Job Description

SCOPE OF WORK:

Under the supervision of the Executive Director (ED), the Deputy Director is responsible for oversight and implementation of resettlement, economic empowerment and integration, education and youth programs in Dallas. They also support a wide variety of office management and administrative responsibilities. As a member of the Dallas Senior Management Team (SMT), they will contribute to long-term strategic planning as well as support implementation and achievement on the office’s strategic plan. This role will represent IRC and engage regularly with external audiences to increase awareness, generate support, and raise visibility of IRC’s work and client needs within Texas. The Deputy Director will serve as Acting Executive Director (ED), when requested or designated. This role reports directly to the ED.

RESPONSIBILITIES:

The Deputy Director works in close coordination with the Executive Director to achieve the following goals:

Compliance & Administration

· Ensure that programs comply with all contractual, reporting, and match requirements

· Ensure quality data collection across all programs; oversee the production of reports and impact data to provide insight to internal and external stakeholders

· In coordination with management staff in Dallas, ensure that programs maintain sound fiscal management including compliance with all HR policies and procedures

· Represent office and assigned programs with HQ. Ensure HQ initiatives and guidance are in compliance

Program Oversight

· Ensure client success with a strong emphasis on empowerment through high quality service that supports clients to thrive in their community

· Serve as a member of the IRC in Texas leadership team, leading the strategic direction and ensuring office-wide success

· Ensure program activities are implemented consistently with donor requirements and provide technical support, oversight and leadership to internal and external stakeholders.

· In cooperation with the development team, create and implement an annual fundraising plan and strategy with measurable goals and objectives to expand and support existing programming, including meeting match requirements with an emphasis on financial fundraising over in-kind.

· Create close programmatic linkages between all departments; proactively implement processes and procedures that ensure clients are connected to relevant programs throughout the agency

· Work closely with staff to promote strong relationships across programs while fully implementing a client-centered service methodology across all service areas

· Ensure that all program areas have strategic plans leading to the sustainability and growth of programming; support new project design and program development

· Develop and maintain strategic community partnerships with other service providers, government agencies, foundations, employers, and other key stakeholders

· Represent the office in external meetings; serve as a lead with media, community engagement, and advocacy efforts.

· Work with the Finance Director and program staff to monitor and manage all program budgets and oversee that program outcomes meet proposed goals

· Other related duties as assigned

General Management

· Provide high level leadership to assigned team including:

o Weekly one on one meetings with all direct reports and regular team meetings with all members

o Effective delegation of duties and responsibilities

o Consistent and ongoing feedback and communication

o Extensive professional development support and coaching of team members

· Recruit, hire, train and supervise team members

· Write and review donor reports for content and accuracy prior to submission

· Oversee grant tracking and billing, coordinating narrative reporting

· Assist ED and Finance Director in budgeting process

REQUIREMENTS:

· Strong commitment to ensuring the success of the IRC mission while adhering to the values of service, accountability, and integrity as defined in the IRC Way.

· Bachelor’s degree required; graduate degree in business, non-profit management, public administration or human services related field preferred

· Experience in successfully implementing refugee resettlement and/or human trafficking programs

· Minimum of eight (8) years of professional work experience with progressive levels of responsibility, including supervisory and program management experience

· Strong experience with budget management, strategic planning and conducting monitoring and evaluation activities to ensure program quality

· Excellent communication skills both written and verbal.

· Solid organizational and project management skills in order to promote productivity and efficiency

· Ability to work under pressure and meet deadlines

· Excellent interpersonal and communication skills: the ability to communicate effectively and diplomatically with grantors, volunteers, partner agencies, government officials, multi-cultural clients and colleagues on all levels

· Proven leadership and team-building skills

· Demonstrated ability to work successfully in a multi-cultural environment is highly desirable

· Proficiency in Microsoft Office applications (especially Word, Excel, Outlook) and internet research

Working Environment:

· A combination of standard office environment, remote work, and field time within the service delivery area to perform the above outlined responsibilities.

· May require occasional weekend and/or evening work.
