The Strategy and Evaluation Division (ICDSE) of the Institute for Capacity Development (ICD) Department has a vacancy for a Deputy Division Chief.

ICDSE develops the Fund’s capacity development (CD) strategy and Fund-wide CD policies; leads the CD planning and resource allocation cycle; oversees the monitoring and evaluation of CD and acts as the secretariat to the Committee on Capacity Building (CCB). The division is also responsible for the oversight and development of CDMAP, working in close consultation with ITD, CD and area departments.

The successful candidate will work closely with the other members of the divisional management team and will jointly manage a multi-disciplinary staff of economists, Specialized Career Stream staff and contractual appointments. They will lead work on the Fund-wide resource allocation and prioritization process, results-based management and CDMAP oversight, development and business support. They will also be expected to lead or contribute in other areas of the divisional work, including implementation of the 2023 CD strategy review and analytical work. The position will involve intensive coordination with functional and area departments. Regular interaction with Management and the Executive Board is to be expected in the role.

Qualifications:

In addition to an advanced university degree in economics and/or a related field, or an equivalent, and at least fifteen (15) years of progressive professional and managerial experience, the successful candidate should have: deep experience in delivering and managing CD in one of the Fund’s core areas (fiscal, financial; statistics, legal, macroeconomics); good understanding of country operations; broad knowledge of Fund policies and practices; first class oral and written communication skills; the ability to design and implement strategy; and a very strong sense of teamwork. Proven leadership and supervisory abilities, including in managing teams with mixed career backgrounds, would be strongly desirable. Familiarity with Fund budgeting and CDMAP would also be an asset.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended. Managerial vacancy selections/appointments at Grades A14/A15-B3 require Review Committee/Senior Review Committee approval, with exceptions for (i) intra- and inter departmental lateral selections/appointments for candidates already in titled managerial positions, (ii) MAPs and SWAPs, and (iii) candidates who are currently included on the Review Committee List.
