Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions towards the realization of following strategic goals: Mainstreaming gender in governance, peace and security, Supporting women's economic security and rights, and Promoting women’s rights and protection against violence.

Globally, gender based violence and sexual harassment in the workplace substantially affects work quality and the working environment and it can have devastating effects on the health and wellbeing of victims, as well as serious consequences for the employer and society at large. Sexual harassment in the world of work comes at a high business and social cost, including lowering profitability, harming workplace relations and workers’ engagement, and damaging the entity’s reputation (ILO Convention 190). Research shows that tackling gender based violence and sexual harassment in the world of work helps protect female and male workers and employers’ safety and health and can enhance the profitability and reputation of enterprises (UN Women, 2019). Thus, the adoption of an inclusive, integrated and gender-responsive approach is crucial to eliminating gender based violence and sexual harassment in the world of work (UN Women, 2019).

In line with UN Women’s strategic priority “increasing women’s income security, decent work and economic autonomy”, and within the framework of the regional programme “Promoting Productive Employment and Decent Work For Women” implemented jointly by UN Women and ILO in Palestine, Jordan and Egypt, with funding from the Government of Sweden (Sida), UN Women is seeking to recruit an international consultant to support national partners in developing and reviewing corporate policies and practices with the purpose of preventing and addressing sexual harassment in the workplace. This effort is in line with the Women’s Empowerment Principles (WEPs) and ILO international labour standards, it comes under the Joint Programme’s output 2.4 “Corporate investment in training and professional development of women employees and gender equality is promoted”.

Purpose of the assignment:

Through this assignment, UN Women aims to enhance the capacities of national partners and WEPs signatories in Palestine in prioritizing, establishing and implementing sexual harassment corporate policies and practices in the workplace, including human resources management, to promote and ensure the physical and emotional health, safety and wellbeing of all female and male employees.

Duties and Responsibilities

Under the overall guidance of UN Women Special Representative in the State of Palestine and the direct supervision of the task manager, the consultant will undertake the following duties and responsibilities:

  • Develop and submit to UN Women for review and approval an inception report for the assignment including a situation analysis, background information on sexual harassment in the workplace in Palestine, with a snapshot of the regional and global contexts, and an action plan including the detailed methodology and timeframe for executing the assignment.
  • Support UN Women in the creation of a reference group to accompany and guide the work of the consultant throughout the assignment, including the development of a ToR for the reference group that will comprise of UN Women, the International Labour Organization (ILO), national partners from government, private sector, and civil society.
  • Conduct a mapping of existing policies, mechanisms, and procedures, including human resources management, to identify gaps and areas requiring strengthening, for 5-7 national partners and stakeholders from government, private sector, and civil society. This entails, developing the mapping methods and tools in collaboration with UN Women and identified partners.
  • Develop a training’s needs assessment, in close collaboration and coordination with UN Women and identified partners and develop and deliver a hands-on training program on tackling sexual harassment in the workplace, based on the identified needs. This includes developing a guidance tool and reference documents, as well as sensitization/training package for existing and new staff on addressing and preventing sexual harassment in the workplace, for the use of identified partners and national stakeholders more broadly.
  • Based on the results of the mapping and the training, support the identified partners in developing tailored corporate sexual harassment policies, practices, and mechanisms in line with global gender equality standards and conventions, including the WEPs, specifically principal 3: tackling sexual harassment in the world of work, and ILO Convention 190, the CEDAW, among others.
  • Support and guide the identified national partners, including providing on the job coaching sessions for developing action plans for adopting and implementing the newly developed/reviewed prevention of sexual harassment policies, practices, tools, and monitoring, tracking, and reporting mechanisms, in line with global standards and conventions.
  • Draft a final report for the assignment including documentation of the different tasks, and provide a documentation of best practices, challenges, recommendations for future consideration by UN Women and its partners.

Delivrables:

  • Deliverable 1: An inception report for the assignment per the detailed requirements (Expected delivery date: August 2021)
  • Deliverable 2: a. A mapping of existing policies and procedures on sexual harassment in the workplace, b. A needs assessment report on the capacity development needs of targeted stakeholders, and c. A detailed report on the developed and delivered training program for identified stakeholders, including pre and post assessments and relevant annexes (expected delivery date: September 2021)
  • Deliverable 3: A guidance tool, including background and reference documents, and sensitization/training package on addressing and preventing sexual harassment in the workplace in Arabic and English. (Expected delivery date: October 2021)
  • Deliverable 4: A final report, including the final approved reviewed/developed policies, mechanisms and tools in (English/Arabic, as applicable), the capacity development programs developed and implemented, training assessments, lessons learned, best practices and recommendations along with a list of related annexes. (Expected delivery date: November 2021)

All deliverables under this assignment must be submitted in English, however, the training materials and guidance tool/s must be provided in English and Arabic languages.

Required Skills and Experience

Education:

A Master’s degree in public administration, business administration development studies, sociology, gender studies or any related fields.

Experience:

  • 7 years of experience in policy and strategic development.
  • 5 years of experience in gender equality and women’s empowerment, with focus on eliminating violence against women and women’s economic empowerment.
  • 2 years of experience in labour rights with focus on prevention of violence and harassment in the workplace.
  • At least two years of experience in development/delivery of capacity development/coaching and trainings interventions.
  • Working with the UN and national counterparts is considered a strong asset.

Language Requierements:

Excellent writing, editing and oral communications skills in English language. Knowledge of Arabic language is an asset.

Evaluation of applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and a financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • A Master’s degree in public administration, business administration development studies, sociology, gender studies or any related fields. (5 points max)
  • 7 years of experience in policy and strategic development. (15 points max)
  • 5 years of experience in gender equality and women’s empowerment, with focus on eliminating violence against women and women’s economic empowerment. (15 points max)
  • 2 years of experience in labour rights with focus on prevention of violence and harassment in the workplace. (10 points max)
  • At least two years of experience in development/delivery of capacity development/coaching and trainings interventions. (10 points max)
  • Working with the UN and national counterparts is considered a strong asset. (5 points max)
  • A relevant sample/s of previous policies, strategies, tools or assessments related to women’s economic empowerment and gender equality (10 points max)

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
