The Fiscal Affairs Department (FAD) provides policy and technical advice on public finance to member countries, supporting the work of area departments and delivering capacity development (CD) initiatives. FAD is seeking to fill one of the two Deputy Division Chief positions in Revenue Administration Division 2 (R2).
The division supports countries in Africa (AFR) and Western Hemisphere (WHD) and is responsible for developing strategies to reform and modernize revenue administration systems—including tax and customs administration and the collection of social security contributions. R2 oversees the organization and quality control of CD delivery to AFR and WHD countries, working closely with the World Bank and other CD providers to improve the organization and management of revenue administrations.
The division also provides technical support to area departments on the design and implementation of revenue administration components of Fund advice, coordinates and supervises revenue administration CD provided through regional centers, leads the analytical agenda and development of tools to support countries’ revenue reforms, and engages with external donors and organizations active in revenue administration issues.
Together with the other Deputy Division Chief, the successful candidate will support the Division Chief in planning and implementing the division’s CD work and analytical program. The Deputy will help manage and supervise a multicultural group of staff, HQ-based Technical Assistance Advisors, and CD experts stationed in the countries covered by the division, including those in regional technical assistance centers in AFR and WHD.
The Deputy will also contribute to recruiting and managing both long-term and short-term experts. The candidate is expected to leverage their knowledge and experience of modern revenue administration practices to support member countries in strengthening their administrations through current challenges and beyond.
The Deputy will lead complex technical assistance diagnostic and advisory missions in revenue administration and liaise with the World Bank and other agencies supporting revenue administration reforms in the division’s countries. As the division delivers a significant number of CD activities each fiscal year, the Deputy is expected to be operationally oriented and able to provide sound guidance to project managers and staff on matters relating to revenue administration. The Deputy Division Chief will work closely and collaborate with counterparts in the Revenue Administration I, Tax Policy, and Fiscal Operations Divisions as well as other Departments, to develop cross-regional approaches to tax reform and support the Fund’s broader priorities and work with member countries.
The Deputy Division Chief will also contribute to and/or lead the divisional contributions to implement relevant corporate strategies, including FAD’s CD Strategy and other FAD-wide initiatives.
In the absence of the Division Chief, the Deputy should be able to take responsibility for day-to-day management of the division and substitute for the other Deputy Division Chief as needed.

- The candidate must have a sound understanding of Fund procedures, policies, and goals, as well as issues related to the design and implementation of complex revenue administration reform projects.
- Hands-on experience supervising and coordinating such projects, knowledge of regional and international organizations engaged in revenue administration reform, and an operational background working on revenue administration matters are essential.
- The candidate should also demonstrate organizational, managerial, innovation, and strategic thinking skills, as well as the ability to work effectively with staff from diverse cultures and backgrounds.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015. This position requires Review Committee/Senior Review Committee Approval.
