Org. Setting and Reporting This position is located in the Political, Peacekeeping, Humanitarian and Human Rights Unit at the Executive Office of the Secretary-General (EOSG). The Deputy Director reports to the Director. EOSG, under the guidance of the Secretary-General (SG), work as a team pursuing in a cohesive and coherent manner, the SG’s vision, priorities and policies for his second mandate in office. It seeks alignment of the United Nations family with the SG’s vision, priorities and policies. It is guided by the necessity of securing the highest standards of efficiency, competence and integrity and of achieving gender and regional balance among staff. All EOSG units will support the EOSG senior officials, as appropriate, depending on the tasks at hand, regardless of which senior official they formally report to, and will work together through a matrix team approach, as necessary, to ensure EOSG leads by example on integration and cross-pillar work.

Responsibilities Assist the Director in formulating and implementing the substantive work programme of the Unit. Oversees the management of activities undertaken by the Unit, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Unit and EOSG, and with other organizations of the United Nations System, as appropriate. - Under the overall guidance of the Director, leads and supervises the implementation of the work programme of the Unit. Co-ordinates the work carried out by political officers under his/her supervision, both on geographical and thematic files. Provides substantive reviews of the drafts prepared by others. - Co-ordinates and oversees the review of reports for presentation to intergovernmental bodies such as the Security Council, Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and other policy-making organs, as appropriate. - Ensures that the outputs produced by the Unit maintain high-quality standards; that analytical reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the officers under his/her supervision meet required standards. - Assists the Director in determining priorities and preparing the work programme of the Unit. - Oversees the programmatic/administrative tasks necessary for the functioning of the Unit, including reporting on budget/programme performance, evaluation of staff performance (E-PAS), interviews of candidates for job openings and their evaluation. - Supports the Director in the recruitment of staff, taking due account of geographical balance. - Manages, guides, trains and mentors staff under his/her supervision. - Fosters teamwork and communication among staff in the Unit and across organizational boundaries. - Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars. - Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions. - Represents the Unit at international, regional or national meetings.

Operates in compliance with organizational regulations and rules. Supports subordinates, provides oversight and takes responsibility for delegated assignments. Education Advanced university degree (Master’s degree or equivalent) in political science, international economics, international relations, law, public administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of fifteen years of progressively responsible experience at national and international levels in advisory and managerial positions in political science, international relations, law, disarmament, security, development management, conflict resolution, humanitarian coordination, human rights or related area is required.

Experience in managing teams is desirable.

Experience in providing advice to senior management is desirable.

Experience with international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language (both oral and written) is required; and knowledge of the other is highly desirable. Knowledge of another official United Nations language is an advantage.
