The International Monetary Fund’s Statistics Department (STA) provides global leadership on macroeconomic and financial statistics. Our analytical, policy, and operations work advances the international statistical agenda and contributes to carrying out the IMF’s mandate and core functions through: (i) multilateral, bilateral, and financial sector surveillance and use of Fund resources; (ii) analytical development, drafting, and promotion of internationally accepted statistical standards and methodologies; and (iii) capacity building activities.

STA’s Government Finance Division in (STAGO) spearheads international initiatives on government finance and public sector debt statistics (GFS and PSDS), fosters related analytical work and plays a lead role in the Fund’s collaboration with other international organizations involved in those statistics, including the World Bank. Together with other STA divisions, STAGO plays an important role in the implementation of a data strategy that aims to provide high-quality, timely, and comprehensive fiscal data in support of the Fund’s surveillance and lending activities. It also supports member countries’ efforts to compile and disseminate improved fiscal data through its broad capacity development program.

Duties and Responsibilities:

The successful candidate will:

  • Be part of STAGO’s management team together with the Division Chief and the other Deputy Division Chief. The management team is collectively responsible for: (i) designing and implementing the overall strategy of the Division in line with STA’s Accountability Framework and the IMF Management’s Key Goals; (ii) initiating innovation and change; and (iii) managing day-to-day operations and resources of the Division. S/he will also be responsible for managing, coaching, and developing staff.
  • Contribute to the development of international standards and methodology on GFS and PSDS and promote their implementation and use in policy analyses.
  • Represent the IMF in international fora and working groups developing international standards for fiscal reporting.
  • Manage conceptual work aimed at furthering the development of measurement frameworks, including emerging fiscal data issues.
  • Manage support for area and functional departments within the division’s area of responsibly for surveillance, and the advice provided to IMF member countries, and partners.
  • Plan, oversee, and manage (lead with support from the other Deputy Division Chief) STAGO’s CD program on government finance and public sector debt statistics, including the work programs of the IMF’s Regional Capacity Development Centers (RCDCs).
  • Promote and participate in the division’s analytical and statistical data program, including showcasing STA fiscal databases and/or using them for evidence-based policy making,
  • Collaborate with IMF departments and support the Fund’s surveillance work, including through staff participation in Article IV work, where fiscal statistics issues intersect with the work of IMF country teams.

Qualifications:

STA is seeking a dynamic, highly motivated individual with demonstrated strong intellectual leadership and a proven track record of people management skills, and good interpersonal skills. S/He should have also demonstrated the ability to work in teams and to organize and delegate work effectively.

An advanced degree in economics, statistics, or related fields, supplemented by a minimum of 15 years of relevant work experience, including with supervisory/managerial experience is requred.

In addition to the qualifications set forth in the job standards, the candidate should possess:

  • A good grounding/experience in quantitative analysis.
  • Experience in the compilation and use of GFS and/or PSDS, and deep knowledge of statistical macroeconomic methodology.
  • Demonstrated capacity in strategic and analytical thinking, as well as sound judgement, with managerial experience leading innovation.
  • Diplomatic and partnership skills; and ability to build/maintain relationships internally and externally, and to drive results.
  • Outstanding oral and written communication skills in English.
  • Assets that include (i) an international publication record in economics, statistics and/or statistical methodology; and/or (ii) demonstrated analytical and/or policy experience and (iii) demonstrated outreach and advocacy skills.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015. This position requires Review Committee/Senior Review Committee Approval.
