The Monitoring & Evaluation (M&E) Manager will report to the Head of Quality Assurance, M&E and Knowledge Management (KM) for SomReP and will be responsible for the oversight and management of the overall workflow and quality of outputs of all assigned M&E staff under his or her direction. S/he will be responsible for the direct supervision of 1 M&E Officers and the quality and products of their work.

To develop, lead, and manage joint M&E framework for the Somalia Resilience Programme (SomReP) consortium. The M&E Manager will develop and implement an organization-wide strategy in design, monitoring and evaluation, including quality program development and reporting. The M&E Manager will work to ensure the provision of capacity building and coaching to program staff within the 7-consortium partner NGOs to help them move through the donor program/project cycle.

In addition, the M&E Manager will hold overall responsibility to ensure that all program data is collected efficiently, cleaned, uploaded to the data catalogue and harmonized with existing datasets. This data includes indicator monitoring and tracking data, annual resilience measurement data and other data specific to certain initiatives such as that required for Food Security and Nutrition Analysis Unit (FSNAU) assessments and the performance of Early Warning Early Action (EWEA) system.

Major Job Responsibilities:

  • Ensure maintenance of the Consortium M&E system including conducting reviews of progress against benchmarks, facilitating consultations and trainings, and coordinating reviews and updates
  • Develop, implement and promote SomRep’s shared M&E framework and implementation strategy.
  • Lead and train partner NGO teams (Programe and DM&E) in coordinating and implementing DM&E plans for all projects to build knowledge, attitudes, skills and behaviors around DM&E standards
  • Support region specific and consortium level research assignments, responsible for management and delivery of all project M&E deliverables, including all elements of research protocol design, survey design, analysis and report writing. These products will include qualitative and quantitative survey tools, sample frameworks and reports for baselines and annual measurement surveys as well as routine indicator tracking outputs.
  • Manage project workflow for M&E officers and teams (if required), pro-actively work to align team capacities with project requirements and ensure that performance reviews are conducted.
  • Work with other members of the SomReP technical unit to ensure M&E needs for programme development initiatives e.g proposals, grant applications are adequately supported: log frames, Theory of Change, Indicator trackers and results frameworks and other project documentation are in accordance with donor and WV M&E formats and standards.

Knowledge/Qualifications for the Role:

  • Degree in Environmental Studies, Environmental Science. Agricultural statistics and training in community development, program design, statistics, or evaluation
  • At least three years’ experience in monitoring and evaluation of development-related programs; experience working in Somalia or a similar context preferred.
  • Experience building capacity in DM&E using training methods, facilitation, and capacity building strategies.
  • Experience in managing, designing, and/or implementing resilience programming preferred.
  • Technical expertise in one or more sectors preferred—Livelihoods, Food Security, WASH, Health/Nutrition, or Gender/Protection.
  • Sound understanding of and ability to apply quantitative and qualitative data collection methods, including comparative random sampling, questionnaire and survey design, and data entry and analysis.
  • Demonstrates well-developed interpersonal skills, strong project management skills, excellent communication skills, both verbal and written, and professional maturity.
  • Must be able to build collaborative relationships, network and communicate with a wide range of stakeholders to facilitate and negotiate mutually satisfactory outcomes.
  • Able to thrive in a fast-paced, deadline driven, high-performance environment, and meet tight deadlines and multiple demands for M&E support from a results-driven team.
  • Must be highly organized, detail oriented, and able to creatively solve problems

Preferred Knowledge and Qualifications:

  • Research and Learning;-Development of research protocols and ToRs for data collection and in agricultural related projects in research organization or NGO Strong analysis skills (qualitative and quantitative)
  • Experience in design, development and maintenance of XLS-Forms for use in Open Data Kit (ODK)
  • Excellent working knowledge of major databases and analytical programs including MySQL, Visual Basic, MS Access, MS Excel, STATA and SPSS.
  • Experience working with a consortium programme, and/or highly complex programmes with multiple stakeholders preferred;
  • Experience in adhering to/working with HAP, Sphere Standards and international humanitarian and development stand.
  • Full ability to communicate cross-culturally and be cross-culturally sensitive;
  • Agricultural and Value-related research
  • Experience in Results Based Monitoring and Evaluation in development grants.

Travel and/or Work Environment Requirement:

  • Baidoa - Somalia. Office-based with frequent travel to field locations
  • Up to 50% travel within Somalia and to Nairobi is required.
