analytical report of surveys’ findings, preferably in the field of gender, or women’s rights or violence against women.
  • At least 2 previous assignments in producing gender analysis reports or gender related studies, particularly in areas related to the most vulnerable groups.
  • Previous experience with the Palestinian Central Bureau of Statistics is an asset.
  • Experience with the UN system or/and International Organizations is an asset.

Language Requirements:

  • Professional knowledge of English, and fluency in Arabic

Evaluation of Applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • A Master’s degree in Social Studies, Gender, Statistics, or any other related field. A PhD degree is an asset. (max. 5 points)

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
