Many of them lack the skills, work experience, job-search abilities and financial resources to find employment. Youth make up 25 per cent of the global working-age population, yet they account for 40 per cent of total unemployment. Various literatures show us that young people are almost three times more likely to be unemployed than adults. Many of those who do have jobs work for long hours, on short-term and/or informal contracts, with low pay and little or no social protection and now a days, the various global crisis including COVID-19 has aggravated these challenges. Moreover, young people are particularly likely to lack Core Employability Skills (CES) since CES are acquired through non-formal settings. Therefore, better CES provide an important avenue to promote youth and adult employment. In Ethiopia, efforts to strengthen the link between education and training and the labour market has begun to improve the employability of youth and adults; and disadvantaged youth, in particular. In order to make this practical, the Federal Ministry of Education has developed 70 youth and adults’ vocational education and training modules and 70 Facilitators module to train the vast population of youth and adults in all regions in Ethiopia. In order to make this practical, it is deemed necessary to develop vocational youth and adult’s module implementation guideline/manual. Therefore, this term of reference is developed to recruit individual consultant to develop implementation guideline for the national youth and adult vocational skills module. The guideline will provide a step-by-step framework for implementing the vocational skills training program for youth and adults across the country. The individual consultant will Develop National Youth and Adult Vocational Skills Module Implementation Guideline/ Manual and undertake the following major assignments. **MAIN DUTIES AND RESPONSIBILITIES** ------------------------------------ **Objective of the contract** The overall objective of the consultancy work is to develop National Youth and Adult Vocational Skills Module Implementation Guideline/ Manual. In line with this, the development of youth and adult vocational skills module implementation guideline will have the following specific objectives: - Provide a comprehensive framework for planning, organizing, and implementing vocational skills training programs for youth and adults. - Ensure consistency and standardization in the delivery of vocational skills training across different regions and training centres. - Promote quality assurance by defining best practices, quality standards, and monitoring mechanisms. - Facilitate monitoring and evaluation of the vocational skills training programs to assess effectiveness and impact. - Enhance the overall effectiveness and efficiency of vocational skills training programs for youth and adults. - **Develop the Implementation Guidelines** - Based on the identified framework develop the implementation guidelines for the national youth and adult vocational skills module. - Include detailed guidance on each step of the implementation process, including planning, resource allocation, curriculum development, training delivery, assessment, certification, and monitoring and evaluation. - Provide templates, checklists, and other practical tools to facilitate the implementation of vocational skills training programs - stakeholder consultation to finalise the document. - The assignment will require 45 days from the individual consultant starting from date of the issuance of the contract. Timelines of deliverables will be discussed and agreed before contract issuance. **REQUIRED QUALIFICATIONS** --------------------------- **5.1 Education** #### **Advanced university degree (Masters or higher level)** **i****n the field of Adult Education/Curriculum Development or** **a****ny other related discipline.** **5.2 Required Expertise** The individual consultant responsible for developing the implementation guidelines should possess the following expertise - Technical expertise in vocational skills training and education. - Experience in curriculum development, assessment methodologies, and training program implementation. - Strong analytical and report writing skills. - Experience in stakeholder consultation and engagement. **DESIRABLE QUALIFICATIONS** ---------------------------- 3. **Work Experience** - Experience in developing policy documents related to adult and non-formal education or vocational skills training education or in curriculum development. - Proven experience working in the Ethiopian context, particularly in policy formulation and planning processes. - Experience in developing policy framework for the education sector. - Experience in undertaking similar assignment related with adult education and curriculum issues with the education sector. **Languages** - Excellent knowledge (oral and written) English 4. **Other specifications** The individual consultant shall respect the time and technical specifications of the deliverables, shall ensure that the level of English in deliverables is of a high standard. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **APPLICATION PROCESS** ----------------------- The individual consultants should provide the following information with their proposal - An expression of interest outlining how the consultant meets the criteria. - The consultant should submit an up-to-date CV stating details of education qualifications, work experience and contact details by the submission deadline.
