You have:
- Minimum Master's Degree in development studies, economics, social sciences, international relations or any other related field.
- A minimum of 15 years of professional experience in the design, analysis and management of strategic partnerships, policies, conducting strategic planning, development planning, programming, or evaluation of UNDAF/UNSDCF/Country Programmes/Strategies for UN agencies.
- Extensive knowledge of results-based management/reporting.
- Proven experience in the development of Cooperation Frameworks in other countries.
- Proven track record in policy formulation and providing policy advice.
- Strong understanding and knowledge of UN programming principles and SDGs.
- Excellent oral and written communication skills in English.
- Knowledge about the UN system and UN common country programming processes, in particular, the new CCA approach and new UNSDCF Guidance and its operationalization.
Result of Service UNSDCF 2024-2028 is formulated in line with the new UNSDCF guidance through quality, inclusive and consultative process. The document is guided by the principles of Leaving No One Behind (LNOB), a Human-Rights Based Approach (HRBA), gender equality and women empowerment (GEWE), resilience, sustainability, and accountability.
Work Location Home based, with travel to Phnom Penh, Cambodia
Expected duration The duration of the consultancy will be 45 working days over the period of Mid-Oct 2022 to May 2023.
Duties and Responsibilities The UN in Cambodia is in the process of developing the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the period 2024-2028. UNSDCF is the most important instrument for planning and implementation of the UN development activities at country level in support of the post-pandemic socio-economic recovery efforts and the implementation of the 2030 Agenda for Sustainable Development. The UNSDCF will guide the entire programming cycle, planning, implementation, monitoring, reporting and evaluation of the UN system in delivering development results and working with the government and partners to contribute to the country’s accomplishment of its development ambitions. The UNSDCF determines and reflects the UN development system’s contributions in the country. The Country Programme Strategies of all UN entities in Cambodia will derive from the UNSDCF. The design of the UNSDCF 2024-2028 will be informed by the Common Country Analysis (CCA), results of country programme evaluations or country strategic plan evaluations of other UN agencies, the independent evaluation of the current UNDAF cycle and the multi stakeholder consultations. The formulation process should be as inclusive as possible, with a special focus on the participation of vulnerable groups including youth, children, women, persons with disabilities. The process will also include partners for the 2030 Agenda, including civil society, private sector, and academia. Building on the results of the CCA, evaluation findings conducted by UN agencies, and the UNDAF evaluation, the UN and the Government will host a series of dialogues which will represent Strategic Prioritization Consultations, where deliberations on priorities/outcomes will take place. The dialogues will include key development partners, civil society and private sector. Duties and responsibilities: Under the guidance of the UN Resident Coordinator, the selected consultant will be responsible for facilitating an inclusive process within the UN system in Cambodia and all stakeholders to determine the strategic priorities for the new Cooperation Framework, formulate a strategic result framework and support the UNCT to put together the draft of the Cooperation Framework, in line with new UNSDCF guidance. The consultant will work together with the RCO team, existing UN coordination mechanism including the Result Groups, CCA Task Team, Theme Groups, and the Operations Management Team, Regional Mechanisms (PSG, IBCs) as well as with the government and other partners.
Qualifications/special skills Academic Qualifications : Minimum Master's Degree in development studies, economics, social sciences, international relations or any other related field.
Experience : - A minimum of 15 years of professional experience in the design, analysis and management of strategic partnerships, policies, conducting strategic planning, development planning, programming, or evaluation of UNDAF/UNSDCF/Country Programmes/Strategies for UN agencies. - Extensive knowledge of results-based management/reporting as well as experience in applying theory of change or programme logic to develop results frameworks. - Proven experience in the development of Cooperation Frameworks in other countries. - Proven track record in policy formulation and providing policy advice. - Strong understanding and knowledge of UN programming principles and SDGs. - Excellent facilitation skills with experience in leading multi-stakeholder discussions. - Excellent oral and written communication skills in English. - Knowledge about the UN system and UN common country programming processes, in particular, the new CCA approach and new UNSDCF Guidance and its operationalization.
