Under the overall supervision of the Principal Security Coordinator (PSC), the Deputy Security Coordinator will assist in the coordination of all aspects of global security for UNICEF. Specifically, he/she will act as the main focal point on global operations related to security risk management and analysis as well as security-related crisis management and contingency planning, providing operational support to Regional and Country Offices.

How can you make a difference?

The Deputy Security Coordinator will take the operational lead during crisis situations and monitor OPSCEN activities, ensuring gathering of information pertinent to the crisis to assist senior managers in making critical, timely and accurate decisions on the implementation of urgent strategies to support UNICEF’s programmes and to safeguard UNICEF personal and assets. The Deputy Security Coordinator will identify best practices and lessons learned, monitor compliance with UN policies and procedures. The Deputy Security Coordinator will maintain the roster of security personnel and work with Regional Directors, Representative’s and DHR on the rotation of security personnel and make recommendations to the PSC on assignments. The Deputy Security Coordinator will liaise closely with UNDSS and UNSMS Organizations as required and act as “Officer in Charge” of the UNICEF OSC during the absence of the PSC. This is a unique post with a high operational tempo that includes travel to external HQ and field locations, including high risk duty stations, as well as briefing staff and management at all levels of the organizaiton.

The Key functions, accountabilities and related duties/tasks includes the following:

Security Coordination

  • Assist the Principal Security Coordinator in her/his overall coordination of security of UNICEF globally;
  • Coordinate with the Regional Security Coordinators, Regional Security Advisers and Country Security Advisers/Focal Points and provide guidance and assistance as required;
  • Through OPSCEN, monitor developments globally and report on those that may impact the security of UNICEF personnel and programme delivery;
  • Follow up when Security Incident Reports have been received to ensure appropriate support to personnel and coordination of additional services that may be required;
  • Collaborate with UNDSS, UNSMS Organizations Security Personnel on aspects related to security
  • Work closely with the PSC on the development of Policies and Procedures;
  • Act as “Officer in Charge” of the Office of the Security Coordinator/OPSCEN during the absence of the PSC.

Security Risk Management (SRM) and Analysis

  • Oversee the implementation of the Security Risk Management Process within UNICEF and provide guidance on policy aspects to Representatives, Security Personnel and Focal Points as required;
  • Collaborate with UNDSS DRO on all aspects of SRM to ensure coordinated implementation of SRM;
  • Collaborate with UNDSS Threat and Risk Service (TRS) on all aspects of Threat Analysis to remain up to date on global developments;
  • Proactively monitor situations and events globally, collaborate with OPSCEN and EMOPS Humanitarian Field Support Section (HFSS) on the analysis of information with the aim of identifying emerging trends and providing early warning of any potential threats that may affect the security of UNICEF staff, premises, assets and impact on programme delivery, particularly in high risk areas

Crisis Management

  • Maintain oversight of OPSCEN and ensure the PSC/Security Team and D/EMOPS are briefed on any critical incident;
  • Depending on the nature of the crisis or incident, coordinate with HQ Divisions and those Departments/Units who provide support services to Regional and/or Country Offices;
  • In extreme circumstances, and in response to a critical crisis, make a recommendation on convening the Crisis Management Team;
  • Manage emergency and crisis situations and provide timely and information related to the security of personnel and impact on programme implementation to enable senior management to take timely decisions;
  • Provide technical guidance to Regional Security Advisers, Security Advisers and Focal Points on the development of Security Plans and Emergency/Crisis Preparedness;
  • Collaborate with the UNICEF Business Continuity Manager on issues related to BCP planning for Regional and Country Offices;
  • Establish and maintain contacts with UNDSS and other UNSMS Organizations dealing with crisis management issues and particularly as this relates to L2 and L3 programme criticality;
  • Establish a register of best practices/lessons learned for knowledge sharing and management of future crisis.

Compliance Monitoring

  • Undertake a review of the process for monitoring of UNICEF Compliance regarding UNSMS policy provisions and required Security Risk Management Measures (SRMMs) and propose any new monitoring initiatives;
  • Review SRMMS proposals and Cost Shared Budgets received from UNDSS NY, liaising with Regional and Country Security Advisers or Representatives as necessary;
  • Provide advice on the standards of appropriate security equipment and coordinate with Supply Division to ensure standardization of type of equipment to be procured;
  • Review funding requests for security requirements.

Security Training

  • Collaborate with UNDSS Training and Development Section (TDS) on UNSMS-related training;
  • Coordinate training requests from Regional and Country Offices and manage the provision of such training;
  • Coordinate training needs for all UNICEF security personnel.
  • Supervise the Security Training Officer in OSC.

Operation Support

  • On behalf of the PSC, Manage the allocation of Central Investment Funds (CIF) to regional and other HQ offices including development of prioritization criteria and consolidation of the global submission to the Allocation Committee and the Deputy Executive Director for Management for final approval.
  • Focal point for budgetary matters and approving authority for expenditure of allocated fund to the OSC.
  • Coordinate with the Human Resources Business Partner (HTBP) the management the the recruitment, rotation, reassignments and mobility of international security advisors. Perform technical clearance for selected international security advisors.

To qualify as an advocate for every child you will have…

  • Advanced university degree in social or political science, or a discipline related to risk management, international relations, conflict analysis and resolution or equivalent military and/or police senior Command College. **A first university degree and fourteen years of relevant experience in lieu of an advanced degree.
  • A minimum of 10 years of relevant professional work experience with at least five years field experience of the UNSMS, preferably in a humanitarian context, proven crisis management and strong understanding of political and/or security analysis.
  • Experience of Security Risk Management, Crisis Management and Analysis essential.
  • Experience in working in crisis / humanitarian response locations enabling programme delivery is an advantage.
  • Oral and written proficiency in English is required. Knowledge of another UN language is an asset
