The Division of Private Fundraising and Partnerships (PFP) coordinates and provides global guidance and support to the National Committees for UNICEF and UNICEF country offices in all private-sector fundraising and private-sector engagement and partnership activities, in cooperation with regional offices and other headquarters divisions.

The Operations and Finance section in PFP is responsible for strategic financial planning, budgeting, financial and fiduciary management, Procurement, Partnership Advisory Support Services (PASS), and reporting for the Division and also oversees the Geneva Office Common Services (COS) function which provides operational support services including premises, security, administration, and travel, ICT, financial management and accounting services to the UNICEF entities based in Geneva (ECARO, EMOPS and other hosted UNICEF partnerships).

How can you make a difference?

The Deputy Director, Operations and Finance reports to the Director, PFP, is a member of the PFP Senior Management Team, manages the Operations and Finance Section, and provides leadership on operations and finance matters for PFP and private sector fundraising activities managed by UNICEF National Committees and UNICEF country offices and for COS, including operations, ICT and finance for the UNICEF entities and staff based in Geneva.

In addition, she/he will provide strategic leadership on substantive matters, including budget and financial management, procurement, ICT, and operations (including premises, security, administration, and travel), the Deputy Director provides leadership on results-based management (and ‘value for money’) and also acts as the Comptroller’s designated functional focal person on internal controls, risk management and fiduciary management within the limits of delegated authority as per UNICEF Financial Regulations and Rules.

  1. Provide leadership for PFP and COS operations and finance teams

• Direct, prioritise and coordinate the strategy and activities of the PFP and COS operations and finance functions and teams, including risk and change management, finance, procurement, partnerships support and advisory services, ICT, and operations (comprising premises, security, administration, and travel).

• Oversee the development and implementation of work plans, resourcing, and assignment of responsibilities, learning and development activities, and performance monitoring and evaluation of staff.

• With the support of the technical teams, provide substantive business-relevant advice, risk-informed policy interpretation, and robust professional judgement on operations and finance matters.

• Liaise with DFAM on IPSAS compliant financial reporting requirements, currency volatility, management of contributions, and reliable income projections to inform the organizational financial framework for effective resource management and decision making.

• Establish and maintain constructive professional relationships with counterparts in other UNICEF HQ and other offices, National Committees, ILO, UNOG and the UN System in Geneva.

  1. Enhance Risk Management, Internal Controls and Organisational Resilience

• Provide leadership to PFP and COS regulatory framework activities - for PFP and private sector fundraising operations globally, the UNICEF Geneva Office, and related to National Committees and their relationship with UNICEF. Ensure that new and established policies and procedures provide for efficient and effective operations and financial management and are reviewed and updated regularly. Ensure continuing relevance of policies and procedures and initiate revisions as needed.

• Oversee the development and maintenance of effective and efficient business processes and safe and secure systems and platforms, compliance with established policy and procedure, the internal control framework, and the tables of authority.

• Provide leadership to UNICEF’s engagement with external and internal audit and other oversight bodies, the preparation of responses to audit observations and management letters, and the regular review of the status of implementation of agreed corrective actions.

• Provide leadership to enterprise risk management activities, including the preparation and regular review of the risk register.

• Oversee crisis management and business continuity activities, including the preparation and annual review of the Business Continuity Plan. In emergencies, as Crisis Coordinator, convene the Crisis Management Team.

• Serve in the statutory bodies of the Geneva Office, including the Contracts Review Committee (CRC) and the Property Survey Board (PSB).

• Participate in and support the deliberations of management level oversight committees, including the Geneva Office Management Team (GOMT), the Standing Group of the National Committees, the Private Sector Operations Community, and the Financial Advisory Committee (FAC).

  1. Facilitate informed decision making on planning, allocation and use of resources

• Provide leadership to PFP and COS strategic planning and budgeting processes.

• Oversee financial performance, including the effective and efficient allocation and utilisation of UNICEF resources and National Committee and Country Office achievement of strategic plan goals and performance metrics.

• Ensure timely and accurate preparation of periodic financial reports, including income projections for UNICEF financial framework consideration, budget utilization reports for PFP and COS planning purposes, and the annual PFP Workplan and Budget and Financial Report for submission to the UNICEF Executive Board.

• With the Deputy Director, PSFP, oversee the strategic and effective use of investments made in private sector fundraising activities.

To qualify as an advocate for every child you will have…

Education

An advanced university degree (Masters or equivalent degree) in Accounting, Finance, Business Administration, Banking, or a related field is required. Additionally, a professional accounting certification or demonstrated technical knowledge and application of Financial Reporting Standards (especially IPSAS) is highly desirable.

Experience

At least 13 years of progressively more responsible experience in budgeting, financial management, fiduciary oversight, and operational support with about 10 years of supervisory experience within the UN system or with other international organisations or multinational private-sector organization, is required.

  • Experience in one or more of the following areas is considered an asset:
  • Enterprise resource planning (ERP), customer relationship management (CRM), and other digital fundraising and payments systems and solutions
  • Enterprise risk management, audit, and investigations
  • Safety and security
  • Private sector fundraising

Language

Fluency in English is required. Knowledge of another official UN language is considered as an asset.
