The Deputy Regional Director, East Asia and Pacific, supports the Regional Director in the management of the Regional Office. The incumbent provides leadership and support to Country and Area offices, ensuring coordination and synergy between regional staff and country office leadership in information exchange and maintaining strategic alliances. The Deputy Regional Director advises and assists the Regional Director on matters relating to regional policy formulation and implementation supporting UNICEF programme, operations and communications strategy. The incumbent represents the Regional Director within and outside the United Nations system, as required. The Deputy Regional Director provides oversight for programme management in the region, providing direction, leadership and guidance to the multi-disciplinary team of professionals of the regional office to ensure the achievement of organizational mission, strategy, goals and objectives. The Deputy Regional Director may directly supervise the Operational or Programme areas as designated by the Regional Director.

How can you make a difference?

The Deputy Regional Director provides leadership and guidance as aligned with regional priorities and broader strategic goals. Major duties and accountabilities include:

  • Effective leadership and technical guidance, oversight and coordination to ensure the achievement of programme goals at regional level, and in particular through the functions of various Regional Advisors and multi-disciplinary, multi-sectoral teams.
  • Effective oversight, monitoring and guidance results for the successful implementation of the Regional Office Management Plan and related objectives, work plan and activities of the Regional Office team.
  • Coordination and close supervision of the work of Regional Office teams to ensure the effective and efficient management and administration of UNICEF's resources in accordance with established policies, standards, rules and procedures.
  • Effective leadership exerted in the appropriate alignment of global and regional policies, strategy and programme priorities for effective achievement of regional programme objectives through the rights- and results-based management approach.
  • Effective programme results are achieved for the thriving, protection, learning, and participation of children, adolescents and women in regional development efforts.
  • Proactive representation of UNICEF in key inter-agency fora at the regional level ensures effective contribution to and integration of UNICEF programme initiatives in broader UN programme activities.
  • Use of programme resources and programme and management performance within the region is regularly monitored with a view to supporting actions that improve country programme performance.
  • Progress, effectiveness and relevance of UNICEF country programme employs results-based programming through regular reviews and structured evaluations.
  • Strategic level advice and guidance to Country Office and Country Program teams and secures optimal results in line with the UN Cooperation Development Framework.

Key Accountabilities and Duties/Tasks:

  • Effective programme leadership, managerial guidance and advice, and coordination of Regional Office teams to ensure the achievement of programme regional goals.
  • Strategic planning and policy development at regional level.
  • Regional Office Management Plan review and monitoring for effective guidance and oversight against expected results
  • Regional level monitoring, evaluation and reporting.
  • Administration and management of programme staff.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in social sciences, international relations, government and public relations, public or social policy, sociology, social or community development or other related fields, is required.
  • A minimum of 13 years of professional development experience that combines intellectual and managerial leadership in development cooperation at the international level, some of which served in developing countries is required. Relevant professional experience in any UN system agency or organization is an asset.
  • Oral and written proficiency in English is required. Knowledge of another official UN language or a local language is an asset.

Person Profile:

  • The ideal candidate for this position should be a strategic leader with demonstrated ability to lead team of senior technical professionals.
  • S/he should have excellent programme knowledge.
  • Excellent managerial, interpersonal and leadership skills with demonstrated ability to coach, mentor and motivate staff and foster a positive working environment within the Regional Office.
  • Ability to build consensus and form alliances and inspiring others to form alliances for concerted actions.
  • Previous experience as a Representative in large country office and/or senior management position, with strong policy, upstream programming, advocacy and change management record is a strong asset.
  • Strong diplomatic and negotiation skills and ability to handle politically sensitive issues.

Remarks:

This position is classified as “rotational” which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.
