Org. Setting and Reporting The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. The Air Navigation Bureau provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach (CMA) that monitors all States on a continuous basis.

The incumbent will report to the Director, Air Navigation Bureau (D/ANB), and is expected to plan, manage and oversee activities in the Bureau as well as in the Regional Offices around the globe, in particular, those activities related to air navigation and regional Air Navigation Plans (ANPs). As Deputy Director, Air Navigation Capacity and Efficiency, s/he is expected to make necessary decisions to ensure the proper operation of the Bureau as a result of decisions made by the Assembly, Council and Secretary General. S/he is expected to work collaboratively as a team with the Deputy Director, Aviation Safety and Deputy Director, Monitoring and Oversight.

Responsibilities Function 1 (incl. Expected results) Oversees the Global Air Navigation Plan (GANP), its framework and timelines for the implementation of operational improvements that will lead to global and/or international harmonization in the community, achieving results such as: - Lead ICAO, States and industry in ensuring the continuity and harmonization among global Air Traffic Management (ATM) modernization programs. - Oversee the periodic update of the GANP, related SARPs and other documents. - Support the development of financial strategies which will help to ensure the efficient acquisition and implementation of global air navigation services equipment and aircraft equipage. - Ensure that the nature and status of the planning information in the various documents pertaining to the GANP are consistent and complete also allowing due account to be taken of the inputs from air traffic management research and development programmes. - Present periodic status reports to the ANC, Council and other bodies, as necessary. - Coordinate and support through Regional Offices the work of the Planning and Implementation Regional Groups (PIRGs), when required. - Oversee high priority implementation issues and assist the Regional Offices and the PIRGs evolution toward a project orientation associated with the aviation system block upgrades and operational improvements. - Manage and oversee the implementation of the regional reporting dashboards. - Ensure the effective coordination of activities within ANB, and allocate resources accordingly to support the work.

Function 2 (incl. Expected results) Oversees reporting of GANP outcomes, drawing lessons learned from field implementation reports from PIRGs/RASGs and USOAP to update the GANP and other ICAO documents, achieving results such as: - Prepare and present reports on implementation progress and associated environmental benefits to the ANC, Council and other stakeholders. - Evaluate progress on the status of the implementation of the air navigation infrastructure by the ICAO regions, States and industry. - Inspire interregional harmonization planning. - Oversee the qualitative and quantitative information compiled in support of GANP implementation reporting.

Function 3 (incl. Expected results) Manages the Tactical Operations during crisis or urgent situations, such as industrial action, volcanic eruption or military action on short- or long-term basis, achieving results such as: - Negotiate flight information region (FIR) boundary and other disputes with delegations from the States concerned. - Oversee daily activities such as managing proposed amendments to the regional air navigation plans, and regional supplementary procedures, following through on requests from senior management, answering questions from ICAO representative delegations and coordinating between bureaus and regional offices on relevant issues. - Manage the resources necessary to address both the tactical and strategic issues. - Strategize on priorities of both tactical and strategic issues and report to senior management, the ANC and Council on progress achieved with such issues and propose potential solutions. - Lead and oversee the functioning of the crisis management centre in accordance with the crisis management procedural guidebook.

Function 4 (incl. Expected results) Galvanizes and takes the lead on Emerging Operations, such as Remotely Piloted Vehicles, Commercial Space Operations and Global Navigation Satellite System (GNSS) interference at all levels through collaboration with stakeholders, achieving results such as: - Maintain technological awareness of emerging operations. - Ensures appropriate action to guide architectural developments relating to cybersecurity risks and mitigations within the International Aviation Trust Framework, working in close coordination with the Air Transport Bureau to ensure alignment across ICAO. - Liaise and coordinate with peers and determine with the Director, which issues are most relevant to and require coordination with other United Nations agencies and lead coordination efforts. - Prepare and deliver presentations on emerging issues and keep the ANC, Council, and other stakeholders informed of progress and the estimation of resources needed to address emerging issues.

Function 5 (incl. Expected results) Leads GANP operational improvements, achieving results such as: For Block 0 and Block 1 operational improvements: - Foster implementation through initiatives for each of the Basic Building Blocks. - Prepare and deliver technical advice and guidance, working closely with the relevant technical experts and sections. For Block 2 operational improvements: - Oversee the development of new SARPs, guidance and other supporting materials in support of Block 2 and ensure that such provisions are available by 2025. - Working closely with the Director, oversee the organization of the Block 1and Block 2 work and convey guidance and strategic direction to the technical officers and panels involved in this work. - Oversee and ensure coordination of relevant issues among ANB Sections. - Organize and direct a focus on air navigation priorities which will change and evolve.

Function 6 (incl. Expected results) In coordination with the Global Aviation Training Section, sets the direction for the work and outputs delivered in the area of air navigation training, achieving results such as: - Monitor the management of air navigation e-learning training courses. - Foster partnerships and networks to expand and capitalize on air navigation-related training courses and ensure high quality. - Judge and evaluate current trends and needs on the development of air navigation training, and set the direction for the future of air navigation-related training.

Function 7 (incl. Expected results) Supports the Director in planning, coordinating and managing the activities of the Bureau, achieving results such as: - Assist the Director, Air Navigation Bureau in developing and directing the work programme of the Bureau to support its strategic objectives. - Oversee the required administrative and technical coordination among ANB sections and other bureaus and offices in the preparation of documentation and support of the ANC, Council, working groups, panels, study groups, divisional type meetings, regional air navigation meetings, conferences and symposia. - Coordinate the development and maintenance of ICAO documents. - Serve as Secretary of the ANC and serve on other boards and committees when required. - Participate in the preparation of the triennial budget. - Serve as Deputy Secretary of the Technical Commission of the Assembly and during Divisional type meetings and other events, as necessary.

Function 8 (incl. Expected results) Performs other related duties, as assigned.

Education Essential An advanced level university degree (Master’s Degree or academic equivalent) in an aviation-related field, including a scientific or technical discipline, management, administration, or in a related area.

Work Experience A minimum of fifteen (15) years of experience, of which at least ten (10) years should be in a civil aviation authority, airport, airline, air navigation services or similar aviation-related organization is required.

Practical experience in the planning and management of civil aviation programmes at an executive level of responsibility is required.

Experience at the international level or dealing with aviation matters crossing national boundaries, including high-level negotiations with government authorities is required.

Proven experience in leading and guiding a multidisciplinary team of aviation experts to achieve organizational goals is required.

Experience in managing aviation safety or air navigation programmes/projects within an international or regional organization, national government, or major service provider (airport, airline or air navigation services provider) is desirable.

Experience in managing or coordinating technical assistance, capacity development and implementation of activities related to aviation safety, air navigation or aviation security is desirable.

Experience in conducting negotiations at the international level and in organizing and leading international meetings is desirable.

Experience in management of international/multinational projects is desirable.

Languages Essential Fluent reading, writing and speaking abilities in English.

Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

The combined duration of the initial and second fixed-term contracts shall not exceed eight (8) years.

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.

ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.
