Org. Setting and Reporting

This position is located at the Subregional Headquarters for the Caribbean, in Port of Spain, Trinidad and Tobago, and covers 26 countries and territories of the Caribbean. The Economic Commission for Latin America and the Caribbean (ECLAC) is one of the five regional commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region’s economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. ECLAC employs over 600 staff members at its Headquarters in Santiago de Chile, its Subregional Headquarters in Mexico City and Port of Spain, and country offices in Buenos Aires, Brasilia, Montevideo and Bogotá, as well as a liaison office in Washington, D.C. Responsibilities

Under the general guidance of the Director of the Subregional Headquarters for the Caribbean, the Deputy Director will be responsible for the following: • Provides policy guidance to the Director, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures. • Plans and oversees the management of activities undertaken by the Office, including technical assistance activities provided to member countries and to subregional organizations; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Office, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate. • Manages, supervises and carries out the work programme of the Office under his/her responsibility. Co-ordinates the work carried out by the Office; provides programmatic and substantive reviews of drafts prepared by others. • Provides substantive oversight and input in the preparation of position papers and reports for presentation to intergovernmental bodies, including the drafting of reports for submission to Caribbean Development and Cooperation Committee (CDCC), ministerial sessions and other policy-making organs, as appropriate, and coordinating interoffice cooperation in work programme activities. • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Ensures that the outputs produced by the Office maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Office under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Conduct specific research pertaining to Caribbean sustainable development and coordinate critical reviews of draft documents and proposals for publication. Prepares inputs for the work programme of the Office, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Carries out programmatic/administrative tasks necessary for the functioning of the Office, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. • Recruits staff for Office taking due account of geographical and gender balance and other institutional values. • Manages, guides, develops and trains staff under his/her supervision, including in the execution of multi-disciplinary social, economic, sustainable and digital development research. • Fosters teamwork and communication among staff in the Office and across organizational boundaries. • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues and otherwise substitute for the Director, as required. • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions. Participate in the Senior Management Team. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Performs other duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in development economics, international relations, business or public administration, finance, law, , sustainable development or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management or related field is required. Relevant experience at national or international levels in economic, social or sustainable development is required. Experience in project or programme management is required. Experience in intergovernmental fora in the Caribbean subregion is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluence in oral and written English is required. Intermediate knowledge of Spanish is desirable. Intermediate knowledge of French is desirable.
