Org. Setting and Reporting The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and efficient delivery of United Nations System programmes and activities in the most complex and challenging environments, while maximizing precious resources of the United Nations System. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions.

This position is located in the Division of Regional Operations (DRO) in the Department of Safety and Security. The Division of Regional Operations is responsible for the management of regional operations for safety and security and serves as the safety and security focal point for field duty stations, providing primary operational and technical support. The incumbent reports to the Director of DRO.

Responsibilities Within delegated authority and under the overall supervision of the Director of DRO, the Deputy Director of DRO will provide the necessary level of coordination, supervision and day-to-day management of the Regional Desks, Peacekeeping Operations Support Section, and DSS Communications Centre and will assist the Director in the strategic management of security operations in support of the field. She/he will also be responsible for ensuring coordinated contingency planning and crisis preparedness and will act as the DSS Crisis Manager providing guidance and technical support to Headquarters and field offices affected by crisis situations. As part of the aforementioned, the incumbent will:

Assist the Director in the strategic management of regional security operations at Headquarters and in the field: - development of and ongoing monitoring of the implementation of the Division's work plans, determination of priorities and allocation of required resources; - preparation of mandatory reports on achieving the Division's goals and implementation of its operational plans; - continuous evaluation and analysis of regional security operations in order to identify emerging problems in a timely fashion, apprise the Director and recommend measures to improve the Department's regional operations; - development and ongoing monitoring of implementation of the Division's performance indicators.

Day to day management of the Regional Desks, Peacekeeping Operations Support Section and DSS Communications Centre: - development and strengthening of the Division's Standard Operating Procedures and ongoing monitoring and review of their implementation; - ensuring that all sections within the Division operate in a timely, coordinated and consistent manner and that their outputs are of high quality; - ensuring that provisions of UN security policies are fully implemented by all sections within the Division.

Contingency planning and crisis preparedness at Headquarters and in the field: - ensuring that all sections within the Division are conveying coordinated and consistent information on crisis preparation and planning at Headquarters and in the field; - preparation and maintenance of standard Operating Procedures in the areas of crisis management response and business continuity; - coordination of training activities for crisis management at Headquarters and in the field.

Performance of the functions of the DSS Crisis Manager in contingency situations: - management of DSS crisis coordination centre; - in coordination with UN departments, agencies, funds and programmes, development of crisis response strategies and action plans; - provision of guidance and technical support to Headquarters and field offices affected by crisis situations.

Support and development function: - Executive Office: DRO focal point and liaison for all administrative matters pertaining to headquarters and the field, including Human Resources, Finance and Budget, Travel, Supply and Asset Management. - Division of Specialized Operational Support: DRO focal point and liaison for all entities within DSOS for policy, operational support, training, and developmental activities relevant to all DRO staff in headquarters and the field.

Act as officer-in-charge for the Division in the absence of the Director.

Perform other functions as required.

Education Advanced university degree (Master’s degree or equivalent) in Criminal Justice, Military Science, Security Management, Strategic Analysis, Crisis/Disaster Management, International Relations or related area. A first-level university degree in the aforementioned areas, in combination with two years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience A minimum of fifteen years of progressively responsible experience in international security is required. Of these 15 years, at least five years of demonstrated experience in senior leadership and management at the international level, managing large and complex organizational units is required. Experience in contingency planning and crisis management is required. Experience of the United Nations Security Management or other international organisations is desirable. Experience in inter-agency or cross-functional coordination and stakeholder engagement is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in written and spoken English is required. Fluency in written and spoken French is desirable. Fluency in another UN official language is desirable.
