- Master’s Degree in Knowledge Management, Information Science, Business Administration, Economics, Communications, Information Systems, or related field, plus eight years of relevant work experience OR Bachelor’s Degree plus fourteen years of relevant work experience.

- Strong team leadership ability in mentoring, coaching, and developing staff.
- Excellent relationship building, advocacy, negotiating, and influencing ability.

The Office of Transformation Management (TRM) is responsible for supporting digital transformation that enables knowledge sharing, fosters innovation, reinforces engagement with stakeholders, and delivers the business capabilities the Fund needs to effectively serve its membership.
The Deputy Program Chief for the Intranet Modernization Project reports to the Program Chief and is responsible for oversight of the Intranet Modernization Project on a day-to-day basis, supervising project staff and ensuring the project produces the required capabilities within the specified tolerances of time, cost, quality, scope, benefits, and risk. The Deputy Program Chief’s prime responsibility will be to ensure that the project achieves its objectives on time and budget and to the required standard.
The Head of KMU serves as Program Chief for the Intranet Modernization Project. The Deputy Unit Chief of KMU plays this role when the Head of KMU is absent.
Major Responsibilities:
- Help define, prioritize, and articulate capability needs, partnering with the Corporate Program Management Unit (CPM) within TRM and with ITD to develop a clear project plan for implementing the Intranet Project.
- Provide significant contribution to the preparation of business cases, cost-benefit analyses, KPIs, and project plans.
- Ensure the effective delivery of the required capabilities, taking responsibility for progress and use of resources and initiating corrective action where necessary.
- Lead preparation of monthly progress reports and presentations for the Executive Sponsor, Business Sponsors, and Steering Committee and specific issues-based reports as needed; provide presentations on behalf of the Program Chief, as needed.
- Ensure effective program procedures, including risk management, issue management, change control, and communication.
- Liaise with other IT-intensive capital program managers to ensure continuous integration with the other projects, actively manage dependencies, and eliminate duplication.
- Coordinate work of the project team and proactively resolve conflicts, encouraging collaboration with project stakeholders.

Minimum Qualifications:
Master’s Degree, or equivalent, in Knowledge Management, Information Science, Business Administration, Economics, Communications, Information Systems, or related field, plus eight years of relevant work experience OR Bachelor’s Degree, or equivalent, plus fourteen years of relevant work experience, or equivalent.
In addition to the minimum qualifications, the successful candidate must have:
• Demonstrated operational and program management experience for large IT-intensive capital projects, along with an excellent understanding of the Fund’s intranet environment.
• Strong team leadership ability, particularly in mentoring, coaching, and developing staff.
• Excellent relationship building; advocacy, negotiating, and influencing ability; collaborative working style; sound judgement and a demonstrated ability to deal with sensitive situations.
• Excellent verbal and written communication skills with the ability to think strategically across divisional and departmental boundaries. Excellent analytical and writing skills.
• Innovative thinking, ability to initiate, implement and adapt to change, and flexibility to handle multiple tasks with tight and possibly shifting deadlines.
• PMP certification is desirable.
